Village of Brockport utilizes Time Warner Cable and signs an annual
agreement and pays an annual fee to Educable. We do not have our own
studio...
We tape our Village Board meetings ourselves and provide it to Educable for
airing.

Hi Everyone,
The City of Ithaca Clerk's Office has been asked to do some research for our
Cable Access Oversight Committee.
The City of Ithaca has a franchise agreement with Time Warner Cable which
includes a Public Access Studio and Public Education/Government channels
available for local programming.
The Cable Access Oversight Committee is interested in seeing what other
communities may have as far as similar studio/channels and how they are
operated. The Committee has drafted a set of questions that we have listed
below for you to respond to.
Any assistance that you could offer to us would be greatly appreciated.

Julie,
We compiled a list of questions at the Access Oversight Meeting. Do you want to tell me what you think is
reasonable? I am not sure what types of information you'll be able to get from your sources. I can try to
supplement whatever research you and the Clerk's office can do.
QUESTIONS:
[1] How is the studio organized?A non-profit? How are they run? Is there a board of directors? Is there an
oversight committee as appointed by the city?
[2] Where is the public access studio located? Does the studio partner with another organization? If a
partnership,who is the host or what are the other tenants?
[3] What does the staffing look like?What are the hours of operation? Can you get a sense for the use in
terms of editing hours/week; studio hours/weekk, etc. How about the hours of new and locally produced
programs per week or reporting period.
[4] What is the annual operating budget and how is the studio funded (Initial start-up costs as well as
operating expenses)? Is it supported by a franchise agreement? If so,what percentage of the franchise
fee goes into supporting public access? Do they have streams of funding from other sources such as
grants?
[5]Are there any other Public Access city codes similar to ours which sets up governance and oversight

In general,we're interested in cities of all sizes since we have a particularly active studio for our population
size, and my understanding is that our PEG studio is less about Ithaca population than Time Warner
Cable coverage area.

Yes, I don't think that would be a problem - it would give us 3+weeks. Do you happen to know of other
communities that have public access systems? That might give us another avenue. Do you have specific
questions that you want us to ask to see make sure we get relative data? Are you looking for similar sized
cities, or any municipality? Let me know, and we'll get to work on it next week.

The Cable Access Oversight Committee is interested in finding out how other cities run their Public
Access Studioes,whether they have a system like ours in which the cable company hosts it, or whether it
is run by a not-for-profit, educational institutions, etc. I was meeting with Carolyn yesterday and she
encouraged me to reach out to you, to see if you could find anything out through NYCOM. What else
would you need to know before you could do that kind of research? I'd appreciate any help that you could
provide to me/the committee.

The Village of Cobleskill also has a franchise agreement with Time Warner
Cable which

The agency that runs the public access, etc. for the community is called
Schopeg. They are non-profit and I believe their offices are located at the
SUNY Cobleskill Campus.

Greetings,
The Pegasys Access Oversight Committee is in charge of lending video equipment to
schools for educational purposes. In the past, a number of schools have produced video
programs that have been shown on Ithaca cable channel 13 (public access) or 16
(educational access). The AOC is now beginning its 2008 capital budget process.
As part of this process, we are asking everyone who has received support and been
loaned equipment in the past to come to an AOC meeting and report on the progress,
goals, needs, and intentions of their current video activities.
As you may know, AOC's goal is to increase both the quantity and quality of cable-TV
programming on the public, governmental, and educational channels. As such, it is
important for the committee to take stock of successes, challenges, as well as review any
requests you may have for additional equipment in 2008.
Please let me know whether you can attend our February or March meeting so that we
may hear from you.
