Present were: Chairman Powers, Commissioner Gibbs, Secretary Pfaff, and Fire Chief Weaver. Minutes of the meeting of 11/12/74 were approved with the following correction: Terry Van Orman should have read Bernard Van Orman. Fire Chief Weaver appeared to qualify his letter to the Commission of 9/20/74 regarding qualifications for taking examinations. Since the Firefighters Association has not responded to Mr. Powers directive of 11/12/74, no ruling could be changed or interpreted at this time. The Secretary was instructed to schedule a Public Hearing in December to set forth the Rules for Lay-Offs in Competitive Class Positions as proposed by the /0� State Department of Civil Service. The following positions were approved for reclassification: • doe /Senior Clerk in the City Clerk's Office `` I i...////Senior / Senior Clerk in the WiliarnfhfieOffice of Finance 441.,Senior Account Clerk in the City Chamberlain's Office The Secretary was instructed 'td send a memorandum to the Common Council through Controller Daley pointing the, erro in procedure followed in approving two positions at their 11/4/74 meetingTwhich the Commission had not received prior job reclassification questionnairres. An acknowledgement of the memorandum is requested. Mr. Dingman reports that orders have been placed for the Civil Service signs requested and that the work load is such that these will be forthcoming at a later date. An acknowledgement sheet routed to Department Heads to show receipt of the Supervisors Handbook for Equal Employment Opportunity has not yet been returned to the Secretary. Attorney Shapiro's ruling on the maximum for 1974 salaries was read and dis- cussed. Mr. Powers is to check with Mr. Shapiro on interpretation. A maximum above the norm for a Junior Engineer was approved pending this discussion with extreme implications for 1975. The submission of our Rules Changes to the State Commission are being held up due to a semantic problem with Rule X, Section 1 . The suggestion that Commission urge the establishment and maintenance of an employee-management relations periodic oracle with staff members of employee- management departments was implemented as the Secretary attended her first internship week in Albany and presented this as a problem to be solved during the internship weeks ahead. She will be assigned to the Personnel Section of the State Civil Service Commission for her agency assignment week in December. Provisional appointments were approved for: Joyce C. Day Principal Account Clerk Finance Dept. 11/4/74 Permanent appointments were approved for: Suzanne Bordoni Senior Account Clerk Finance. Dept 11/4/74 Leon LaBuff Firefighter Fire Dept. 11/14/74 Approval of list for Administrative Secretary test: Olga Potorti 1/18/75 The Secretary reported receipt of the revised Standards for Police Officer Candidates as of 11/12/74. The level of achievement for the agility test has been reduced to level four instead of level six heretofore the standard. Dr. Mann and Mr. Congdon should be so notified as to this and other changes effective with this revision.
