REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
December 18, 1984
Present: Chairperson Wilcox, Commissioner Schickel , Executive Secretary Pezdek
Chairperson Wilcox called the meeting to order at 9:15 P.M.
APPROVAL OF MINUTES
Commissioner Schickel moved that the minutes of the November meeting be approved.
Seconded by Chairperson Wilcox. Motion carried.
NEW POSITION DUTIES STATEMENT FOR RECREATION LEADERS - GIAC
Chairperson Wilcox presented to the Commission two New Position Duties Statements
for Recreation Leader positions for the Youth Bureau at GIAC one for full-time
and one for part-time and moved that they be approved. Seconded by Commissioner
Schickel . The Commission reviewed the statements then voted. Motion carried.
NEW POSITION DUTIES STATEMENT FOR YOUTH WORKER - GIAC
Chairperson Wilcox presented to the Commission a Job Classification Questionnaire
and a New Position Duties statement for the conversion of a Recreation Leader
position to that of Youth Worker and moved that they be approved. Seconded by
Commissioner Schickel . The Commission reviewed the documents then vote.
Motion carried.
ROSTERS OF CANDIDATES
Commissioner Schickel presented the following Rosters of Candidates for
Examination to the Commission and moved that they be approved: Library Clerk,
No. 1984-6; Assistant Engineer, No.60-061; Meter Repairer (Parking) , No.
69-836 and Superintendent of Public Works, No. 70-310 NCP. Seconded by
Chairperson Wilcox. The Commission reviewed the rosters then voted. Motion
carried.
ELIGIBLE LISTS
Commissioner Schickel presented to the Commission the following eligible lists
and moved that they be approved: Water Distribution Maintenance Supervosor, No.
79-694; Senior Clerk, No. 69-208 , Recreation Supervisor, No. 68-989; Recreation
Leader, No. 68-987, and Library Clerk, No. 1984-6. Seconded by Chairperson
Wilcox. The Commission reviewed the eligible lists then voted. Motion carried.
REVIEW OF ELIGIBLE LISTS IN EXISTENCE
The Commission reviewed the eligible lists in existence. Commissioner Schickel
then moved that the following eligible lists be extended for one year Senior
Typist, No. 78-049 to expire February 14, 1986, Engineering Aide, No. 67-316,
to expire March 13, 1986, Principal Account Clerk, No. 66-773, to expire March
13, 1986 and Administrative Secretary, No. 64-576 to expire June 14, 1986.
Seconded by Chairperson Wilcox. The Commission voted. Motion carried.
RESOLUTION FOR PUBLIC HEARING
Chairperson Wilcox moved that the Civil Service Commission hold a public
hearing on Janyary 8, 1985 to amend its Rules by changing the status
of the Ithaca Activities and Cultural Coordinator in Appendix B to Rule IV
Non-Competitive Class from part-time to full-time. Seconded by Commissioner
Schickel . Motion carried.
BUILDING DEPARTMENT REVISION OF POSITION SPECIFICATIONS AND ADDITIONS
1 Commissioner Schickel presented to the Commission two new position specifications -
Building Inspector II and Building Inspector III and moved that they be approved.
Seconded by Chairperson Wilcox. The Commission reviewed the specifications then
voted. Motion carried.
Commissioner Schickel moved that the following Special Requirement be added
to the position specifications for Housing Inspector, Deputy Building Commissioner
and Building Commissioner: "Incumbents in this position must successfully
complete the prescribed training programs established by the New York State
Fire CAdministrator and the New York State Firefighting and Code Enforcement
Personnel Standards and Education Commission within eighteen months of permanent
appointment. In addition, incumbents must attend and complete the continuning
education course in the field on an annual basis. " Seconded by Chairperson
Wilcox. Motion carried.
OLD BUSINESS
Executive Secretary Pezdek presented to the Commission a letter given to him by
City Engineer Novelli regarding the operation of the Sewage Treatment Plant
regarding the operation of the plant in the evening hours. Basically the present
practice is permissable.
ANNOUNCEMENTS
1. The April 1985 examination series has been announced to appointing officers.
2. Copies of the New York Public Employment Reporter were given to the Commissioners.

APPROVAL OF PERSONNEL ACTIONS
Commissioner Schickel moved that the following personnel actions be approved
effective on the date shown for each, and further that the notation on
the roster card under Authorization for Personnel Action may read either
CSC Min 12/11/84 or 12/18/84 as the case may be due to the delay in this
months meeting:
