HomeMy WebLinkAboutMN-CIV-1984-11-18 REGULAR MEETING CITY OF ITHACA CIVIL SERVICE COMMISSION November 18, 1984 Present: Chairperson Wilcox, Commissioner Schickel , Executive Secretary Pezdek. • Chairperson Wilcox called the meeting to order at 1 :10 P.M. NEW BUSINESS APPROVAL OF MINUTES Chairperson Wilcox moved that the minutes of the October ,ninutcs be aeproved with the following correction. In the personnel actions sections , Mr. Robert Alexander was listed as having retired. This is in error. Mr. Alexander was removed and the minutes cor •ected to show this. Seconded by Commissioner Schickel . Motion carried. NEW POSITION DUTIES STATEMENT - YOUTH BUREAU AT G. I .A.C. - YOUTH DEVELOPMENT PROGRAM SUPERVISOR Chairperson Wilcox moved that the New Position Duties Statement for a Youth • Development Program Leader in the Youth Bureau at the Greater Ithaca Activities Center be approved. Seconded by Commissioner Schickel . The Commission reviewed the statement together with an accompanyinn memorandum then voted. Motion carried. WATEP WASTEW4TER TREATMENT PLANT MECHANIC - POSITION SPECIFICATION Commissioner Schickel presented to the Commission a position specification for Water/Wastewater Treatment Plant Mechanic and moved that it be approved. Seconded by Chairperson Wilcox. The new specification is to change the Automotive Mechanic position in the Water and Sewer Division of the Department of Public Works to a treatment plant mechanic. This is part of the reorganization plan for Department of Public Works. The Commission reviewed the position specification then voted. Motion carried. NEW POSITION DUTIES STATEMENTS FOR THE BUILDING DEPARTMENT Commissioner Schickel presented to the Commission a Job Classification Questionnaire and a New Position Duties Statement to convert two Housing Inspector positions to Building Inspector III positions and moved that they be approved. Seconded by Chairperson Wilcox. The Commission reviewed the Job Classification Questionnaire then voted. Motion carried The Commission then reviewed the New Position Duties Statement and then voted. Motion carried. Commissioner Schickel then presented a Job Classification Questionnaire and a New Position Duties Statement to convert a Stenographer position to a Senior Stenographer position and moved that they be approved. Seconded by Chairperson Wilcox. The Commission reviewed the Job Classification Questionnaire then voted. Motion carried. The Commission then reviewed the New Position Duties Statement then voted. Motion carried. ROSTERS OF CANDIDATES Chairperson Wilcox moved that the following rosters of candidates for examination be approved: Custodian No. 69-690, Youth Development Program Supervisor, No. 70-042, Prom. ; Assistant Fire Chief, No. 69-970; Deputy Fire Chief, No. 69-925; Fire Chief, No. 69-927, and Police Officer, No. 69-776. Seconded by Commissioner Schickel . The Commission then reviewed the Rosters then voted. Motion carried. CITY ATTORNEY POSITION SPECIFICATION - REVISIONS Commissioner Schickel presented to the Commission a revised position specification for City Attorney and moved that it be approved. Seconded by Chairperson Wilcox. The revisions in the specification are mainly in the Typical Work Activities section. The changes were due to the fact that Common Council changed the duties of the position with a charter change. The Commission reviewed the position specification then voted. Motion carried. ELIGIBLE LISTS Chairperson Wilcox moved that the following eligible lists be established effective November 13, 1984 and that they be in effect for one year unless exhausted sooner: Payroll Clerk, No. 78-879, Senior Account Clerk, No. 67-949 and Senior Account Clerk, No. 78-881. Seconded by Commissioner Schickel . The Commission reviewed the eligible lists then voted. Motion carried. AFFIRMATIVE ACTION ADVISORY COMMITTEE SUGGESTIONS The Commission discussed Mayor Gutenberger's memorandum and the accompanying letter from Ms. M. S. Bishop, Chair of the Affirmative Action Advisory Committee. Following the discussion, Chairperson Wilcox instructed the Executive Secretary to draft a reply to the letter and the Mayor's Memorandum. LAW CASE Executive Secretary Pezdek gave the Commission an up date on developments in the law case. OLD BUSINESS The Executive Secretary gave to the Commission a Letter from John M. Andersson, Director of Environmental Health for Tompkins County regarding the use of Trainees to man the Water Treatment Plant on the night shift. It is the opinion of Mr. Anderson that this is permissible under certain conditions. Namely that a certified operator be within telephone range so that the trainee has a certified back-up should problems develop. c: ., ANNOUNCEMENTS 1. The Following examinations have been announced: Superintendent of Public Works, f No. 70-310, NCP; Library Clerk, No. 1984-6, and Assistant Engineer, No. 60-061. j 2. A newspaper article from the New York Times on a judge's decision abolishing the 29 years of age for police officers in New York State was distributed. 3. Copies of the New York Public Employment Reporter were distributed. 4. Letters concerning the Fire Department were distributed.
