The meeting was called to order by Chairman Woodside at 4:10 P.M.
The minutes of the previous meeting were approved.
Reverend Prank Sperduto, representative from the Ithaca Ministerial
Association, was introduced and took his place on the Council.
The Director presented his monthly report in mimeographed form.
Chairman Woodside said that he had appointed Mr. Gaurnier and himself
as a committee to meet with the Director and Mr. Laverty (Superintend-
ent of the Department of Public Works ) concerning the Bergholtz Tract
Safety Problem discussed at the previous monthly meeting.
The Children1s Matinee Program was discussed and it was noted that
the advanced ticket sale has not been as good as it was last year
The Director gave a brief description of the work of the Committee on
Youth Problems and mentioned an article which would appear in the
evening paper.
The Director reported on a meeting of the Executive Committee with
Gerald Gordon concerning the Ithaca Youth Theater. The meeting was
held November 2 at 2:00 P.M. in the County Courthouse. The subJecf
of this meeting was the status of the former Ithaca Youth Theater
and the disposition of a bank account created by this group with a
view to bringing these affairs to a close in a manner satisfactory
to all concerned.
Mr. Gaurnier moved that the Director take whatever action is necessary
to place the funds of the former Ithaca Youth Theater in a city trust
account in the name of the City of Ithaca Youth Bureau, The motion +
was seconded by Mrs. Osborn. Carried.
Mr. Hill suggested that the Council should not try to rewrite the
Youth Bureau By-Laws at this time. He proposed that the words "and
the Chief of Police of the City of Ithaca" be added to the list of
the regular members of the Advisory Council.
Mr. Flynn made the motion that the Chief of Police be added to tho
section indicated in the by-laws of the Council. Mr. Bredbenner
• seconded the motion. Carried.
The Director recommended the informal adoption of a notification
procedure which would help to expedite the monthly meetings of the
Council. He suggested that any member wishing to bring a matter of

business before the Council at a regular meeting should let him know
ahead of time: Their name would be placed on the agenda for intro-
duction or items they wish to bring to the attention of the Council.
Chairman Woodside stated that this would not preclude the introduction
of pertinent questions or business by Council members at any time
during the meeting. This is merely to enable the Council to transact
its business as efficiently as possible at its meetings.
The Director discussed the proposed budget for 1955 and mentioned
that he had gone over it with Mr. Daniels and Mr. Sebring of the
State Youth Commission. Last years budget appropiations totaled
$33,950 of which approximately-$31,b08s 0 will be spent as of December
31, 19$4. 'The Director proposed a budget for 1955 of $35,500 of
which 7800 would be requested from the City of Ithaca, $14,000 from
the State Youth Commission as reimbursement and $10,000 provided by
other sponsors of Youth Bureau projects. Tho balance will come from
the sale of tickets and donations. The aid requested from the City
represents a decrease of $100 from last years budget. The Director
then went over the proposed budget item by item.
Dr. Gragg moved that the proposed budget be adopted by the Advisory
Council and be submitted to the City and the State Youth Commission
for approval. The motion was seconded by Professor Porter. Carried.
The meeting was adjourned at 5:10 P.M.

Halloween Parade On October 30 the Junior Chamber of Commerce
• sponsored a costume parade, entertainment, prizes,
and refreshments with 1200 children and 15, 000
spectators in attendance. The Youth Bureau
supplied mimeographing, armbands, the Red Wagon,
and one judge .
