The first meeting was held on December 18, 1974 at 12:00 noon in the City
Planning Office.
Present: James Rothschild, Stewart Lewis, Agda Osborn, Tom Neiderkorn,
(Temporary Chairman), Jim Atsedes, Peggy Underwood, Nancy Meyer, Judy Benedict,
Thys Van Cort and representatives from the press.
Tom Neiderkorn was elected temporary chairman.
James Rothschild, Stewart Lewis and Jim Atsedes all spoke requesting
adequate police protection. Tom Neiderkorn will talk to the Police Chief
and Fire Chief to determine what kind of service is necessary. A letter will
then be drafted to the Mayor by Tom Neiderkorn. The Committee will follow
up the letter with more discussion with Chief Herson, etc.
A temporary policy for use of the Commons was discussed. Superintendent
of Public Works Dingman is not giving any permits for the Ithaca Commons until
regulations have been established. Tom Neiderkorn will ask the Attorney for
the City, Martin A. Shapiro, if the Mayor has power to curtail all activity
except non-profit organizations until a permit system is established. He will
then write the Mayor a letter requesting that the Mayor empower the police
department to temporarily curtail all solicitation activities.
The Commons Advisory Board set up three committees to clarify the Board's
duties and involvement as follows:
1. Relationship Committee - to discuss the Board's relationship to
• the business community and to government, i. e. merchants involve-
ment and City departments such as Common Council, BPW, Planning
Board.
2. Activities Committee - to decide the type of activities for which
the Board should develop policies, i.e. , Christmas decorations,
parades, public meetings, venders or sign control, delivery
problems.
3. Operations Committee - to plan operational needs and procedures
of the Board.
The following people are members of the committees:
Relationship Committee: Gerald Schickel, Chairman, Agda Osborn'
and Stuart Lewis and Robert Dingman, Supt. of DPW
Activities Committee': Peggy Underwood, Chairman, Nancy Meyer,
Gerald Schickel, James Rothschild and
Jim Atsedes. •

Operations Committee: Tom Neiderkorn, Chairman, Nancy Meyer and
H. Matthys Van Cort
Tom Neiderkorn, acting as mediator, asked for suggestions as to the addi-
tional member-at-large to be appointed by the Mayor. Representation from both
the banking and student communities was felt to be important by the Board.
The next meeting was set up for Tuesday, January 14, 1975 at 12:00 noon*
with the three committees to meet prior to that date and be prepared to present
recommendations to the Board.
It was pointed out that all of these operational procedures and policies
• should be completed by April 1st, since the merchants plan to use the Commons
by that date for activities and will be presenting their calendar for approval
by that time.
