Non-Voting Committee Member: Benjamin Nichols,Mayor. Staff H. Matthys Van Cort,Director of Planning and Development; Charles Guttman, City Attorney;Rick Eckstrom,Building Commissioner. Others: Jane Marcham;press. • Chairperson's Report. Schroeder said that the third agenda item--a review of student intern C. Forth's proposed revisions to the R-2c zoning district regulations--would be dropped from the agenda,since only three Committee members were in attendance. L Agreement with Mutual Housing Association. After several different alternatives for increasing the City's subsidy to the Northside mutual housing project were discussed,Schroeder recommended that the phase two property be transferred to the Ithaca Urban Renewal Agency so that this agency could choose an appropriate method for such subsidy. Guttman said that the Council could reduce the interest rate,but if the price were to be reduced it would have to be reduced by the IURA. Guttman was directed to prepare a resolution transferring the second phase land to the IURA for subsequent transfer to the Mutual Housing Association. IL Proposed Revision of Section 325-20,"Off-Street Parking." The Committee then went over the proposed revision of Section 325-20 entitled "Off-Street Parking"(draft dated August 21, 1995). Schroeder said one of the goals of the revision was to regulate back-yard and side-yard parking,which is now largely unregulated. The revision is also a complete rewriting and updating of Section 325-20,to improve its organization and enforceability. The Committee suggested numerous small changes to the current draft,with some issues to be resolved by Eckstrom and engineering staff.
