Review of minutes ‐Patty’s suggestions ‐make sure we include that we finalized a letter to PEDC, passed unanimously ‐Change on page 2 (in blue ink) ‐APPROVED 3. Collegetown Neighborhood Council Meeting (CNC) ‐ Graham gave an overview of CNC. Item on agenda, presentation from the Attorney General’s (AG) office about landlord‐ tenant relations. Encourage RHAC members to attend. Meeting is 4:30 ‐ 5:30, at St Luke’s Church. AG representative also meets at CCE, says Larry. a. Graham wants a new co‐chair of CNC, as replacement 4. Exterior Property Maintenance Ordinance (EPMO) Recap ‐ a. Larry re‐wrote the letter, presented to Graham for meeting b. EPMO was tabled until September meeting, City Prosecutor Sarachan was not able to attend to answer questions c. No other public comment, except Larry d. Additional discussions of implementations of policy & ticketing ‐ one was to put into policy a delay period for same‐offense ticketing e. 2nd Wednesday in September, 6:00 (September 12th) ‐ Mitch will attend f. Patty discussed summons and ticket, thought could be simpler document/process, thought too many departments have hand in EPMO ticketing process, building department may be a better department to handle everything, Graham says also discussing notification process, EPMO Ticket Summary, would like Bob to fact check, concerned about the number of unresolved as well as just the vast number of tickets, Ayana agrees g. Patty moved (Ayana seconds) to ask Bob about the EPMO Ticket summary numbers, Patty/Mitch will write and send along to Bob* 5. Work‐plan ‐ include EPMO, web presence, rental forums, a. Rental forum ‐ landlords and tenants can talk about issues, learn more, could have speaker ‐ has had this in the past (25‐30 people at a last one) i. what should forum be? ‐ educational, resources, input on what’s lacking in rental opportunities, b. Ayana wondered if there is any “renter’s guide for Ithaca” ‐ Nikki compiles it i. Where to put a guidebook c. Motion to form ad hoc committee, Mitch, Patty seconds, report back by October, members invited by email, passed 6. Update city website language 7. Mitch talked about external participants, Mitch will write resolution for next time a. how to make clear what the roles are for these members in the actual meetings b. What is the purpose, what is directive (do we need these people’s expertise, have a fuller discussion?) c. Graham suggested putting public comment at the beginning of the meeting 8. Patty unfortunately has to resign, is leaving town 9. Adjourn, 6:25 p.m.
