MINUTES
Special Meeting
March 19, 1995
Present: David Kay, Chair;Susan Blumenthal;Anne Clavel(arrived at 3:00); Carolyn

Sieverding. Scott Chatfield, attorney for Planning Board;other interested parties.
1. Chatfield informed the Board that they should make every possible effort to produce the
required FEIS within 45 days after the completion of the public hearing on March 1.
Staff was directed to send the preliminary Clough Harbour report to Sear Brown.
Sieverding explained the roles of Sear Brown and Clough Harbour in the approval
process. Clough Harbour is to review the public hearing record and written comments
and from these prepare a list of significant comments requiring further analysis. The
Planning Board will then review the list which will then be submitted to Sear Brown. Sear
Brown will provide supplementary technical materials for use by Clough Harbour and the
Planning Board in preparing the FEIS. Clough Harbour will then prepare a draft FEIS.
Staff was directed to send copies of all written comments and hearing transcripts to
Clough Harbour and Sear Brown. David Kay asked that he be given a copy of the
transmittal letter.
Sieverding was directed to prepare a schedule of the remainder of the environmental
review and site plan review process.
The Board asked that in addition to the full copy of written comments they would like to
receive a separate set of the lengthy comments submitted,particularly those from the
County Environmental Management Council, City Traffic Engineer and George Frantz.
The Board asked that Chatfield prepare a written opinion stating whether the BZA action
is controlling with respect to zoning.
The Board asked that staff draft a letter to the Army Corps of Engineers asking them for
an opinion or ruling regarding flooding and the impact of the proposed development. The
Board also asked that a representative of the Army Corps of Engineers be invited to
address the Board regarding this proposal.
A lengthy discussion followed regarding the draft comments on the DEIS prepared by
John Schroeder. At the conclusion of the meeting, Schroeder agreed to prepare an
amended draft for final consideration by the Board at its March 21 meeting.
