dalinquents and youth programs in the City._ The Judges of the Chil-
drens' Court ana the City Court attended the first meeting and will
be available whenever needed. This group- plans to meet every other
Wednesday beginning November 3, at Childrens ' Court, in the County
Court House . At present .a name for this group has not been decided
upon.
The Director reported on the proposed Work Program which would be the
first of this kind in New York State worein the Council outlined
above would act as a screening board to determine which boys and girls
might be given an opportunity' to engage in part time work. This Work
Program will be based upon a 50% reimbursement from the State and the
other 50% to come from the employers. Children in this program are
not to know that their job has been arranged before hand.
In view of the willingness of the Chief of Police to cooperate
with this new Council,. add at the suggestion of Mr. Lincoln Daniels
of the New York State Youth Commission, the Youth Bureau Advisory
Council Executive Committee has unanimously recommended making the
Police Chief a member of the Youth Bureau Advisory Council. Mr. Hill
said that such a move required an amendment to Section 3 of the Youth
Bureau Advisory Council By-Laws and an amendment to the By-Laws must
be presented at a previous meeting before it may be voted upon. The
Advisory Council members present were obviously in favor of this
amendment which will be presented for action at the next monthly
meeting.
Some discussion took place regarding the status of the Youth and
Recreation Relations Committee of the Common Council as members of
the Youth Bureau- Advisory Council. It was generally agreed that this
problem should be further clarified sometime in the near future.
The Director emphasized that information regarding the formation
of this Council, the Work Program and the appointment of the Police
Chief, is to be treated by the Advisory Council members as confiden-
tial information and should not be made public at this time.
Mr. Hill passed out a mimeographed Statement of Policy regarding
purchasing, publicity, bank accounts, billing and financial reports
to be adopted when Youth Bureau projects are sponsored by cooperating
organizations.
Mr. Pierce moved this Statement of Policy be adopted. The motion was
seconded by Judge Stagg. Carried.
The Director presented budget amendments calling for transfer of $550
of funds that will not be used during the balance of this year which
should be re-allocated to other accounts where there is a need for
additional funds.
A motion to transfer the funds as -requested by the Director was made
by Judge Stagg and seconded by Mr. Flynn. Carried.

Professor Porter read excerpts from a letter from Reed Snyder regard-
ing safety conditions and parking problems at Bergholtz Tract.
Miss Reeves made a motion that Chairman Woodside appoint two members
of the Youth Bureau Advisory Council; together with the Director, to
discuss this matter with Mr. Laverty, Superintendent of the Depart-
ment of Public Works. _ The motion was seconded by Mr. Bredbenner.
Carried.
The meeting was adjourned at S:20 P.M.

A STATEMENT OF POLICY
•
On October 28, 1954 at a regular monthly meeting, the City of
Ithaca Youth Bureau Advisory Council adopted the following policy--
City of Ithaca Youth Bureau projects sponsored by - organi-
zations will be set up to conform with the following provisions :
1. All purchases must be approved in advance by the
Youth Bureau Director and must be made with City
of Ithaca Purchase. Order forms provided by the
Youth Bureau Office.
2. All publicity must be cleared in advance through
the Youth Bureau Director.

3. Bank accounts, or other funds, of projects
which do not involve City funds must be es-
tablished 'with the Youth Bureau Director as
co-signer.
4. Sponsoring organizations will be billed quar-
terly by the City Clerk for their share in
their project's cost.
5. Each organization sponsoring a Youth Bureau
project will receive from the Youth Bureau
an annual financial report covering the
past year's operation of its project.
