Chairperson Wilcox called the meeting to order at 7:39 P.M. —
Commissioner Slaght moved to remove from the table the motion on the Mayor's Request
on the extension of the probationary term for the Personnel Administrator. Seconded by
Commissioner Lee. Motion carried unanimously. •
PERSONNEL ADMINISTRATOR EXTENSION OF PROBATIONARY TERM
Chairperson Wilcox invited Mayor Gutenberger to address the Commission on his
request to extend the probationary term for the Personnel Administrator.
Mayor Gutenberger addressed the Commission on his request for extending the
probationary term for the Personnel Administrator. The basic reason for the
request was the report of the Charter Revision Commission which had made
recommendations that the personnel department and the civil service commission
be placed into one department.
There was discussion on how the Civil Service Commission can restructure a position.
Following the discussion Commissioner Slaght moved that the Commission write a
letter to Mayor Gutenberger stating .that -tfie Personnel Administrator had
completed the probationary term and has a valid appointment per civil service
law. And further, any changes that result from the restructuring study of the Charter
Commission can be accomodated under Civil Service Law, Rules and procedures.
Seconded by Commissioner Lee. The Commission voted. Motion carried unanimously.
APPROVAL OF MINUTES
Commissioner Slaght moved that the minutes of the February meeting be approved.
Seconded by Chairperson Wilcox. Motion carried unanimously.
ANNUAL REPORT
Chairperson Wilcox presented to the Commission the annual report and moved
that it be approved. Seconded by Commissioner Slaght. The Commission reviewed
the report then voted. Motion carried unanimously.
ROSTERS OF CANDIDATES
Commissioner Lee moved that the following Rosters of Candidates be approved
for examination: Firefighter, No. 67-652; City Engineer, No. 67-308; Parking
Meter Checker, No. 67-921 ; and Director of School Facilities and Operations
III , No. 67-666. Seconded by Commissioner Slaght. The Commission reviewed the
rosters then voted. Motion carried unanimously.

Commissioner Slaght moved that the following eligible lists be established for
one year beginning March 13, 1984 unless exhausted sooner: Engineering Aide,
No. 67-316; Custodian, No. 78-242, Prom. ; Custodian , No. 66-801, OC; Principal
Account Clerk, No. 66-773; Library Clerk, No. 1984-2; Youth Development Program
Leader, No. 66-166; Police Officer, No. 66-593, and for two years Police Captain,
No. 78-331. Seconded by Commissioner Lee.
The Commission reviewed the eligible lists then voted. Motion carried unanimously.
NEW POSITION DUTIES STATEMENT - SENIOR STENOGRAPHER - CITY CLERK'S OFFICE
Commissioner Slaght presented to the Commission a New Position Duties Statement
for the position of Senior Stenographer in the City Clerk's Office and moved that
it be approved. Seconded by Commissioner Lee.

April 10, 1984

Chairperson called the meeting to order at 7:40 P. M.
APPROVAL OF MINUTES
Chairperson Wilcox moved that the minutes of the Special Meeting of January 17, 1984
be approved with the transcription deletions and typographical errors, as well
as the minutes of the March meeting. Seconded by Commissioner Slaght. Motion carried
unanimously.
DRIVERS LICENSE REQUIREMENT FOR INSPECTOR POSITIONS
Commissioner Lee moved that the following Special Requirement be placed in the
following positions specifications: Possession of an appropriate level New York
State driver's license at the time of appointment and the maintenance of a
valid New York State driver's license after appointment, in the
position specifications for Plumbing Inspector, Housing Inspector, Building
Inspector II , Building Inspector III , Deputy Building Commissioner and
Building Commissioner. Seconded by Commissioner Slaght. Motion carried
unanimously.
-,. PROBATIONARY PERIOD FOR MANAGEMENT POSITIONS
Commissioner Slaght moved that Rule XIV -Probationary Term Section 1 A be
amended to include a probationary period for management positions by title of a
minimum of twenty-six weeks to a maximum of fifty-two weeks, and that
a public hearing be announced on the proposed change for May 8, 1984.
Seconded by Commissioner Lee.
The Commission discussed the proposal and directed the Executive Secretary
to notify appointing authorities of the proposed change, and to ask for inclusions
other than those which the Commission is considering. The Commission then voted.
Motion carried unanimously.
ROSTERS OF CANDIDATES
Commissioner Lee moved that the following Rosters of Candidates for examination
be approved: Senior Account Clerk, No. 78-811, Prom. ; Senior Payroll Clerk, No. 78-90C
Prom. ; Payroll Clerk, No. 78-879, Prom. , and Senior Account Clerk, No. 67-949.
Seconded by Commissioner Slaght.
The Commission reviewed the rosters then voted. Motion carried unanimously.
RANKING ON EXAMINATIONS THAT HAVE BEEN ZONE SCORED
Executive Secretary Pezdek asked the Commission to consider changing the ranking
method used on examinations that have been zone scored. The present method used
is to rank candidates with tie scores is to rank them alphabetically by last name.
Mr. Pezdek suggested that the Commission consider using the date that an application
has been filed to rank the candidates with a tie score.
j The Commission discussed the proposal including the drawing of the candidates names
who are tied in score.
The Commission reached the conclusion that no matter what method used it would
result in some form of inequity. The Commission decided to continue to use the
ranking of candidates with tie scores alphabetically by their last name.
ANNOUNCEMENTS
1. The Commission received a memorandum together with the proposed legislation
that would enable the State Civil Service Department to charge local commissions
for the examination services it provides.
After reviewing the materials the Commission concluded that more information
was needed. Of special concern was the amount to be charged to the local
Commissions and the possibility of waiver of the examination fee for candidates
who are on public assistance or who are unemployed. Commissioner Lee will
work with the Executive Secretary to draft a letter with these questions and
others to send to the State Department of Civil Service.
2. The Spetember examination series has been announced to appointing authorities.

ADDITION OF CANDIDATE TO POLICE OFFICER ELIGIBLE LIST No. 66-593
Executive Secretary Pezdek informed the Commission that he had through clerical error
omitted the name of a police officer candidate from the eligible list No. 66-593.
The name of the individual is Geoffrey Hughes, RD# 2 Box 20A Trumansburg, N.Y.
his score is 97 and the ranking would be 12A.
Commissioner Slaght moved that the name of Geoffrey Hughes, RD # 2 Box 20 A
Trumansburg, New York be inserted on the eligible list for Police Officer
Number 66-593 in position 12A. Seconded by Commissioner Lee.
The Commission then voted. Motion carried.

Commissioner Lee called the meeting to order at 12:45 P.M.
Commissioner Slaght presented to the Commission the eligible list for City Engineer
No. 67-308 and moved that it be extablished effective May 1 , 1984 and that it be
in existence for one year. Seconded by Commissioner Lee. The Commission reviewed
the list then voted. Motion carried.
Commissioner Lee adjourned the meeting at 12:55 P. M.

Present: Chairperson Wilcox, Commissioner Lee, Commissioner Slaght, Executive
Secretary Pezdek.
The Public Hearing was called to order at 8:04 P.M. by Chairperson Wilcox.
Chairperson Wilcox read the Notice of Public Hearing.
"Please take note that pursuant to Section 20 of the Civil Service
Law, of the State of New York, the City of Ithaca Civil Service
Commission will hold a public hearing on May 8, 1984 at 7:30 P. M.
in the Conference Room, Third Floor, City Hall , 108 E. Green St. ,
Ithaca, New York to amend its Rules as follows: To remove from
Rule XIV, Probationary Term in Section 1(a) the sentence: 'The
probationary term for the Superintendent of Public Works shall be
for one year. ' and to include the following: The probationary term
for the following positions will not be less than twenty-six weeks or
more than fifty-two weeks: Activities Center Coordinator, Assistant
to the Superintendent of Public Works, Building Commissioner, City Clerk,
City Engineer, Controller, Deputy Building Commissioner, Deputy City
Clerk, Deputy Controller, Deputy Director of Planning and Development,
Deputy Fire Chief, Deputy Police Chief, Director of Planning and Development,
Director of Water and Sewer Operations, Executive Director Ithaca
Housing Authority, Fire Chief, Modernization Program Coordinator, Personnel
Administrator, Police Chief, Public Housing Manager, Purchasing Agent,
Recreation Coordinator, Superintendent of Public Works, Youth Bureau
Director, Youth Development Coordinator. All interested parties and
citizens for or against the adoption of the proposed changes are invited
to attend and be heard. "
