Home My WebLink AboutMN-CIV-1996-10-07 :A CIVIL SERVICE COMMISSION REGULAR MEETING October 7 , 1996 Present: Commissioner Bantuvanis, Commissioner Perko, Commissioner Desch, Valerie Saul (Personnel Administrator) , Hugh Hurlbut (Labor Consultant) Commissioner Bantuvanis called the meeting to order at 11:05 a.m. APPROVAL OF MINUTES The proposed minutes of the September 9, 1996 Commission meeting contained a paragraph stating that the Commission had voted to establish the position of Licensed Practical Nurse. The Commission agreed that they had voted to table the position pending additional information from the Ithaca City School District. Commissioner Perko made a motion to delete the incorrect paragraph. Seconded by Commissioner Bantuvanis. Motion carried 2-0, with Commissioner Bantuvanis and Commissioner Perko voting in favor of the motion and Commissioner Desch abstaining because he had been excused from the meeting. Commissioner Perko made a motion to approve the minutes as amended. Seconded by Commissioner Bantuvanis. Motion carried 2-0, with Commissioner Perko and Commissioner Bantuvanis voting in favor of the motion and Commissioner Desch abstaining. NEW BUSINESS ADOPTION OF JOB DESCRIPTION: SYSTEMS ADMINISTRATOR The Commission reviewed and discussed a proposed job description for Systems Administrator for the City of Ithaca. The Commission did not feel it was appropriate to accept volunteer or hobbyist experience as qualifying experience. Commissioner Desch mad a motion to adopt the job specification as proposed, with the exception that volunteer experience will not be accepted as qualifying experience. Seconded by Commissioner Perko. Motion carried 3-0. AUTHORIZATION TO FILL SENIOR STENOGRAPHER POSITION ON TEMPORARY BASIS Personnel Administrator Saul requested authorization to make a temporary appointment to an existing permanent Senior Stenographer position in the Finance Department pursuant to Section 64.1.b of the Civil Service Law, for a period not to exceed 6 months. The position will be shared by the Personnel Department and the City Clerk's Office and will provide staff support while the Personnel Department is restructured and an employee in the City Clerk's Office is on a medical leave. Commissioner Perko made a motion to authorize a temporary appointment to the position of Senior Stenographer for the period October 7, 1996 to April 7, 1997. Seconded by Commissioner Desch. Motion carried 3-0. 4, Civil Service Commission Meeting - October 7, 1996 Page 2 AUTHORIZATION OF TEMPORARY DEPUTY CITY CHAMBERLAIN POSITION Common Council has temporarily re-instituted the Deputy City Chamberlain position pursuant to Sections C-21 and C-22 of the City Charter, for the period October 2, 1996 through November 27, 1996 to cover the medical leave of absence of the City Chamberlain. The position is allocated to the Exempt Class. Commissioner Desch made a motion to authorize the use of the Deputy City Chamberlain job classification for the period October 2, 1996 through November 27, 1996 as enacted by Common Council. Seconded by Commissioner Perko. Motion carried 3-0. OLD BUSINESS NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: ICSD - LICENSED PRACTICAL NURSE This agenda item remained tabled pending the receipt of the information requested from the Ithaca City School District.
