Troman, William Fowler, Paul O'Leary, Mayor Edward Conley, Gerald Sehickel Also: Superintendent of Pub/±c Works, Robert O. Dingman Mayor Conley opened the meeting at 2 p.m. He announced that this meeting had been called to discuss the use of the remaining funds of the Stewart Park Trust Fund. Superintendent Dingman presented preliminary plans for the Improvement of the water fowl refuge area. He explained that this plan had been devel- oped early in 1975 and had been sent to the Cortland Regional Headquarters of the 3WS Department of Environmental Conservation for comment and for sanction by that department of construction and operation. Mr. Dingman indicated that other them an indication in May of 1975 that the plan had been sent to the Pathology Depzrtment, there had been no word from the Environmental Conservation Departreut. Mr. Dingman also indicated that he was surprised at the lack of public clalcor to have the water fowl refuge reopened, and that he took this as au inication that there was little support for continuation of the later fowl refuge. All of the Commissioners present expressed the feeling that there Indeed was public demand for the refuge, and that they wished to see it continued. They were concerned that it had taken so long to get the project approval. Mr. O'Leary MOVED that the plans praaanted by Superintendent Dingman for the improvement of the water fora refuge at Stewart Park be approved and recommended to the Trustees f the Estate of Senator Stewart for funding to the extent of i'unds remaining in the tz:state (etztimatsd to be appromimately $20,000). This motion as seconded by Cammissionaz Fowler and Cu RRIEP unanimously. Green Street Ithaca, New York 14850 Dear Ed: In reply to your letter of October 28, 1975, the Trust Com- pany has designated Mrs. Maralyn Fleming, a member of the Board of Directors, to fill the vacancy on the Stewart Park Commission caused by Allan Treman's death. The other three representatives of the Trust Company are Roland G. Fowler and Paul M. O'Leary, former Directors and now advisory mem- bers of the Board, and myself. Since the chairmanship of the Stewart Park Commission is vacant by reason of Allan's death, I would suggest that you, as the City's Chief Executive Officer, convene a meeting of the Stewart Park Commission at your convenience. I believe that all of the Trust Company members will be available during the month of November. At that meeting we could discuss the proposed site location for the sculpture being donated to the city by Miss Vallida. I would expect that Superintendent Dingman would report on any matters referred to him at the last meeting of the Commission. The Board of Directors of the Trust Company feels strongly that the balance of the Stewart Park Trust Fund should be expended for the permanent improvement of Stewart Park within the next year. I think the City should analyze the future needs of the Park and make recommendations with estimated costs for permanent improvements to the Park. The value of the fund, including principal and accumulated in- come, is approximately $20,000.00 at the present time. Treman, Jr. . 876 Highland Road Ithaca, New York 14850 Dear Mr. Treman: The Board of Public Works at their October 8th meeting asked that I write to you asking for a recommendation to fill the present vacancy on the Stewart Park Commission. Please send your recommendation to them at your earliest convenience. A sculpture is being donated to the City by Marya Vallida, a former graduate student instructor at Cornell in sculpture and presently an instructor at Windham and Marlboro Colleges in Vermont , The Planning Board recommended to the Board of Public Works that the sculpture be located along the lake near the eastern edge of Stewart Park. As Chairman of the Board of Public Works , I am requesting that the Stewart Park Commission review the proposed location and make a recommendation to the Board of Public Works . For further details concerning the exact site location, please contact Judy Benedict in the Department of Planning and Development , 272- 1713 .
