Gloster Janice Haines Edward Neuhauser Applicants & Public in Attendance Linda & Clifton Fenner, Applicants; Town Supervisor Glenn Morey. The Regular Meeting of the Town of Groton Planning Board was called to order at 7:30 p.m. by Chairperson Barbara Clark. APPROVAL OF MINUTES — 19 FEBRUARY 2009 A motion was made by Member Theresa Donlick to approve the Minutes of the 19 February 2009 meeting of the Town of Groton Planning Board, as submitted. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chair Clark Nays: None Member Baxendell Member Donlick Absent: Member Carey Member Gloster Member Haines Member Neuhauser Motion carried. This becomes Action #9 of 2009. (Note: Member Monica Carey arrived after the above Minutes were approved.) OLD BUSINESS - None NEW BUSINESS Linda Fenner, Applicant/Reputed Owner - 8 Eden Drive - TM #s 19.-1-38.1 & 38.2 - Boundary Line Change Chair Clark recognized the applicant who explained that she had purchased the subject two parcels on Eden Drive, and she wished to combine them into one parcel. The parcels were shown on a portion of a tax map which accompanied the application. Combining them would make one parcel of approximately one acre in size (.9± A.). CEO Coats advised that his office had received complaints about the condition of the property before Mrs. Fenner purchased it; however, she has since considerably improved the appearance of the lots. Chair Clark acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." The motion was seconded by Member Janice Haines, with the vote recorded as follows: Ayes: Chair Clark Nays: None Member Baxendell Member Carey Member Donlick Member Gloster Member Haines Member Neuhauser Motion carried. This becomes Action #10 of 2009. Clifton Fenner, Applicant/Reputed Owner - 85 Ogden Road - TM #s 28.4-34.301 & 31.211 - Boundary Line Change Chair Clark recognized the applicant who explained to the Board that he owned the subject parcels and would like to combine them into one parcel; there was a mobile home on one lot. The two lots were adjacent each other, as shown on a copy of the tax map accompanying the application. Chair Clark acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." With no further comments or questions, a motion was made by Member Carey to approve the Boundary Line Change, as requested. The motion was seconded by Member Mary Gloster, with the vote recorded as follows: Ayes: Chair Clark Nays: None Member Baxendell Member Carey Member Donlick Member Gloster Member Haines Member Neuhauser Motion carried. This becomes Action #11 of 2009. OTHER MATTERS • Town Supervisor Glenn Morey advised the Board that there will be a Public Hearing on June 9th at 7:45 PM on the proposed Code regulations. • CEO Coats stated that there should be a meeting in June, as there are a couple of applications that he expects to receive. • Deputy Town Clerk Debbie Lane, who very ably assists CEO Coats, is ill and working from her home. CEO Coats stated that there was an intern who will be coming in to help in the meantime. The motion was seconded by Member Gloster, with all members present voting in favor. Joan E.
