Commissioner Richardson called the meeting to order at 10:18 am.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes from the January 21,
2015 meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
NEW BUSINESS
Revision of Minimum Qualifications and Special Requirement: Working Supervisor
- Sanitation
The Commission reviewed proposed revisions to the minimum qualifications and special
requirement for the Working Supervisor – Sanitation position. The revisions include an
expansion of the qualifying work experience to include broader public works functional
areas, and the addition of a requirement for a Class B Commercial Driver License. The
minimum qualifications and special requirements are proposed to read as follows:
“MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high
school equivalency diploma and four (4) years of full-time paid experience, or its part-
time paid equivalent, in public works activities, such as highway construction or
maintenance, parks and forestry maintenance, water or sewer main construction or
maintenance, etc., at least one (1) year of which must have included work as part of a
sanitation crew.
SPECIAL REQUIREMENT: Possession of a valid New York State Class B
Commercial Driver License (CDL) or a valid Commercial Driver License equivalent to
a New York State Class B Commercial Driver License at the time of appointment and
maintenance of said license for the duration of employment.”
Commissioner Richardson made a motion to revise the minimum qualifications and
special requirement as proposed. Seconded by Commissioner Abrams. Motion carried 2-
0.
Update of Job Description: GIAC – Greater Ithaca Activities Center Director
The Commission reviewed proposed updates to the Greater Ithaca Activities Center
Director job description. The updates were requested by the GIAC Board, in anticipation
of the upcoming search for a new GIAC Director. The updates do not change the overall

scope or nature of the position. Commissioner Richardson made a motion to amend the
Greater Ithaca Activities Center Director job description as proposed. Seconded by
Commissioner Abrams. Motion carried 2-0.
Approval of Annual Report
The Commission reviewed and discussed the 2014 Annual Report to the NYS Department
of Civil Service. Commissioner Abrams made a motion to approve the annual report.
Seconded by Commissioner Richardson. Motion carried 2-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0.
During executive session, the Commission took the following actions:

Approval of Rosters of Candidates for Examination
Commissioner Richardson made a motion to approve the Rosters of Candidates for
Examination listed below. Seconded by Commissioner Abrams. Motion carried 2-0.

Director of Housing Operations #75-336
Director of Parking #61-137
Establishment of Eligible List
Commissioner Richardson made a motion to establish Tenant Relations Assistant Eligible
List #65-904 for two years. Seconded by Commissioner Abrams. Motion carried 2-0.
Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded
by Commissioner Richardson. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday, April 15, 2015 at
9:30 am.
With no further business, the meeting was adjourned at 10:48 am.
