REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
May 8, 1984
Present: Chairperson Wilcox, Commissioner Slaght, Commissioner Lee, Executive
Secretary Pezdek.
Chairperson called the meeting to order at 8:12 P. M.
Prior to conducting business Chairperson Wilcox thanked Commissioner Lee for
his service on the Commission. She stated that he will be missed. Commissioner
Lee thanked Chairperson Wilcox and stated that he will miss serving on the
Commission, but it will shortly be time for him to move to Lansing where he
has purchased property.
NEW BUSINESS
APPROVAL OF MINUTES
Commissioner Slaght moved that the minutes of the April meeting and the two
special meetings one in April and one on the first of May be approved. Seconded
by Commissioner Lee. Motion carried unanimously.
PROBATIONARY TERM FOR MANAGEMENT POSITIONS
To Change the Rules of the City of Ithaca Civil Service Commission by amending
Rule XIV Probationary Term, Section 1(a) . - Commissioner Lee.
WHEREAS, a Public Hearing was held on May 8, 1984 at 8:04 P. M. in the Conference
Room, Third Floor, City Hall , Ithaca, New York, concerning the Rule change noted
above and at which no persons appeared either in favor or against:
NOW, THEREFORE, BE IT RESOLVED, THAT, Rule XIV, Probationary Term, Section 1(a)
be amended as follows That the sentence in Section 1(a) which reads, "The
probationary term for the Superintendent of Public Works shall be one year. " be
deleted and in its place the following be included: The probationary term for the
following positions will be not less than twenty-six weeks or more than fifty-two
weeks: Activities Center Coordinator, Assistant to the Superintendent• of Public
Works, Building Commissioner, City Clerk, City Engineer, Controller, Deputy
Building Commissioner, Deputy City Clerk, Deputy Controller, Director of Planning
and Development, Director of Water and Sewer Operations, Executive Director Ithaca
Housing Authority, Fire Chief, Modernization Program Coordinator, Personnel
Administrator, Police Chief, Public Housing Manager, Purchasing Agent, Recreation
Coordinator, Superintendent of Public Works , Youth Bureau Director and Youth
Development Coordinator. "
Seconded by Commissioner Slaght. The Commission then voted. Motion carried
unanimously.
REMOVAL OF POLICE OFFICER CANDIDATES
Commissioner Lee presented to the Commission the following names of candidates
on the Police Officer Eligible List No. 66-593 and moved that their names be removed
for failure to report for the agility test: Goehner, Robert L., Hughes, Geoffrey C. ,
McRath, Patricia, Morse, Bonnie B. , Murphy, Edward, and Walters, Heather.
The Commission discussed the removal of the candidates then voted. Motion carried
unanimously.
NEW POSITION DUTIES STATEMENT - SUPERVISOR OF CUSTODIANS
Commissioner Slaght presented to the Commission a New Position Duties Statement
from Mr. William Gaffney, Director of School Facilities and Operations, for a
position to be tentatively entitled Supervisor of Custodians and moved that it
be approved. Seconded by Commissioner Lee.
The Commission reviewed the statement then voted. Motion carried unanimously.
ELIGIBLE LISTS
Commissioner Slaght presented the following eligible lists to the Commission and
moved that they be established effective May 8, 1984 and that they be in effect for
one year unless exhausted sooner: Recreation Specialist, No. 66-000; Junior
Engineer, No. 78-603, Prom. ; and Junior Engineer, No. 67-398. Seconded by Commissioner
Lee. The Commission reviewed the lists then voted. Motion carried unanimously.
RESIDNECY REQUIREMENT FOR TAKING THE DEPUTY DIRECTOR OF PLANNING AND DEVELOPMENT
EXAMINATION.
Commissioner Slaght moved that the Commission's normal reqidency requirement for
taking examinations which is that candidates must be residents of Tompkins or a
contiguous county be waived for the examination for Deputy Director of Planning
and Development and instead that the residency requirement be that all candidates
who meet the minimum qualifications must be residents of the United States.
Seconded by Commissioner Lee.
Commissioner Slaght explained that since a national search for a new Deputy
Director had been conducted and in all fairness to all of the candidates
who had applied who were not residents of Tompkins or a contiguous county
that the Commission should waive its normal requirement.
The Commission discussed the matter then voted. Motion carried unanimously.
MAINTAINER POSITION SPECIFICATION CHANGES
Commissioner Lee presented to the Commission two proposed changes from the Board
of Public Works for the Maintainer position specification. The changes are
in the Distinguishing Features of the Class Section to add after the last sentence
the sentence: "May be required to perform as a Working Supervisor as assigned for
a period not to exceed three months. " and. to add a Special Requirement Section as
follows: "Eligibility for a Class 3 New York State Chauffeur's License and possession
of it at the time of appointment. " He then moved that these changes be approved.
Seconded by Commissioner Slaght.
The Commission discussed the changes. In the case of the first change, this
would permit the department or have a Maintainer fill in for a Working Supervisor
when the Supervisor was on vacation or ill which is not thecase presently and
the Special Requirement would permit a Maintainer to legally drive a truck to
take a work crew to the work site rather than relying on a Truck Driver to perform
this duty. This change would save the City money in time and operation costs for
double trips with the vehicle.
The Commission then voted. Motion carried unanimously.
COMMUNICATIONS/ANNOUNCEMENTS
1. The examination for the Modernization Program Coordinator, No. 68-902
has been announced.
2. The October 1984 examination series has been announced to the appointing
authorities.
3. A memorandum from the Mayor on hiring women and minorities for the police
department was distributed.
