Present : Supervisor A . Francis Wright Councilman Gerald Crance Councilman Ralph Wilbur Justice Floyd Dorn Justice Milton Todd The meeting was called to order by A. Francis Wright , town . supervisor .' The purpose of the meeting was to discuss the pros and cons of various applicants for the job of Assistant Highway Superintendent , Three applications were discussed specifically ; It was voted unanimously to appoint Joseph Hulbert of 98 Station Road , R . D . #1 ,' Spencer , New York , as Assistant to the Highway Superintendent ; effective immediately . He will be paid at an hourly rate. The meeting was adjourned at 7 : 50 P . M . M . • Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Gerald Crance Justice Floyd Dorn Justice Milton Todd Also present : Highway Superintendent , Dick Chaffee , Clifford Hill , Gordon Roberts , Wendell Bryce , Edward Slights , Ed Kelly , Frank Chaffee and son , and Joseph Hulbert . The minutes of the regular meeting of July 12 , 1972 , were mailed - tb - 1board members for reading and correction . The minutes were approved as corrected . COMMUNICATIONS : 1 . Minutes of the Danby Town Planning Board meeting of May 17 , 1972 . 2 . A letter from the Tompkins County Comprehensive Health Planning Council concerning hearings on plans for a modernized hospital for Tompkins n County . 3 . A letter from the Tompkins County Department of Health in reference to the Sanitary Code of the State of New York , Part 20 . • ° 4 . A letter from the State Board of Equalization and Assessment concernig billing of taxes for state owned lands subject to taxation . 5 . A letter from the New York State Electric & Gas • Corporation enclosing a list of people to be called in case of an emergency' involving the natural gas service in the Town of Danby . 6 . A letter from the town attorney , Richard Thaler , in reference to his voucher for services in the West Danby Water District and the reorganization meeting of July 10 , 1972 . Makie thanking the board for its contribution to the scholarship fund set up in Don Makiets memory . 8 . A letter from the Tompkins County Personnel Department concerning the appointment of police patrolmen with specific emphasis on age limitations . 9 . . A letter from the New York State Electric and Gas Corporation giving the new regulations for providing electric service to certain residential developments and multiple occupancy buildings . PRIVILEGE OF THE FLOOR : Clifford Hill gave a report of the progress of the Hillview Terrace Trailer Park that he and his brother are in the process of building on South Danby Road. To date all the sewer connections , ' water connections and underground gas connections have been completed on all 26 lots . This completes the first stage of the program. Electricity and top soil are now being brought in . This project should be completed by the fall of 1973 . COMMITTEE REPORTS : A . Highway Report - Supervisor A. Francis Wright said that after several meetings of the board and much thought and discussion the board recommends the appointment of Joseph. Hulbert as the temporary assistant to the Highway Superintendent.' The Highway Superintendent peported that he has employed workers from the flood area . They are paid $2 . 00 per hour and work a 35 hour week . As the federal government pays the wages of these men there is no cost to the town. These extra workers do not replace people already employed by the town . There was some discussion of employing workers who are on welfare . Mr . Chaffee reported that the town roads have been all cleaned up now except for Maple Avenue which they are working on now . Also he said the town needs to get its Donovan Projects for 1973 in by the first of September . The Town Board set up a meeting date of Monday , August 21 ;! at 7 : 30 P . M . at the Highway Barns to go over the 1973 Donovan Projects . w „ The motion was made by Supervisor A . Francis Wright that the / -` board authorize the Highway Superintendent to apply for a C4 radio license . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . West Danby Water District - Councilman Gerald Crance has heard nothing about the contracts for work an the water tank as yet so will make his report next month . C. Insurance - Supervisor A . Francis Wright asked that Justice Milton Todd take over the chairmanship of the Insurance Committee. He also said that the bonds have been applied for at Ithaca Agency. Bill Scott will be in touch with Ed Slights concerning the break in at the Town Hall . D. Refuse Collection and Disposal - Councilman Gerald Crance reported that everything is going well. The roads are patrolled and offenders have been arrested . . E ; Youth - Supervisor A . Francis Wright reported that the swimming program at the Danby Pond seems to be going well. For a period of time it was the only swimming area open to the public and a problem of overcrowding had to be contended with Supervisor A . . Francis Wright appointed Justice Milton Todd to chair the Youth Committee . F .` Zoning and Planning - The motion was made by Justice Floyd Dorn that Paul Smith be appointed as s4a member of the Tompkins County Planning Board . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes. G . Fire - The sale of the old fire house was discussed . H. Cemetaries - Ed Slights reported that he is kept busy mowing the cemetaries and some of the head stones are still tipped over . OLD BUSINESS : - A . Highway Superintendent - It was reported that Clyde Carrier wants something done about the drainage problem he has on Miller Road. If nothing is done soon he will contact his attorney . ti B. Zoning Officers Report - There was some discussion of building permits for a planned development . It was decided that no permit is needed where a variance has been granted . HIV Danby Town Board Meeting Minutes - August 14 , 1972 - Page 4 Old Business continued : The WTKO site is completed. The final assessed valuation of the towers is $42 ,0590'.' 00 . Gordon Roberts has talked with Mr . Koff concerning his junk yard at great length . They came to no definite conclusions but Mr . Koff is willing to listen to the recommendations of the Town Board rather than going out of business'. Mr . Roberts is trying to settle one case at a time and see if the junk yard problem can be resolved in this manner . The trailer behind the Webber residence on Danby Road was discussed . Mr . Roberts explained to the town board that the trailer is there legally and the occupants have a feww more months to get there house • up and enclosed ; The fire company is looking for old buildings to burn for practice' . They have some in mind but will have to have the permission of the owners in writing before they can do this`.' C . Report of Planning Board Chairman - They are short one member . As yet the town board has not received a recommendation for this appointment . Clifford Hill offered to serve as a planning board member' . Justice Floyd Dorn made the motion that Clifford Hill be appointed to the planning board to serve a seven year term beginning immediately and ending June 30 , 1979 . Councilman Ralph Wilbur seconded the motion which was carried by a vote of five ayes and no noes . D . Report of Appeals Board - There has been no action and no report was submitted . A Mr . John Wilkinson of Lieb Road has made it known that he would be willing to serve as a member of the Appeals Board . Councilman Ralph Wilbur made the motion that Mr .. Wilkinson be appointed to the appeals board for a term of five years beginning immediately and ending June 30 , ' 1977 . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . Supervisor A . Francis Wright suggested a meeting of both the Appeals Board Members and the Planning Board Members . The zoning officer should also attend this meeting . Mr . Roberts will call Frank Liguori and have him talk to the two boards about their jobs and what the jobs entail.. Supervisor A . Francis Wright asked that Justice Floyd Dorn , Councilman Ralph Wilbur and Gordon Roberts set up this j meeting . f • 1 1 Danby Town Board Meeting Minutes - August 14 , 1972 - Page 5 Old Business continued : E . There was some talk of flood relief and the creek in West Denby : People in the area thought more should be done . Highway Superintendent ,' Dick Chaffee advised the board that the highway department had to follow the recommenda- tions of the Federal Engineers and legally everything was done - as far as they could go . F . Supervisor A . Francis Wright said that the adding machine that the town clerk needs could not be purchased at Smith Corona at a discount . This is also true of NCR . Councilman Ralph Wilbur made the motion that the clerk be authorized to advertise for bids on a adding machine for her use . The motion was seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes. NEW BUSINESS : West Danby Park - Supervisor A . Francis Wright received . -.a phone. callfrom Mr . Labarge . He says that there are funds available for a recreational park . They are available for planning , acquisition and engineering . Recreation State of New York will pay up to 6% . Also since Tompkins County is in the Appalachian region we might qualify for another 30% . Some monies are also available , according to Mr . Labarge , for sewer systems . In order to have a sewer system we must have water . Further he has been sitting with this board in the past . He says that he will send Supervisor Wright a full report of his findings . Supervisor A . Francis Wright recommended that the budget be modified to pay for the gravel spreader purchased in July by taking $2 , 345 . 00 from item 5 and transferring it to item 3 . RESOLUTION #6 MODIFY BUDGET BY $2 , 345 . 00 TO PAY FOR THE GRAVEL SPREADER BY TRANSFERRING THIS AMOUNT FROM ITEM 5 TO ITEM 3 Moved by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn . It was turned over to the youth of Danby . To date the youth have not been using it in fact the building is not used : It is in very poor repair . It needs insulation , a new roof , new plumbing and new windows . A committee was set up by Supervisor Wright to investigate and bring back to the town board meeting next month , a contractors estimate of the cost for repairs and ideas of how to approach the public to get their feelings on repairing the Town Hall . General Fund Warrant # 8 in the amount of 086 . 80 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Councilman Gerald Crance and carried by a vote of five ayes and no noes . The Highway Warrant #8 in the amount of $5 , 726 . 56 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . The west Danby Water District Warrant #8 in the amount of 8106 . 68 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . The motion to accept the supervisors report was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . The motion to adjourn the meeting was made at 10 : 20 by Councilman Gerald Crance and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes .
