Commissioner Slaght moved that the minutes of the May 8th public he. 'f6aIi ,,,et-
ing be approved. Seconded by Chairperson Wilcox. Motion carried.
AMENDED RESULUTION ON PROBATIONARY TERM
Commissioner Slaght moved to change the Rules of the City of Ithaca Civil
Service Commission by amending the Resolution of May 8, 1984 dealing with
Rule XIV Section 1(a).
WHEREAS, a Public Hearing was held on May 8, 1984 at 8:04 P.M. in the Conference
Room, Third Floor, City Hall , Ithaca, New York, concerning the Rule change
noted above and at which no persons appeared either in favor or against:
NOW, THEREFORE, BE IT RESOLVED, THAT, Rule XIV, Probationary Term, Section
1 (a) be amended as follows: That the sentence in Section 1(a) which reads,
"The probationary term for the Superintendent of Public Works shall be one year. ",
be deleted and in its place the following be included: The probationary term
for the following positions will be not less than twenty-six weeks or more than
fifty-two weeks: Activities Center Coordinator, Assistant to the Superintendent
of Public Works, City Engineer, Deputy Building Commissioner, Deputy City Clerk,
Deputy Controller, Director of Planning and Development, Director of Water and
Sewer Operations, Executive Director Ithaca Housing Authority, Fire Chief,
Modernization Program Coordinator, Personnel Administrator, Police Chief, Public
Housing Manager, Purchasing Agent, Recreation Coordinator, Superintendent of
Public Works, Youth Bureau Director, and Youth Development Coordinator. Seconded
by Chairperson Wilcox. Motion carried unanimously.
ELIGIBLE LIST
Chairperson Wilcox moved that the eligible list for School Bus Dispatcher No.
67-326 be established effective June 5, 1984 and that it be in existence for
one year unless exhausted sooner. Seconded by Commissioner Slaght.
The Commission reviewed the candidates on the eligible list then voted. Motion
carried.
ROSTERS OF CANDIDATES
Commissioner Slaght moved that the following rosters of candidates for examination
be approved: Senior Bus Driver, No. 68-854, OC; Senior Bus Driver, No. 79-499,
Prom. , and Storekeeper No. 79-451, Prom. Seconded by Chairperson Wilcox.
The Commission reviewed the rosters of candidates then voted. Motion carried.
SUPERVISOR OF CUSTODIANS - POSITION SPECIFICATION
Chairperson Wilcox presented to the Commission a position specification for
Supervisor of Custodians at the Ithaca City School District and moved that
it be approved. Seconded by Commissioner Slaght.
The Commission reviewed and discussed the position specification then voted.
Motion carried.
ELIGIBEL LISTS - EXTENSION
The Commission reviewed the eligible lists in existence. Commissioner Slaght
moved that the following eligible lists be extended for a period of one year
unless exhausted sooner: Police Dispatcher, No. 65-007 extended until July 12,
1985; Outreach Worker, No. 61-461 extended until July 13, 1985; Recreation
Therapist, No. 65-099 extended until July 12, 1985; Senior Account Clerk, No.
65-320 extended until September 13, 1985; Housing Inspector, No. 65-650
extended until October 11 , 1985, Building Inspector III extended until October
11, 1985 and Assistant Activities Center Coordinator, No. 66-005 extended
until December 13, 1985. Seconded by Chairperson Wilcox. The Commission
then voted. Motion carried.
RESIDENCY REQUIREMENT FOR TAKING THE CHIEF WATER TREATMENT PLANT OPERATOR
EXAMINATION.
Executive Secretary Pezdek stated that he had received a request from both
the Superintendent of Public Works and the Assistant to the Superintendent
of Public Works who is now Acting Superintendent of Public Works for an
open competitive examination for Chief Water Treatment Plant Operator. He also stated
that since there is a license requirement - a IA Water Treatment Plant Operators
License issued by the State DEC that the normal requirement for taking examinations
-Tompkins and surrounding counties would in his opinion be very restrictive in
obtaining a large number of candidates for the examination.
The Commission discussed the request then Commissioner Slaght moved that the
residency requirement for taking the Chief Water Treatment Plant Operator open
competitive examination be resident of New York State. Seconded by Chairperson
Wilcox. Motion carried.
POSITION CLASSIFICATIONS - SENIOR ACCOUNT CLERKS
Commissioner Slaght presented to the Commission the Job Classification Questionnaires
for two positions both of which are presently Account Clerk-Typists. One position
in the Water & Sewer Division of the Department of Public Works and the other
in the Fire Department.
The Commission reviewed the Questionnaires and position specifications. It
discussed the matter. Commissioner Slaght then moved that the present Account
Clerk - Typist position in the Water and Sewer Division of the Department of
Public Wroks be temporarily upgraded for a period of six months the Senior Account
Clerk - Typist, and further that the position be evaluated twice during this period
to determine if it warrented permanent up grading. Also, that the position of
Account Clerk-Typist in the Fire Department be permanently upgraded to the position
of Senior Account Clerk - Typist. Seconded by Chairperson Wilcox. The Commission
then voted. Motion carried.
OLD BUSINESS
None
ANNOUNCEMENTS
1. The 1984 Rosters of City Officials were distributed.
2. Copies of the New York Public Employment Reporter were distributed.
3. The November 1984 examination series has been announced to appointing authorities.
4. The following examinations have been announced: Recreation Leader, No. 68-987 and
Recreation Supervisor, No. 68-989.

Commissioner Slaght moved that the following personnel actions be approved effective
on the date shown for each and that the Authorization for the Personnel Action can
read either CSC Min 6/5/84 or CSC Min 6/12/84.
