Porter Mr. Edward Pierce Guests : Miss Adeline Kirchgraber Miss Anne McLaughlin Mrs. Helene Wickstrom Reading of minutes of the previous meeting was dispensed with since a copy has been mailed to each member of the Advisory Council. Mrs. Helene Wickstrom appeared before the Council to request sponsor- ship for the Junior Federated Music Clubs of Ithaca, New York. She explained that the clubs are formed in the schools to include children from the fifth grade through high school. These clubs foster interest in vocal and instrumental music . The Junior Music Clubs request that they be included in our budget to cover the cost of six concerts and a festival. They will not charge admission but will take up collec- tions and the money received and any other income will be used to establish a music scholarship fund for children in the community. Misses Adeline Kirchgraber and Anne McLaughlin appeared before the Advisory Council to request sponsorship of the Youth Festival Play- house of Ithaca, New York. This group is made up largely of young people of high school age and up. They have successfully staged one operetta this past summer and would lj.ke to be included in the Youth Bureau budget in order to continue as a year around group staging approximately two productions a year. They will work in work shops in conjunction with the local school program and will not charge admis. sion to their performances . This is to be an educational and recrea- tional outlet for young people interested in this type of activity. After some discussion it was generally agreed that those projects fall in a category in which the Youth Bureau ought to expand its activities. Judge Stagg moved that the Youth Bureau accept these groups as projects • and find a sponsor for them. Mr. Pierce seconded the motion. Carried. Letters were read from Mr. Ed Sebring and Mr. Reed Snyder. Mr. Sebring thanked the Council for the golf bag.that was given to him as a 'pre- sent when he resigned as the Youth Bure#uts first director. Mr. Snyder thanked the Youth Bureau for the experience and satisfaction which he had received during his period as acting director. The Director presented his report covering the summer program in a mimeographed form which was distributed to -each Council member. He talked briefly about Small Fry Football which is under way with the first game beginning on Sunday, October 3. He called attention to the fact that Mr. Edward Pierce has %een able to obtain an increase in the Stall Fry Football i-nsuranco benefits from $250 to X1000 per boy without increasing the cost which remains at $4 per player. He mentioned the Childrens Matinee Series and said that it too is start- ' ing to move and the first concert comes on November 20. Minutes of Youth Bureau Advisory Council Meeting, September 23, 1954 It was announced that a new Civil Service examination for the Director of the Youth Bureau will be given on November 13. Chairman Woodside announced that he will designate a now executive committee since none was appointed this year. The Director informed the Council that there was a balance of approxi- mately X200 left in the Bergholtz Account after installation of addi- tional shelves in the field house and painting the bleachers, back- stops, and player benches , He said that he had consulted with Mr. Laverty, superintendent of the Department of Public Works, who sug- gested that it might be advisable to build another portable backstop. The Director recommended that the Council authorize the purchase of such a backstop from the city in view of the fact that we had five ball diamonds in operation on the field this year with only three back- stops available . Mr. Lockwood moved that the Director be authorized to purchase such a backstop. The motion was seconded by Dr. Gragg. Carried. The Council discussed briefly the matter of funds in an account in the First National Bank of Ithaca under the name of the Ithaca Youth The- ater, Jerry Gordon is listed as the president of this group which has not been in active operation for the past several years . It was agreed that the Director, the Chairman, and Judge Stagg, together with Mr. Sebring, should look into this problem. The Director explained that one of his first activities had been th t of getting together with the other voluntary youth agencies in the city to discuss their policies, programs, and needs with the intent on of helping to coordinate and supplement these programs . He raceme ded the establishment of an arts and crafts program during the winter months "and a continuation of the dance music programs throughout th winter. He explained the needs of these particular agencies with regards to arts and crafts . personnel, and mentioned the willingness of the local Musicians Union to cooperate in supplying at least half of the music needed by these agencies, including the Youth Bureau, from their MPT fund. After brief discussion Dr. Gragg made the motion that the director proceed to set up this music program and arrange for the necessary transfer of funds within the budget classifications for presentation to the Common Council, and the executive committee be impowered to pass upon this matter prior to the next monthly meeting. The motion was seconded by Miss Reeves . Carried. A discussion followed concerning the establishment of the arts and crafts program as outlined by the Director. It was suggested" that in view of the number of new ideas brought out in the discussion, the Director should look into this matter further and prepare the neces- sary budget and program information and present it for the Councils ! approval at the next monthly meeting. Mrs . Freeman moved that Mr. Hill explore this program further and be prepared to submit it for approval at the next monthly meeting. Seconded by Mr. Bredbenner. Carried. • • Minutes of Youth Bureau Advisory Council Meeting, September 23, 1954 Mr. Hill remarked that both programs involved budgetary changes and should be presented .to the Common Council in one amendment to •the Youth Bureau budget. In view of this fact, he said he would prepare them both for approval at the regular monthly meeting in October - rather than seeking approval of the Executive Committee for th = music program as a separate item. Miss Marilyn Cameron was introduced to the group as the new secretary in the Youth Bureau office. At 5:30 P.N. Mr. E. E. Bredbenner made the motion that the meeting be adjourned.
