Commissioners Present: Commissioner Bantuvanis, Commissioner Perko, Commissioner Desch

Commissioner Bantuvanis called the meeting to order at 11:00 a.m.
The following legal notice was published in the Ithaca Journal on July 9, 10, 11, 1997
"LEGAL NOTICE
CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING
Please take notice that pursuant to Section 20 of the New York State Civil Service Law, the City of
Ithaca Civil Service Commission will hold a public hearing on July 28, 1997 at 11:00 a.m. in the
Second Floor Conference Room of City Hall, 108 East Green Street, Ithaca, NY 14850, for the
purpose of amending its rules by adding the position of "Director of Personnel" to the non-
competitive class, designating this position as requiring the performance of functions influencing
policy, and establishing the probationary period for the position of Director of Personnel as not less
than twenty-six (26) weeks nor more than fifty-two (52) weeks."
All interested parties and citizens for or against the adoption of these changes to the Rules are
invited to attend and be heard.
SPECIAL ORDER OF BUSINESS - PUBLIC HEARINGS
Public Hearing -Amendment to Appendix B of the Civil Service Rules
Commissioner Bantuvanis made a motion to open the public hearing on the proposed amendment to
Appendix B of the Civil Service Rules. Seconded by Commissioner Perko. Motion carried 3-0.
No one appeared to speak about the proposed amendment.
Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner
Perko. Motion carried 3-0.
Public Hearing -Amendment to Rule XIV of the Civil Service Rules
Commissioner Bantuvanis made a motion to open the public hearing on the proposed amendment to
Rule XIV of the Civil Service Rules. Seconded by Commissioner Perko. Motion carried 3-0.
No one appeared to speak about the proposed amendment.
Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner
Perko. Motion carried 3-0.

APPROVAL OF MINUTES
Commissioner Desch made a motion to approve the minutes of the June 9, 1997 meeting. Seconded
by Commissioner Perko. Motion carried 3-0.
NEW BUSINESS
Resolution for Amendment to Appendix B - Non-Competitive Class of the City of Ithaca Civil
Service Rules
Whereas, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on
July 28, 1997 for the purpose of amending Appendix B - Non-Competitive Class of the City of Ithaca
Civil Service Rules by adding the position of Director of Personnel and designating the position of
Director of Personnel as requiring the performance of functions influencing policy and,
Whereas, the Ithaca Civil Service Commission supports the proposed amendment, and no persons
spoke against the proposed amendment, NOW, THEREFORE BE IT
Resolved, that the position of Director of Personnel be added to Appendix B - Non-Competitive
Class, and be it further
Resolved, that pursuant to Section 42 (2) (a) of the New York State Civil Service Law, the position of
Director of Personnel be designated as a position which requires the performance of functions
influencing policy.
Resolution for Amendment to Rule XIV - Probationary Term of the City of Ithaca Civil Service
Rules
Whereas, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on
July 28, 1997 for the purpose of amending Rule XIV - Probationary Term of the City of Ithaca Civil
Service Rules to establish the probationary period for the position of Director of Personnel as not
less than twenty-six (26) weeks nor more than fifty-two (52)weeks, and
Whereas, the Ithaca Civil Service Commission supports the proposed amendment, and no persons
spoke against the proposed amendment, NOW, THEREFORE BE IT
Resolved, that the probationary period for the position of Director of Personnel be established as not
less than twenty-six (26) weeks nor more than fifty-two (52) weeks.

New Position Duties Statement and Adoption of Job Description: Planning Department -
Economic Development Planner
The Commission reviewed and discussed a New Position Duties Statement from the Planning
Department and a proposed job description for Economic Development Planner. Commissioner
Perko made a motion to adopt the job description as proposed and classify the position as Economic
Development Planner. Seconded by Commissioner Desch. Motion carried 3-0
Revision of Director of Personnel Job Description
The Commission reviewed and discussed Mayor Cohen's request to amend the Director of
Personnel job description as follows:

FULL PERFORMANCE KNOWLEDGES, SKILLS. ABILITIES AND PERSONAL
CHARACTERISTICS:
Add the following:
• Thorough knowledge of federal, state, county and local equal employment opportunity and anti-
discrimination laws, regulations, case law, and policies, including the ability to interpret and
implement the same;
• Skill in developing, implementing and conducting outreach and targeted recruitment
programs;
• Skill in analyzing job descriptions,job requirements, supervisory practices, disciplinary
practices, union contracts and employer policies from an anti-discrimination perspective;
MINIMUM QUALIFICATIONS:
(Broadens degree fields, deletes requirement for practical experience in labor relations, adds
requirement for practical experience in affirmative action)
A. Graduation from a NYS registered or regionally accredited university with a Master's degree in
Public Administration, Industrial or Labor Relations, Human Resource Management or a
closely related field with similar course curriculum and five (5) years of full-time paid
administrative experience, or its part-time paid equivalent, in human resource management.
Such experience shall have included experience in affirmative action or workforce
diversification, including practical experience conducting outreach or targeted
recruitment programs,job analysis from an anti-discrimination perspective, and/or the
analysis of managerial practices from an anti-discrimination perspective. At least two

years of the qualifying human resource management experience shall have included
supervisory responsibility; or
B. Graduation from a NYS registered or regionally accredited university with a Juris Doctor
degree and five (5) years of full-time paid administrative experience, or its part-time paid
equivalent, in human resource management. Such experience shall have included
experience in affirmative action or workforce diversification, including practical
experience conducting outreach or targeted recruitment programs, job analysis from an
anti-discrimination perspective, and/or the analysis of managerial practices from an
anti-discrimination perspective. At least two years of the qualifying human resource
management experience shall have included supervisory responsibility; or
C. Graduation from a NYS registered or regionally accredited college or university with a
Bachelor's degree in Public or Business Administration, Industrial or Labor Relations,
Human Resources Management, one of the recognized Social Sciences (i.e. Psychology,
Sociology, Human Services, etc), Education or a closely related field with similar course
curriculum and seven (7) years of full-time paid administrative experience, or its part-time paid
equivalent, in human resource management. Such experience shall have included
experience in affirmative action or workforce diversification, including practical
experience conducting outreach or targeted recruitment programs, job analysis from an
anti-discrimination perspective, and/or the analysis of managerial practices from an
anti-discrimination perspective. At least two years of the qualifying human resource
management experience shall have included supervisory responsibility; or
D. An equivalent combination of training and experience as defined by the limits of(A), (B) and
(C) above.
New Position Duties Statement and Adoption of Job Description: Ithaca City School District -
Microcomputer Technician
The Commissioner reviewed and discussed a New Position Duties Statement from the Ithaca City
School District and a proposed job description for Microcomputer Technician. Commissioner Perko
made a motion to adopt the job description as proposed and classify the position as Microcomputer
Technician. Seconded by Commissioner Desch. Motion carried 3-0.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service
examination matters. Seconded by Commissioner Desch. Motion carried 3-0. During Executive
Session, the Commission took the following actions:

Commissioner Perko made a motion to approve the Roster of Candidates for Occupational Therapist
Examination #42-259. Seconded by Commissioner Desch. Motion carried 3-0.
ESTABLISHMENT OF ELIGIBLE LIST
Commissioner Desch made a motion to establish the eligible lists listed below for the time period
indicated. Seconded by Commissioner Perko. Motion carried 3-0.
