HomeMy WebLinkAboutMN-CIV-1985-01-08 PUBLIC HEARING CITY OF ITHACA CIVIL SERVICE COMMISSION January 8, 1985 Present: Chairperson Wilcox, Commissioner Schickel , Commissioner Slaght, Executive Secretary Pezdek The Public Hearing was called to order at 7:52 P. M. by Chairperson Wilcox. The Notice of Public Hearing was read by Chairperson Wilcox: "PLEASE TAKE NOTICE that pursuant to Section 20 of the Civil Service Law of the State of New York, The City of Ithaca Civil Service Commission will hold a public hearing on January 8, 1985 at 7:30 P.M. in the Conference Room, Third Floor, City Hall , 108 East Green Street, Ithaca, New York, to amend Appendix B to Rule IV Non-Competitive Class by changing the Ithaca Activities and Cultural Coordinator position from Part-time to Full-time. All interested parties and citizens for or against the adoption of the proposed change are invited to attend and be heard. " RESOLUTION TO OPEN THE PUBLIC HEARING - Chairperson Wilcox. Resolved that the public hearing be opened. Seconded by Commissioner Slaght. Motion carried. There were no persons present to address the Commission on the above matter. RESOLUTION TO CLOSE THE PUBLIC HEARING - Commissioner Schickel Resolved that the public hearing be closed. Seconded by Commissioner Slaght. Motion carried. Pezdek, Executive Secretary r REGULAR CITY OF ITHACA CIVIL SERVICE COMMISSION January 8, 1985 Present: Chairperson Wilcox, Commissioner Schickel , Commissioner Slaght, Executive Secretary Pezdek Chairperson Wilcox called the meeting to order at 7:54 P.M. NEW BUSINESS APPROVAL OF MINUTES Commissioner Schickel moved that the Minutes of the December 1985 meeting be approved. Seconded by Chairperson Wilcox. Motion carried unanimously. AMENDMENT TO THE RULES - ITHACA ACTIVITIES AND CULTURAL COORDINATOR FROM PART-TIME TO FULL TIME Commissioner Slaght moved: "WHEREAS, the City of Ithaca Civil Service Commission has held a Public Hearing on January 8, 1985 at 7 :52 P. M. in the Conference Room, Third Floor, City Hall , 108 East Green Street, Ithaca, New York, concerning the amendment of its Rules for the Classified Civil Service of the City of Ithaca, by changing the position of Ithaca Activities and Cultural Coordinator from part-time to full-time in Appendix B to Rule IV, Non-Competitive Class : NOW, THEREFORE BE IT RESOLVED, That Appendix B to Rule IV, Non-Competitive Class be amended by changing the position of Ithaca Activities and Cultural Coordinator to full-time. Seconded by Chairperson Wilcox. Motion carried. CHANGE IN POSITION SPECIFICATION FOR ITHACA ACTIVITIES AND CULTURAL COORDINATOR Commissioner Schickel presented to the Commission a request from Mayor Gutenberger in which Youth Bureau Director Cutia concurred that the position of Ithaca Activities and Cultural Coordinator (Commons Coordinator) be removed from the Youth Bureau and placed under the supervision of the Mayor. Commissioner Schickel then moved that the Distinguishing Features section of the Ithaca Activities and Cultural Coordinator be amended by removing the following: "The Commons Coordinator is employed by the Youth Bureau. Direction and supervision are provided by the Commons Advisory Board. " and in place of this that the following be inserted: "The Commons Coordinator reports to the Mayor who provides general direction. General supervision is also provided by the Commons Advisory Board. " Seconded by Commissioner Slaght. Motion carried unanimously. PLANNER II NEW POSITON DUTIES STATEMENT Commissioner Schickel presented to the Commission a New Position Duties Statement for a Planner II position and moved that it be approved. The Commission reviewed the statement and compared it to the position specification for Planner II. Following the- comparison and disc.. ss on the Commission voted. Motion carried unanimously. OLD BUSINESS BAKER vs. WILCOX The Commission discussed the decision of Judge Albert E. Tait, Jr. in the above matter. The judge's decision denied Mr. Baker's request and vacated the temporary restraining order in the matter of the Chief Water Treatment Plant Operator open competitive examination. ANNOUNCEMENTS 1. The June 1985 examination series was announced to appointing officers . 2. Copies ,of the New York Public Employemnt Reproter were distributed. .
