IURA/CDA
MEETING HELD January 15, 1979

In the absence of the Mayor, Mr. Dennis called the meeting
to order at 4 :15 P.M.
I . The Minutes of the December 12 and 18 meetings were
introduced. Mr. Stein MOVED to approve the minutes. Ms.
Jones seconded. Motion carried.
II . ADMINISTRATION
A. Check Signatures - Ms. Williams presented a corpor-
ate resolution for approval . The bank account had been
confused with another City bank account. This will clarify
the accounts. The new name is "Community Development Funds
IL for the City of Ithaca. " Ms. Jones MOVED to approve the
resolution. Mr. Stein seconded. Motion carried.
B. Audit Report - Ms. Williams introduced Ken Walker
of Sciarabba Walker & Co . , the accounting firm doing the
audit . Mr. Walker presented two audit reports : Report on
Examination of Financial Statements and Letter of Recommenda-
tions. These reports cover the Community Development Entitle-
ment period for the first two years : January 1 , 1975 to
May 31 , 1977 .
There was some discussion concerning the Letter
of Recommendations Report , since it included problems with
accounting for CD funds . The Community Development staff
will respond to this report concerning the current (as of
June 1 , 1978) operating and accounting procedures.
Mr. Stein questioned if the IURA/CDA was responsible'
for the accounting system prior to June 1 , 1978. Ms. Jones
responded that the responsibility had been delegated to
the City Finance Department .
Ms. Jones MOVED that these two reports be received
by the Agency and that Scirabba Walker & Co . forward them
to HUD. Further, the agency directs the Community Develop-
( ment staff and the Finance Department to respond to the
management comments in the reports , to be brought back to
the agency. Mr. Reed SECONDED. Motion CARRIED.
