HomeMy WebLinkAbout1972-11-13 TOWN OF DANDY PUBLIC HEARING ON PRELIMINARY BUDGET November 13 , 1972 The Town Board of the Town of Danby held the public hearing on the proposed budget for the Town of Danby for the year 1973 at the Danby Elementary School , November 13 , 1972 at 8 : 00 P . M . Notice of the public hearing was duly advertised in the Ithaca Journal . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Gerald Crance Justice Milton Todd Justice Floyd Dorn Others present : Edward Slights , Moses Peter , Barbara Mosher , Gordon Roberts , Joe Hulbert , James Fowler , Joe Casterline , E . J . Miller , Mary Casterline and Fred Lee . S upervisor A . Francis Wright called the public hearing to order and reviewed the proposed amounts to be raised by taxes in the preliminary budget for 1973 . All persons present were given copies of these figures . Supervisor A . Francis Wright stated that any questions would be welcome and anyone wishing to examine the budget further could do so . Moses Peter commented on the snow removal fund . Revenue for 1973 was decreased while expenditures were increased , A . Francis Wright explained that the revenues were down for 1972 and he based h is 1973 figure on this fact . Expenditures were increased due to salary increase anticipation . Mr . Peter also questioned the d ecrease in the highway repair fund . Supervisor A . Francis Wright said that this was due to the fact more of the work is being done under a highway improvement program and less as a d irect expense . Barbara Mosher asked if a retirement program for the town employees will be set up in the near future . She feels very strongly that if the town wants good help that will stay with the town they will have to give them more benefits . Supervisor A . Francis Wright stated that the state may have a plan in another year that the town can afford . A retirement plan for 1973 has not been provided for in the 1973 budget . .t Public hearing adjourned at 9 : 35 P . M . immediately following the preliminary budget hearing . The minutes of the regular meeting of October 9 , 1972 were mailed to board members for reading and correction . The minutes were approved as corrected . COMMUNICATIONS 1 . A letter from the Public Service Commission concerning joint undergrounding of CATV facilities with electric and telephone lines in new residential subdivisions . 2 . A public notice from the State of New York Public Service Commission concerning rate increase for electric service . 3 . Resolution No . 251 - Workmen ' s Compensation Budget and Apportionment - Mutual Self- Insurance Plan . 4 . Resolution No . 249 - Apportionment of the Mortgage Tax . 5 . A letter from the Tompkins County Personnel Department concerning age requirements of Police Patrolmen . PRIVELEGE OF THE FLOOR Moses Peter brought up the problem of refuse collection . As ,far as collection in Danby is concerned we have a real problem . Garbage is often left for several days before it is picked up . :Perhaps the refuse collectors should be licensed so there would Zbe some control over this problem . Mr . Peter feels the town board should settle this matter and asked that it be put on the agenda . Mr . Peter feels strongly that the town needs office buildings . According to his figures it would only cost the taxpayers 51 . 00 per thousand dollars of their assessed valuation . He would also like this matter put on the agenda for serious consideration . Tompkins County Representative , Erie J . Miller , said he would try 4� to answer any questions pertaining to the county that anyone might have . Highway report - The miller road is ready to have the gravel put on it . This is the East end of the road . Pipe has been ordered to repair the bridge on Michigan Hollow Road . Information has been received on reseeding banks along highways . 1 B . West Danby Water District - No report . C . Insurance - No report . D . Refuse Collection and Disposal - It was suggested that the town attorney be contacted to see what can be done about the problem of refuse collection . It was also suggested that a meeting be held with the collectors themselves to talk about licenseing as a control measure . E . Youth - The Community' Council held a Halloween Party at the Danby Elementary School for the community . An ice skating rink is being built . Also the equipment at the pond is being checked and repaired in anticipation of the coming season . F . Zoning and Planning - The The Zoning Board submitted minutes of their last public hearing for the board to read . There has not been a recent meeting of the Planning Board . G . Fire - The referendum to sell the old fire house was approved . H . Cemetaries - No report . OLD BUSINESS Report of Highway Superintendent - Joe Hulbert said that he needed authorization of the town board to apply for federal funds in regards to assistance due to flood damage . Danby Town Board Minutes - November 13 , 1972 - Page 3 ON Business continued Report of Zoning Officer - A zoning report was mailed and given E to the town board members for reading . The Zoning Officer , Gordon Roberts , feels that the planning board should meet as A, scheduled . He recently attended a meeting at the Gas & Electric '" . that he feels was very helpful to him . A law student , a interested in town government , has visited with him in his office . Possibly he may be of help to the town . Mr . Roberts is still working on the problem of junk cars . Also he is investigating the legality of two signs recently put up in the town . He commented that the junk car lot started by Rick Dobson is legal as it is located in a business district . The Webber trailer is being moved to the Hiliview Trailer Park . The Hill ' s now have sixteen trailers in the park . They had estimated that they would have twelve trailers by winter time . Mr . Roberts feels that the park is definitely fulfilling a need of the community . Planning Board Chairman - No report . Appeals Board Chairman - The Appeals Board is still meeting in the Danby Elementary School . A decision to deny a variance to put a trailer on a lot on Hornbrook Road may lead to an appeal by Anna Otto . A meeting will be held November 15 , 1972 to hear the appeal of Louis Piper who wants to but a multi - family dwelling on his property on German Cross Road . West Danby Grange - This issue will be taken to the planning Board . West Danby Park - Tabled until the December meeting . Town Hall - Tabled until the December meeting . NEW BUSINESS Supervisor A . Francis Wright after some discussion with the Highway Superintendent said that a resolution needs to be passed to transfer funds into the emergency Flood Fund . \ ESOLUTION #12 TRANSFER 810 , 000 . 00 FROM ITEM I INTO AN EMERGENCY FLOOD FUND t Moved by Justice Milton Todd and seconded by Councilman Ralph Wilbur . ;,) Danby Town Board Minutes - November 13 , 1972 - Page 4 New Business continued Roll Call Vote : Wright - aye Wilbur - aye Crance - aye Dorn - aye Todd - aye Carried five ayes and no noes . Supervisor A . Francis Wright stated that a resolution is needed to transfer funds from Capital Fund into the General Fund . This will correct an error made previously . RESOLUTION # 13 TRANSFER 9$13 , 921 . 66 FROM CAPITAL FUND A9550 . 5 TO THE GENERAL FUND Moved by Justice Floyd Dorn and seconded by Councilman Gerald Crance . Roll Call Vote : Wright - aye Wilbur - aye Crance - aye Dorn - aye Todd - aye Carried five ayes and no noes . Ralph Wilbur will contact the fire commissioners and see if they have any objections to having the town safe moved to the fire house on Danby Road . There was a lengthy discussion as to the procedure to be followed in abandoning a road . , Ralph Wilbur will check into the negotiations for property for town office buildings and find out where they left off last spring . Moses Peter ' s offer to contact Awad and see if there is a possibility of obtaining property on Danby Road was accepted . The motion was made by Councilman Gerald Crance that the `preliminary budget be adopted as presented . The motion was seconded by Justice Floyd Dorn and carried by a vote of five { ay e s and no noes . The Town Board was reminded that the December meeting of the board will be held in the West Danby Fire House . A notice to this affect will be in the Ithaca Journal . The meeting will be December 11 , 1972 at 8 : 00P . M . 1 .}, Danby Town Board Minutes - November 13 , 1972 - Page 5 General Warrant # 11 in the amount of 61 , 501 . 02 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . The Highway Warrant #11 in the amount of 81 , 785 . 83 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . West Danby Water District Warrant #10 in the amount of 8220 . 06 was approved to be paid . The motion was made by Councilman Gerald Crance and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . The motion to accept the Supervisor's Report was made by Justice Floyd Dorn and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . The motion to adjourn the meeting was made at 10 : 40 by Justice Floyd Dorn and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes .
