(71 Sarah Myers Meadow and Malone safety 6.19.03.doc Page 1 IURA July 17,2003 Improved Pedestrian Accommodations on South Meadow Street-Request for Action by the Board of Public Works WHEREAS,the Housing,Neighborhoods,and Infrastructure Committee of the Ithaca Urban Renewal Agency(IURA)is charged with identifying community development needs as they relate to quality neighborhoods in the City,and WHEREAS,the Housing, Neighborhoods and Infrastructure(HNI)Committee has a particular interest in promoting pedestrian safety and a more walkable community,and WHEREAS,the HNI Committee is concerned about pedestrian safety,especially along the Meadow Street corridor and Cecil A.Malone Drive,and at the intersection of South Meadow Street and Cecil A. Malone Drive,and WHEREAS,the increased development and accompanying increased vehicular traffic in the area,as well as the increased numbers of pedestrians,particularly seniors citizens,disabled persons,and people with children,trying to cross Meadow Street at this intersection pose an identifiable and imminent hazard,and WHEREAS,the members of the HNI Committee,after examining the situation and its possible solutions, have identified actions they believe will contribute to lessening the safety hazard along the Meadow Street corridor and at this intersection,now therefore be it, RESOLVED,that the Ithaca Urban Renewal Agency,in accepting the recommendations of the HNI Committee,now strongly urges the City of Ithaca Board of Public Works to do everything in its power to influence the NYS Department of Transportation to 1) improve pedestrian amenities on the Meadow Street bridge over Six Mile Creek particularly in terms of wider sidewalks and greater separation between pedestrians and motorists; 2) change the timing on the pedestrian crossing signals to a longer cycle of stopped traffic to allow a realistic amount of time for crossing Meadow Street at Cecil A.Malone Drive; 3) change the traffic restrictions to prevent tuming cars from crossing pedestrian travel lanes while north/south Meadow Street vehicular traffic is stopped for pedestrians,and; 4) investigate alternatives to the'talking lights'to address the nuisance created by the loud and repetitive voice on neighboring residences,and,be it further RESOLVED,that the Ithaca Urban Renewal Agency requests that the Board of Public Works use its authority to cause standard sidewalks(five foot minimum width and 8'to 10'setbacks from the street) where feasible to be constructed along both sides of Meadow Street through the entire business district including Cecil A. Malone Drive,but most especially in the areas approaching the dangerous intersection at South Meadow Street and Cecil A.Malone Drive.
