Thorpe Municipal Building 3577 Terrace Road Cortland, New York 13045 RE: Extra Work Authorization No. 6- Additional Sampling during 2024 Post-Closure Monitoring for the South Hill Dump Site CHA Project No.: 034236; CHA Proposal No.: X85021 Dear Supervisor Williams, CHA Consulting, Inc. (CHA) is pleased to submit this Extra Work Authorization (EWA) to provide professional engineering services in connection with post-closure monitoring in accordance with the procedures and protocols included in the approved revised SMP dated June 2021 and prepared by CHA. As you are aware, NYSDEC has requested additional sampling for emerging contaminants in all eleven (11) of the wells, as outlined in the Periodic Review Report (PRR) Response letter from the NYSDEC dated June 27, 2023. Based upon further correspondence with NYSDEC, it was agreed that NYSDEC would only require additional sampling for emerging contaminants at five (5) of the monitoring wells, per their August 10, 2023 response letter. Therefore, this extra work authorization provides for the additional sampling required during the 2024 groundwater monitoring event, and our Scope of Services, Schedule, and F ee are summarized in the following section. EXHIBIT A - SCOPE OF SERVICES Task 1: Additional Sampling during 2024 Bi-Annual Groundwater Monitoring Event Five (5) existing monitoring wells on the landfill site will be sampled for emerging contaminants include 1,4- Dioxane via EPA Method 8270SIM and per- and polyfluoroalkyl substances (PFAS) via EPA Draft Method 1633. The hydrasleeves installed at each monitoring well do not contain sufficient water to collect these additi onal samples. CHA will utilize disposable PFAS-free bailers or a peristaltic pump with disposable high density polyethylene tubing to purge and sample the requested wells for emerging contaminants. The NYSDEC has requested samples collected from MW-1B, MW-4S, MW-4B, MW-3SR2, and MW-3BR2. The results of the emerging contaminants sampling will be included in the 2024 Periodic Review Report. Assumptions: CHA offers the following assumptions relative to this Scope of Work. The assumptions are not intended to limit our proposal but are provided to clarify our understanding of the work required. Supervisor Williams Page 2 September 20, 2023 34236 EWA 6-Additional Sampling • CHA will be granted free and easy access to the Site. • Groundwater samples will be analyzed on a standard turn-around schedule which can be up to 60 days for PFAS compounds depending on laboratory availability. • The additional sampling will occur during our scheduled 2024 annual inspection and bi-annual groundwater monitoring event, as outlined in EWA #5 dated 9/9/2022. EXHIBIT B - SCHEDULE CHA will perform the additional groundwater sampling during the September 2024 event. EXHIBIT C – FEES CHA proposes to be compensated for the lump sum fees as shown below: Task 1: Additional Sampling during 2024 Bi-Annual Groundwater Monitoring Event..............$ 4,500.00 Prior to the start o f any new work or additional work that may be required for the completion of this project, CHA will identify a scope of services with associated tasks and submit a cost estimate and proposed work schedule for your approval. CHA will not complete the additional work until a signed extra work authorization is received by our office. Upon review and acceptance of the proposal, please sign and return a fully executed agreement. Please note that the exhibits in the proposal correspond to the exhibits in the agreement.
