Bredbenner Mr. Merrill Shipherd Mr. Edward Pierce Mrs . Gertrude Grover Mr. J. P. Porter Reverend Frank Sperdu ,o Mrs . Robert Smock Mr. Judson W. Hill In the absence of Chairman Osborn the meeting was called to order by Mr. Woodside. Mrs . Freeman moved the minutes of the last meeting be approved as distributed. Mr. Porter seconded. Carried. Mr. Hill reported that the Small Fry Football playing season has been completed. Mr. Pierce said it was a very successful year. He stated that Harry Sutherland should get special commendation for his fine job of coaching the Mosquito and Minnow teams . He said the only injuries were of a minor nature. Club banquets for the players will wind up the year. Teen Center - The Director said he' had forwarded a letter to the City Fire Commissioners concerning the- 3rd floor of the Central' Fire- house . In this letter he requested the 'Commissioners to consider granting the use of this area for a Teen Center providing another outside entrance connecting directly with the 3rd floor could be arranged. He listed the probable hours of operation and mentioned that a paid supervisor would be placed in charge of the Center' s operation. The Fire Commissioners are interested in moeting with members of the Board of Public ;Works and the Youth Bureau Advisory Council before giving final approval to this projected operation. Permanent Program Research Committee - Chairman Osborn has asked Mrs. Freeman to accept the chairmanship of this standing committee of the Youth Bureau Advisory Council. Considerable discussion ensued concerning the make up and operation of this Committee. It will offer an excellent opportunity to acquaint outsiders with the Youth Bureau and its operations . Each outsider requested to serve on this Committee would be considered a temporary member and would ordinarily be concerned with only one of the projects under consideration by the Committee. Mrs. Freeman will ask several Advisory Council members to serve on the Committee as regular members. These regular Committee Members would be concerned with all of the programs under consideration by the Committee. Mr. Hill suggested investigation of the pros and cons of adding art instruction or dramatic instruction to the Summer Day Camp Program. Mr. Hill stated that a Mr. William Montgomery, representing the Boys' Club of America, is in Ithaca for 3 days to survey the possibili- ties of establishing a Boys ' Club here, Mr. Montgomery talked with Judge Stagg who sent him to see the Director. Mr. Montgomery also has an appointment-to see Mr. Woodside; Both Judge Stagg and Mr. Hill suggested to Mr. Montgomery that he appear before the Youth Bureau Advisory Council to discuss this matter. Mr. Montgomery stated that he wanted to talk with businessmen rather than to professionals in the field. He explained the operation of a Boys' Club. Mr. Hill mentioned to Mr. Montgomery the 3 neighborhood houses, YMCA, Boy Scouts, and Youth Bureau programs already operating in this area of •� 7 • • .. . •• • • • • ' • -2- youth work. Mr. Woodside said that he would refer Mr. Montgomery to Mrs . Freeman when he calls on him. It was agreed that the Youth ' Bureau should take some steps to retain control over this situation. The proposed 1956 budget was presented by the Director. A request of 18500.00 will be made from the City. Ths "200 .00 increase over last year represents salary increments . The State Youth Commission will be asked to allocate 113650.00. The Board of Educa- tion will allocate $1950.00. Co-sponsors and donations will con- tribute approximately 010850.00. Mr. Pierce moved that the proposed budget be accepted and for, warded. to the Common Council for its approval. Seconded by Mr. Porter, Carried. Mr. Porter or Mr. Gibson will present the budget to the Finance Committee of the Common Council. Following the meeting Council Members were taken on a short tour of the proposed location of the new Teen Center on the 3rd floor of Central Firehouse.
