NEW BUSINESS ELIGIBLE LIST FIRE CHIEF Commissioner Slaght presented to the Commission the Eligible List for Fire Chief, No. 69-927, and moved that it be established effective March 25, 1985. Seconded by Chairperson Wilcox. The Commission reviewed the candidates on the eligible list then voted. Motion carried unanimously. Chairperson Wilcox adjourned the meeting at 12:22 P.M. NEW BUSINESS APPROVAL OF MINUTES Commissioner Schickel moved that the Minutes of the Regular March Meeting and the Minutes of the Special Meeting of March 25, 1985 be approved. Seconded by Commissioner Slaght. Motion carried. ROSTERS OF CANDIDATES Commissioner Slaght moved that the following Rosters of Candidates for Examination be approved: Water/Wastewater Treatment Plant Mechanic No. 70-993; Youth Development Program Supervisor, No.70-864; School Lunch Manager, No. 60-869; Senior Payroll Clerk, No. 70-820; Senior Account Clerk-Typist, No. 70-609; Computer Programmer, No. 70-751 , and Youth Bureau Director, No. 60-878. Seconded by Commissioner Schickel . The Commission reviewed the rosters then voted. Motion carried. NEW POSITION DUTIES STATEMENT - RECREATION SPECIALISTS - THREE POSITIONS Commissioner Slaght moved that the New Position Duties Statement for three positions for Recreation Specialists be approved. Seconded by Commissioner Schickel . The Commission reviewed the New Position Duties Statement in addition to the accompanying memorandum of justification. It also discussed the requested change then voted. Motion carried. NEW POSITION DUTIES STATEMENT - CLERK - SCHOOL DISTRICT Commissioner Schickel presented to the Commission a New Position Duties Statement for the position of Clerk in the School District and moved that it be approved. Seconded by Commissioner Slaght. The Statement was prepared as part of the efforts to provide fall back positions for individuals who were not successful in high level examinations and who are entitled to revert to their previous position since the district has very few • clerk positions left. The Commission reviewed the Statement then voted. Motion carried. PRINCIPAL CLERK - POSITION SPECIFICATION. Commissioner Slaght presented to the Commission a Position Specification for Principal Clerk and moved that it be placed in the Competitive Class and approved. Seconded by Commissioner Slaght. The Commission discussed it. The Commission reviewed the specification. The promotional ladder in this series of positions is Clerk, Senior Clerk, Assistant Principal Clerk and Principal Clerk as determined by the Commission. The Commission then voted. Motion carried. ELIGIBLE LISTS Commissioner Slaght moved that the following eligible lists be established effective April 9, 1985 and that they be in effect for one year unless exhauseted sooner: Meter Repairer (Parking) , No. 69-836; Payroll Clerk, No. 1985-1; Superintendent of Public Works; No. 70-310; and in addition that the following eligible lists be be established effective April 9, 1985 and that they be in effect for two years unless exhausted sooner: Assistant Fire Chief, No. 69-970, and Deputy Fire Chief, No. 69-925. Seconded by Commissioner Schickel . The Commission reviewed the eligible lists then voted. Motion carried. EXTENSION OF 60 DAY PERIOD PER SECTION 65 OF THE CIVIL SERVICE LAW - SCHOOL DISTRICT Commissioner Schickel presented to the Commission a letter from Ithaca City School District Personnel Director J. Douglas Hart requesting under Article 3 of Section 65 of the Civil Service Law that the provisional school secretaries be permitted to have a four month period rather than a two month period before being removed from their positions. The reason for the request is that the district is looking at lay-offs, reduced budgets, etc. and needs the extra time to determine the lay-offs, cut backs etc. Also, the extension would permit the schools involved to complete the school year with a minimum of disruption. The Commission discussed the request and the reasons for it. Commissioner Schickel then moved that per Section 65.3 of the Civil Service Law that the it is in the best interest of the public service to waive the provision of two months for the termination of the provisional school secretaries and to institute a four month period for the termination of the provisional school secretaries. The date of the termination, of the provisional school secretaries, is to be not later than July 12, 1985. Seconded by Commissioner Slaght. The Commission votE Motion carried unanimously. CORRECTION OF ADMINISTRATIVE ERROR Executive Secretary Pezdek stated that he had found that he had made an administrat error in recording the Commission's Resolution C in its minutes of March 8, 1983. The error involves the Roster Card of Mrs. Mary Terwilliger of the School District. Mr. Pezdek stated that he for some unknown reason did not enter Mrs. Terwilliger' s status as conferred by Resolution C on to her roster card. As a result of this error Mrs. Terwilliger has been deprived of her civil service status. The Commission reviewed the documents involved - a copy of its Resolution C of March 8, 1983, a copy of the eligible list for Senior Typist No. 76-588, Promotion& copies of the examination announcements for Senior Typist and School Secretary. Following the review of the documents the Commission made the following determinatic First that an error had occured in that Mrs. Terwilliger's roster card does not shot that she was given status as a Serior Typist per the Commission's Resolution C of March 8, 1983. Second, that the that Mrs. Twrtilliger had passed the promotional examination for Senior Typist No. 76-588. Third, that the examination for Senior Typist was compatiable with the Examination for School Secretary, in fact, the examination for Senior Typist was a higher leve examination. Commissioner Slaght moved that Mrs. Mary Terwilliger, an employee of the Ithaca City School District be given status as a Senior Typist per Commission Resolution C of March 8, 1985, and further that Mrs.-Terwilliger be granted permanent competitiv class status per Section 52.7 of the Civil Service Law of the State of New York as a School Secretary due to the fact the the examination for Senior Typist is a highe level examination than that of School Secretary. Seconded by Commissioner Schickel Motion carried. ANNOUNCEMENTS 1. The following examinations have been announced: Police Sergeant and Supervisor or Custodians. 2. NEW POSITION DUTIES STATEMENT - CHAMBERLAIN'S OFFICE Commissioner Schickel presented to the Commission a New Position Duties Statement for the position of Senior Clerk in the Chamberlain's Office and moved that it be approved. GORGE RANGER POSITION SPECIFICATION - CHANGES Commissioner Slaght presented to the Commission a reguest for changes in the position specification for Gorge Ranger prepared by Personnel Administrator Shaw on behalf of the Six Mile Creek Overseer Committee and moved that the changes be approved. Seconded by Commissioner Schickel . Commissioner Slaght invited Personnel Administrator Shaw to explain the background and the reasons for the requested changes. Mrs. Shaw explained that the present specification under Typical Work Activities calls for the Gorge Ranger to: "Patrol the Six Mile Cleek area and gorge to identify users of the area who are not in compliance with the regulations of the area;" The change requested here is:"Patrol the Six Mile Cleek gorge area to monitor usage and to note users who are not in compliance with the regulations of the area." Mrs. Shaw explained that the Six Mile Creek Overseer Committee which had been formed by the Mayor wants to ascertain the types of individuals and groups who are using the gorge area in order to first of all provide better facilities and services and second to ascertain exactly who is using the natural resources of the area. The present specification does not permit this. Mrs. Shaw also stated that the following should be removed from the Typical Work Actitities section "Contact appropriate life safety agencies when the need arrises; and Communicate regularly with the Superintendent of Public Works or his or her designee on the status of the Six Mile Clrrk area, such as frequent violators of the regulations, vandalism, and other appropriate situstions," and it place of these the following be inserted: Communicate regularly with the Superintendent of Public Works or his/her designee on the status of the Six Mile Creek area, such as frequent violators of the regulations, vandalism, environmental deteriorations, and other appropriate situations and Meet with, on a regular basis, the Department of Public Works, Circle Greenway, and the Six Mile Creek Overseer Committee to discuss problems, needs, and concerns in the Six Mile Creek area. 20 The Commission discussed these changes with Mrs. Shaw. In addition, the following should also be removed from the Typical Work Activities Section: Submits daily reports to the Superintendent of Public n the activities in the Gorge" She stated and the following inserted: " Maintain daily records of Gorge usage, and the environmental conditions in the Gorge. Submit these records, on a weekly basis, to the Superintendent of Public Works, Circle Greenway, and Six Mile Creek Overseer Committee. Mrs. Shaw explained that the first season's experience has proved that weekly rather than daily reports are better for the overview of what is occuring in the Gorge area. Also the Six Mile committee should be added since they now have that responsibility. The Commission then discussed the changes and voted. Motion carried. PARKING METER CHECKER POSITION SPECIFICATION - CHANGE Commissioner Schickel presented to the Commission the following change in the position specification for Parking Meter Checker in the Distinguishing Features of the Class Sectioni The following to be deleted: " Direct supervision is received form the Chief of Police, and/or the staff officers on duty during an assigned shift. " and insert Direct supervision is received from the appropriate supervisor as assigned. " Seconded by Commissioner Slaght. Commissioner Schickel asked Mrs. Shaw to explain why this change is being requested. Mrs Shaw stated that the duties of the parking enforcement personnel had been transferred to the Department of Public Works. The three individuals who are in the division presently will remain in the PBA and as they resign or retire their position would be switched to the DPW CSEA Unit. The four new hires, will be part-time approximately 19 hours per week and they will be reporting to the Department of Public Works. The Commission discussed the change and further questioned Mrs. Shaw. Then it voted. Motion carried. OLD BUSINESS NEW POSITION DUTIES STATEMENT - YOUTH WORKER - GIAC 1 Commissioner Slaght presented a New Position Duties Statement for Youth Worker at GIAC to the Commission and moved that it be approved. Seconded by Commissioner Schickel . Commissioner Schickel explained that she was concerned that Youth Bureau Director Cutia was not aware of the requested change and that is why she requested that the request be tabled at last months meeting. She said that she had received a telephone call from Mr. Manning the Actitities Center Coordinator at GIAC about the matter. He assured her that Director Cutia did know of the requested change and had approved of it. She also stated that she had received a call from Director Cutia confirming Mr. Manning's statement and that she was now satisified that all was in order with the request. The Commission then voted. Motion carried. ANNOUNCEMENTS 1. The work has begun on the re-classification survey of the Department of Public Works. The Commission reviewed the initial menorandum and the time table involved in the re-classification. Mr. Pezdek explained the steps in the process for the Commission. 2. Copies of the New York Public Employment Reporter were distributed. It was noted and discussed by the Commission with Personnel Administrator Shaw that the Fair Labor Standards Act again applies to municipal employees. Mrs. Shaw explained to the Commission would affect the City and its negotiations with the five unions. 3. The Water/Wastewater Treatment Plant Mechanic examination has been announced - both an open competitive and a promotional examination.
