Present: Coordinator Alvin Nelson,Mayor Ben Nichols,Chief Harlin McEwen, Sara Shenk, John Johnson,Marilyn Ray,Irene Stein,Amy Lewis, Clay Hamilton Absent: without notice-Rick Williams,Gerald Dumay,Jose Montanez,Drew Martin 1. Minutes of the meeting of September 28, 1992 were amended to say:that the PEER program was separate from the mentoring program,that the idea of mentoring involving only police officers had been dropped,and that PEER stands for Police Efforts to Enhance Relations. The minutes were approved as amended. 2. The committee discussed the 10/15/92 draft of the cover letter and made a last round of changes. a. In¶2 the name"Community-Police-Board Committee"is changed to"Police-Community Involvement Committee". b. In j 4 a type"-ed" is dropped. c. Under"Jury Selection"M. Ray questioned whether(6),the recommendation for state legislation to implement the rest of the recommendations should be included,since it would seem to question the legality of the preceding recommendations. I. Stein countered that it had been a basic committee recommendation and the question would be raided anyway. All agreed to leave it in. d. Under"Involvement"the name"Police Efforts to Enhance Relations" will be spelled out. e. Under"Training"another sentence is added at the end: "The final recommendations on training await the results of surveys of both police and community. To oversee the implementation of the above recommendations and to coordinate the continuing work of the committee,the Steering Committee will continue. f. Under"Community-Police Board" "First"Chief McEwen pointed out that he was not in favor of recommendations II (for a seven-member board)or VI(to staff the board separately from the Police Dept.);hence he disagrees with the word"unanimously". It was agreed to say, "the voting members of the Steering Committee unanimously endorse..."The Chief can write his own letter responding to the report. The cover letter can have a sentence saying that the Ex- Officio members may be submitting their comments separately. g. The Chief also pointed out that he wants to add Police to the list of community organizations that may participate in training lay advocates in Recommendation XI; such a sentence will be added to the cover letter. h. "Community-Police Board" "Second"and "Third"will not be changed. i. At the bottom of the cover letter will be a list of the Steering Committee members,indicating voting members and ex-officio members. The lists will have names,not addresses,and will be 1 in alphabetical order. A list of the four subcommittees follows. Note that Laura Branca is Vice Chair of the Training Committee. j. The cover letter will be addressed to Mayor and Common Council from the Task Force. 3. M. Ray will complete final revisions to the cover letter and bring in the final copy to the Mayor's Office the next day,October 20. Alvin Nelson will come in to read it. 4. Members of the Task Force Steering Committee may want to be at the next Human Services Committee meeting,where the Report will be presented 5. Distribution of the report,which will be a public document as of October 20,will be through the Mayor's Office. a. It will be mailed to all task force subcommittee members and all members of the Community Police Board. It will be put in all Council members'boxes. b. Ben Nichols and Alvin Nelson agreed to hold a press conference on October 26 at 2:00. The Report will be distributed to the press at the press conference and will be available to the public after the press conference. c. A subcommittee consisting of Ben Nichols,Amy Lewis and Sara Shenk will make plans for a public meeting to present the report to the community and get comments. Meeting adjourned at 5:40 pm.
