HomeMy WebLinkAboutMN-CIV-1996-12-09 CIVIL SERVICE COMMISSION REGULAR MEETING December 9, 1996 Present: Commissioner Bantuvanis, Commissioner Perko, Commissioner Desch, Valerie Saul (Personnel Administrator) , Hugh Hurlbut (Labor Consultant) Commissioner Bantuvanis called the meeting to order at 11 :05 a.m. Commissioner Bantuvanis opened the meeting with a moment of silence to recognize the tragedy of the recent loss of Police Investigator Michael Padula. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the November meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Commissioner Desch arrived at the meeting. NEW BUSINESS NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: PLANNING DEPARTMENT - HISTORIC PRESERVATION AND NEIGHBORHOOD PLANNER The Commission reviewed and discussed a New Position Duties Statement from the Planning Department and a proposed job description for the position of Historic Preservation and Neighborhood Planner. It is not yet clear whether the position will actually be created. Commissioner Desch made a motion to classify the position as Historic Preservation and Neighborhood Planner and to adopt the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 3-0. NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - SENIOR TYPIST (12 MOS/FULL-TIME) The Commission reviewed a New Position Duties Statement for a position in the Office of State and Federal Programs, English as a Second Language, Testing and Evaluation. Commissioner Perko made a motion to classify the position as Senior Typist. Seconded by Commissioner Bantuvanis. Motion carried 3-0. NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - SENIOR TYPIST (12 MONTHS/FULL-TIME) The Commission reviewed a New Position Duties Statement for a position in the Office of Pupil Personnel. Commissioner Desch made a motion to classify the position as Senior Typist. Seconded by Commissioner Perko. Motion carried 3-0. Civil Service Commission Meeting - December 9, 1996 Page 2 NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - TYPIST (2) (12 MONTHS/19 HOURS WEEK) The Commission reviewed a New Position Duties Statement for two (2) part-time positions of Typist. One position is located in the Office of Fine Arts and Performing Arts; the other in the Office of Research and Development. Commissioner Desch made a motion to classify the positions as Typist. Seconded by Commissioner Perko. Motion carried 3-0. NEW POSITION DUTIES STATEMENT: ITHACA CITY SCHOOL DISTRICT - TYPIST (12 MONTHS/FULL-TIME) The Commission reviewed a New Position Duties Statement for a position in the Office of Information and Instructional Technology. Commissioner Desch made a motion to classify the position as Typist. Seconded by Commissioner Perko. Motion carried 3-0. REQUEST TO EXPAND RESIDENCY REQUIREMENTS FOR POLICE DISPATCHER EXAMINATION Personnel Administrator Saul requested a waiver of the Tompkins County residency requirement for Police Dispatcher examination no. 62-388 . The last three examinations (1994 , 1995 and 1996) have been limited to Tompkins County residents and have each yielded six or fewer candidates. There are currently four vacancies. Personnel Administrator Saul and Acting Police Chief Barnes request that the residency requirements be expanded to include the six (6) contiguous counties. Commissioner Perko made a motion to expand the residency requirements for Police Dispatcher Exam No. 62-388 to include the six (6) contiguous counties. Seconded by Commissioner Desch. Motion carried 3-0. NEW POSITION DUTIES STATEMENT: ITHACA HOUSING AUTHORITY - TENANT RELATIONS COORDINATOR The Commission reviewed a New Position Duties Statement from the Ithaca Housing Authority. The Ithaca Housing Authority is requesting that the Tenant Relations Specialist position that heads the Public Housing Unit be replaced with the title of Tenant Relations Coordinator. This change will make the classification consistent with that of the position that heads the Section 8 Unit. Commissioner Desch made a motion to authorize the use of the Tenant Relations Coordinator classification in the Public Housing Unit. Seconded by Commissioner Bantuvanis. Motion carried 3-0. NEW POSITION DUTIES STATEMENT AND ADOPTION OF A JOB DESCRIPTION: ITHACA FIRE DEPARTMENT - FIRE PREVENTION CODE ADMINISTRATOR This item was withdrawn from the agenda. OLD BUSINESS Civil Service Commission Meeting - December 9, 1996 Page 3 REQUEST TO AMEND SPECIAL REQUIREMENTS FOR ASSISTANT RECREATION SUPERVISOR The Commission reviewed a request from the Youth Bureau to clarify the Special Requirements section of the Assistant Recreation Supervisor job description by only requiring the lifesaving, water safety, first aid and CPR certifications for positions which have specific responsibility for the oversight or operation of municipal swimming pools. Commissioner Bantuvanis made a motion to amend the Special Requirements Section of the Assistant Recreation Supervisor job description to read as follows: "SPECIAL REQUIREMENTS: For Assistant Recreation Supervisor positions which have responsibility for the oversight or operation of municipal swimming pools, the following requirements apply: A. Candidates must possess the following certificates at the time of appointment and must maintain the certificates for the duration of employment: 1. American Red Cross (ARC) lifeguard training certificate 2. ARC water safety instructor certificate 3. ARC community first aid & safety or standard first aid certificate 4 . ARC CPR for the professional rescuer certificate Please Note: For all of the above certificates, an equivalent certificate(s) accepted by the NYS Department of Health will be accepted in place of ARC certificates. Additionally, higher level certification may be substituted for the required lower level certifications. B. Candidates must be certified as lifeguard training instructors at the time of appointment and must maintain certification for duration of employment. " Seconded by Commissioner Perko. Motion carried 3-0. COMMUNICATIONS Personnel Administrator Saul notified the Commission that the New York State Civil Service Commission approved their request to add the Ithaca City School District position of Director of Affirmative Action and Multicultural Education Services to the non-competitive class. CONTINUING BUSINESS APPROVAL OF ROSTER OF CANDIDATES FOR EXAMINATION Commissioner Perko made a motion to approve the Roster of Candidates for Police Officer examination no. 60-982 . Seconded by Commissioner Desch. Motion carried 3-0.
