M . .t Board Members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Gerald Crance Justice Floyd Dorn Justice Milton Todd Also present : Rick Dobson , Ed Slights , County Representative E . J . Miller , Percy Button , Mr . Westmiller , Mary Casterline , Roy Casterline , Highway Superintendent Alfred R . Chaffee , James Fowler , Moses Peter , Joe Hulbert The minutes of the regular meeting of September 11 , 1972 were mailed to board -members for reading and correction . The thinutes were approved as corrected . COMMUNICATIONS : 1 . A letter from Alfred R . Chaffee , Highway Superintendent , submitting his resignation , effective immediately . 2 . A letter from Jane DeMayo , for Clifford DeMayo , submitting his resignation as a member of the Appeals Board . 3 . A letter from T . G . Payne concerning loss of taxable real property and requests for evaluation of June 1972 flood . 4 . A release from Thomas G . Payne urging property owners to fill out New York State flood damage estimate . " forms in order to obtain tax relief . 5 . A letter from Dorothy W . Zeh concerning a guard: rail in disrepair and also a " Wink" sign that blocks the t view of traffic . e ' 6 . A letter discussing the environmental bond act . 7 . A letter from the Office for Local Government informing towns of funds that are available and can be applied for under IPA for the 1973 Federal Fiscal Year . Danby Town Board Minutes - October 9 , 1972 - Page 2 • PRIVELEGE OF THE FLOOR : . Tompkins County Representative , Erie J . Miller , brought two questions to the board and asked for opinions that might help him in making up his mind to vote for or against these issues . The first issue was a new Tompkins County Hospital to be built at a cost of sixteen million dollars ; the second was whether Bordman House should be demolished or kept as a historical site . The board members and also the members of the public present all seemed to feel that there is a definite need for a new hospital facility and that Bordman House was a tax burden . If there is a group that would like to see the building preserved perhaps they could purchase it and relieve the taxpayers of this burden and preserve it as they see fit . James Fowler representing the snowmobilers club and the Danby people asked if eight or nine signs could be put up designating snowmobile crossings . The state will pay up to 50% of the cost if approved by the commissioner of recreation . If the signs are put up the people riding snowmobiles will know definitely where to use their snowmobiles and will not be so apt to travel where they are restricted . Percy Button representing the West Danby Grange asked if the town board has made any decision as to the West Danby Grange Hall that has been offered to town . The board has not made a decision as yet but Gerald Crance will take this up with the planning board with recommendations . Mr . Westmiller brought up the problem of cars parked just off the highway . COMMITTEE REPORTS : A . Highway Report - When the original flood projects were approved the cost of repairs was estimated at 626 , 600 . 00 . There have been some changes since than . The cost of repairing Maple Avenue was estimated at 617 , 127 . 00 . The sum approved for this project is 611 , 583 . 00 . The cost of the Bruce Hill pipe project was estimated at 66 , 039 . 00 . J . This may be cut to $600 . 00 . This job has not been done . 4 The pipe has been purchased . If the Highway Superintendant gets together with the County Engineer and gets pictures and other necessary information and takes this to Horseheads before a corps of army engineers the town might get 64 , 500 . As it stands right now the town will get 615 , 300 . 00 instead of 626 , 600 . 00 . This money , if approved , might be a year coming . There is a possibility this could cause trouble with the Donovan projects . Roll Call Vote : Wright - aye Wilbur - aye Dorn - aye Crance - aye Todd - aye Carried five ayes and no noes . Councilman Gerald Crance made the motion that the board formally accept the resignation of Alfred R . Chaffee as highway superintendant . The motion was seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . Supervisor A . Francis Wright thanked Mr. . Chaffee for his many years of service to the Town of Danby . The next item of business was to appoint Joseph Hulbert to fill the vacancy made by Mr . Chaffee ' s resignation . RESOLUTION #10 DANBY TOWN BOARD APPOINTED JOSEPH HULBERT HIGHWAY SUPERINTENDANT OF THE TOWN OF DANBY Moved by Councilman Gerald Crance and seconded by Justice b Floyd Dorn . ' . Roll Call Vote : Wright - aye Wilbur - aye Dorn - aye Crance - aye Todd - aye } Carried five ayes and no noes . , B . West Danby. Water District - Councilman Gerald Crance says the water district is having troublewith the water pump . The decision has to be made to put menaters in the pump or run the pump the way it is . Supervisor A . Frnacis Wright suggested that a letter be sent to the company where the pump was purchased and ask for advise . It will cost in the neighborhood of three hundred dollars to have Danby Town Board Minutes - October 9 , 1972 - Page 4 Committee reports continued : the pump rewound , Also pumps will be priced to see what can be found for stand-by . This job is not covered by insurance . The pump was struck by lightning . 4 C . Insurance - No report . D . Refuse Collection and Disposal - No report . E . Youth - No report . F . Zoning and Planning - Justice Floyd Dorn reported that there was meeting of both the Board of Zoning Appeals and the Planning Board with the Town Board , Mr . Frank taguri was the speaker . G . Fire - No report . H . Cemetaries - Edward Slights reported that everything was in good shape for the winter . A tree did blow over but has been taken care of . OLD BUSINESS Report of Highway Superintendant - Mr . Chaffee reported that oiling projects have all been completed . The Miller road project is in process of being completed . Maple Avenue is just about finished . Mr , Chaffee also stated that he will be available to give the new Highway Superintendant assistance if he needs it . Report of Zoning Officer - A zoning report was mailed and given to the town board for reading . Planning Board Chairman - No report . Appeals Board Chairman - Moses Peter reported that there will be a hearing at the Danby Elementary School October 10 , 1972 . Also as Clifford DeMayo has resigned as a member of the Apeals Board a replacement will be needed . Mr . Peter recommended that r James Fowler be named to replace Clifford DeMayo as he has expressed an interest , The motion was made by Gerald Crance and seconded by Ralph Wilbur that the resignation of Clifford DeMayo be accepted . The motion was carried by a vote of five ayes and no noes . The motion was made by Justice Floyd Dorn that James Fowler be appointed to the Appeals Board to fill the unexpired term of Clifford DeMayo . His term will end June 30 , 19 73 . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . Danby Town Board Minutes - October 9 , 1972 - Page 5 I 1. Old Business continued : Town Hall - Tabled until the November meeting . West Danby Park - Tabled until the November meeting . NEW BUSINESS : An executive meeting of the town board was set for Monday October 16 , 1972 at 7 : 30 P . M . at the home of Supervisor A . Francis Wright . The purpose of the meeting is to finish preparing the budget . Justice Floyd Dorn made the motion that a public hearing on the budget .,be held Monday , November 13 , 1972 , at 7 : 30 P . M . at the Danby r'lementary School . Justice Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . Alfred A . Chaffee stated that the town employees would like the town to set up a retirement plan for them and also they would like a raise as of January 1 , 1973 . After a lengthy discussion of the town ' s insurance plan , Supervisor A . Francis Wright appointed Ralph Wilbur and Milton Todd to organize a meeting to discuss retirement plans for highway employees . James Fowler says that money is needed for signs to post the ✓ oads for snowmobile travel . He suggested the possibility of posting roads that could not be used by the snowmobiles rather than roads that were open to snowmobile traffic . Sk50 . dolts w ill be needed the first year . State aid will take care of half of this amount . Mr . Peter suggested that some one from the conservation department clarify the snowmobile law to the town board . After a discussion of some length the board said that some money has been budgeted for this purpose . James Fowler thought this satisfactory for this year . /. Supervisor A . Francis Wright said that the Town Board , Appeals } Board and the Planning Board met with Mr . Frank Liguori and ! had a very informative meeting . Mr . Liguori will help where he can . Possibly he can get legal aid from the Cornell Law School to give advise when needed . 4 Justice Floyd Dorn read the audit report . An audit was taken o f all the records of the town from January 1 , 1969 thru December 31 , 1971 . The report was filed September 11 , 1972 . Danby Town Board Minutes - October 9 , 1972 - Page 6 New Business continued : Councilman Ralph Wilbur reported that Donald Street no longer has a partner . He is carrying on his building projects in West Danby alone . His big problem seems to be getting water . Mr . Street would like to meet with the town board and is open to suggestions . The town board decided that he should discuss his 'problems with the water commissioners and come to some agreement with them before coming to the board . Councilman Gerald Crance made the motion that the December town board meeting he held in the West Danby Fire House . Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . General Warrant #10 in the amount of 1t150 . 50 was approved to be paid . The motion was made by Councilman Gerald Crance and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . The Highway Warrant #10 in the amount of $4 , 132 . 40 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . West Danby Water District Warrant # 9 in the amount of $ 53 . 77 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Councilman Gerald Crance and carried by a vote of five ayes and no noes . The motion to accept the supervisors report was made by Councilman Ralph Wilbur and seconded by Councilman Gerald Crance and carried by a vote of four ayes and no noes . The motion to adjourn the meeting was made at 10 : 40 by s Justice Milton Todd and seconded by Justice Floyd Dorn and k. carried by a vote of five ayes and no noes .
