IURA Neighborhood Investment Committee
April 8,2016
I.Call to Order
Chair Tracy Farrell called the meeting to order at 8:33.Present were T.Farrell;vice chair,Karl
Graham;Teresa Halpert,Paulette Manos,and Lynn Truame (staff).
II.Public comment
None.
III.Review of Minutes –March 2016
Moved by T.Halpert,seconded by K.Graham.Unanimously approved as written.
IV.New Business
1.Recommendations for 2016 Entitlement Grant funding
The committee discussed the allocation of funds in the 2016 grant round and prepared a
recommendation for consideration by the full IURA on April 28.During the discussion,K.
Graham disclosed that his employer,AFCU,provides services to the HETP program for a fee.
2.2014 Action Plan substantial amendment,Project #1,“Community Housing Trust New
Construction”–resolution
Moved by P.Manos,seconded by T.Halpert:
Recommendation to Substantially Amend 2014 Action Plan
Whereas,2014 Entitlement Grant Project #1 –Community Housing Trust New Construction,
to be undertaken by Ithaca Neighborhood Housing Services (INHS),received an allocation of
funding in the amount of $273,869 in the 2014 Action Plan,and
Whereas,the proposal involved the construction of four,for sale,income restricted
residential units to be located at 402 S.Cayuga Street,and
Whereas,on December 3,2015,INHS advised the IURA that despite their best efforts,they
would be unable to construct the proposed project due to high construction costs resulting in
financial infeasibility and were therefore withdrawing their request for the funds,and

Whereas,the Neighborhood Investment Committee of the IURA discussed this issue at their
December 11,2015 and April 8,2016 meetings and recommends the following action,now
therefore be it
Resolved,that the IURA hereby recommends that the City of Ithaca Substantially Amend the
2014 Action Plan,withdrawing the commitment of 2014 Entitlement Grant funds to Project #1
–Community Housing Trust New Construction,and returning those funds to the pool for
reallocation to an eligible project in the 2016 Action Plan.
Carried unanimously.
