HomeMy WebLinkAboutMN-CIV-1997-05-19 CIVIL SERVICE COMMISSION REGULAR MEETING May 19, 1997 Commissioners Present: Commissioner Bantuvanis, Commissioner Perko Commissioners Excused: Commissioner Desch Staff Present: Valerie Saul (Personnel Administrator) Others Present: Phyllis Radke (Deputy Building Commissioner & Co-Chair of the Affirmative Action Advisory Committee) Commissioner Bantuvanis called the meeting to order at 11:00 a.m. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the April 14, 1997 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0 NEW BUSINESS Affirmative Action Advisory Committee (AAAC) request to review and amend City job descriptions Personnel Administrator Saul updated the Commission on discussions the AAAC has been having with the City regarding workforce diversification. The AAAC is encouraging the City and its workforce to actively recognize the diversity of the community that we serve. The AAAC has requested that the Civil Service Commission amend all City job descriptions to include the ability to successfully work with and serve a diverse local community as a required skill. This recognition of the importance of such a skill will acknowledge the importance and relevance of workforce diversification, facilitate training efforts in this area, and set standards for workplace behavior. After discussion, Commissioner Perko made a motion to amend the "Full Performance Knowledges, Skills, Abilities and Personal Characteristics" section of all City job descriptions by adding "the ability to successfully work with and serve a diverse local community. Seconded by Commissioner Bantuvanis. Motion carried 2-0. AAAC request to conduct outreach recruitment for civil service examinations Personnel Administrator Saul brought forth two issues for discussion and consideration: 1. Whether to re-examine the current residency requirements for civil service exams, which limit the recruitment field to Tompkins County for many City jobs, and 2. Whether to hold the Code Inspector exam scheduled for June 7th, or delay it for a year to allow for more intensive recruitment efforts in a broader geographic region. The recruitment effort for the exam was limited to Tompkins County and yielded only 5 qualified applicants. There are no imminent vacancies. Civil Service Commission Meeting - May 19, 1997 Page 2 The Commission briefly discussed the broader issue of residency requirements and decided to discuss it more in depth at a future meeting when the full Commission is present. Deputy Building Commissioner and AAAC Co-Chair Phyllis Radke addressed the Commission on the issue of recruitment for the Code Inspector exam. Ms. Radke provided an overview of the job duties and skills required for the position. Ms Radke requested that the 1997 Code Inspector exam be cancelled due to an insufficient number of qualified applicants. As no immediate openings exist, the cancellation of the exam will not impede hiring efforts. Rather, it will provide the department with the opportunity to conduct an extensive outreach recruitment effort which can address both skill levels and workforce diversification. Ms. Radke also requested that the residency requirements be waived for the position. After discussion, Commissioner Bantuvanis made a motion to cancel the Code Inspector examination scheduled for June 7th. All current applications will be held over for the 1998 exam. Seconded by Commissioner Perko. Motion carried 2-0. Commissioner Bantuvanis made a motion to waive the residency requirements for the upcoming recruitment effort for Code Inspector and for the 1998 Code Inspector examination. Seconded by Commissioner Perko. Motion carried 2-0. New Position Duties Statement: DPW-Tree Trimmer The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works. Commissioner Perko made a motion to classify the position as Tree Trimmer. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Reclassification Request from Typist at the Ithaca City School District: The Commission reviewed and discussed Typist Jeanne Shay's request to reclassify her position to Senior Typist. The Commission reviewed Ms. Shay's Job Classification Questionnaire, the Typist and Senior Typist job descriptions, and the New Position Duties Statement submitted by the Ithaca City School District when the position was created in 1996. Personnel Administrator Saul reported on her interview with Ms. Shay. After discussion, the Commission determined that Ms. Shay's job duties had not changed substantially form those established when the position was created in 1996. The Commission determined that Ms. Shay's work remains within the scope of the Typist job description. Commissioner Perko made a motion to deny Ms. Shay's request to reclassify her position to Senior Typist. Seconded by Commissioner Bantuvanis. Motion carried 2-0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Perko. Motion carried 2-0. Seconded by Commissioner Bantuvanis. Motion carried 2-0. The Commission took a brief recess. NEW BUSINESS (continued) New Position Duties Statement and Adoption of Job Description: Director of Personnel Mayor Alan Cohen presented the New Position Duties Statement and proposed job description for Director of Personnel to the Commission. The Commission and the Mayor discussed the position. Commissioner Bantuvanis made a motion to adopt the job title and "Distinguishing Features of the Class", "Typical Work Activities", "Full Performance Knowledges, Skills, Abilities and Personal Characteristics", " Minimum Qualifications" and "Special Requirement A" sections of the proposed job description. Seconded by Commissioner Perko. Motion carried 2-0. The Commission did not adopt the proposed "Special Requirement B" which prohibited the Director from being related by blood, marriage, domestic partnership or emotional commitment to any other City employee. Commissioner Bantuvanis made a motion to classify the new position as Director of Personnel. Seconded by Commissioner Perko. Motion carried 2-0.
