(12) No screen or filter shall be used in either the impounding or distributing reservoirs of the public water supply of the city of Ithaca, while in a foul or unclean condition; nor any screen or filter shall be used in either of the aforesaid reservoirs which is not susceptible of constant and ready examination and cleansing. Penalty �- (13) In accordance with Section 70, Chapter 661 of the Laws of 1893,as amended by Chapter 251 of the Laws of 1899, a penalty of Two Hun- dred dollars is hereby imposed against any per- son, firm, or corporation who shall be adjudged guilty of a violation of or a non-compliance with any of the above mandatory regulations; the same to be recovered under the above said law.
