CIVIL SERVICE COMMISSION REGULAR MEETING September 9, 1996 Present: Commissioner Bantuvanis, Commissioner Perko, Hugh Hurlbut (Interim Personnel Administrator) , Denise Malone (Administrative Secretary) Excused: Commissioner Desch Commissioner Bantuvanis called the meeting to order at 11 :00 a.m. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes from the July 16, 1996 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW BUSINESS NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: ICSD - LICENSED PRACTICAL NURSE The Commission reviewed a New Position Duties Statement from the Ithaca City School District and the proposed job description for Licensed Practical Nurse. The Commission had a number of concerns that needed to be addressed. Commissioner Perko made a motion to table this item until the next meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Commissioner Perko made a motion to establish the position of Licensed Practice Nurse in the non-competitive class. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Interim Personnel Administrator Hurlbut will write Mr. Gary Slater, Interim Assistant Superintendent of the Ithaca City School District, to obtain a written answer to the concerns of the Commission. RESTRUCTURING AND POSSIBLE RE-CLASSIFICATION OF LEGAL ASSISTANT POSITION - CITY ATTORNEY'S OFFICE Interim Personnel Administrator Hurlbut explained to the Commission that the City Attorney's Office is requesting approval to fill, on a temporary basis, the upcoming vacant position of Legal Assistant. After discussion, Commissioner Bantuvanis made a motion to approve filling, in accordance with Section 64-1-B of the Civil Service Law, the upcoming vacant position of Legal Assistant in the City Attorney's Office on a temporary basis for six (6) months. Seconded by Commissioner Perko. Motion carried 2-0. CIVIL SERVICE STATUS CLARIFICATION OF NON-COMPETITIVE POSITIONS Interim Personnel Administrator Hurlbut showed the Commission the list of non-competitive positions in the Civil Service Rules. He asked the Commission to consider abolishing all part-time positions in the Non- competitive Class which are competitive class position except for the fact that they are part-time. After discussion, the Commissioner Perko made a motion to delete competitive titles that are listed as part-time in the Non- competitive Class of the Civil Service Rules. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Civil Service Commission Meeting - September 9, 1996 Page 2 REINSTATEMENT Interim Personnel Administrator Hurlbut explained to the Commission that an employee of the Ithaca City School District wants to be reinstated as a Typist. Mr. Hurlbut stated his concerns about granting the employee's request because the employee had not typed for a number of years. The Commission discussed the request. Commissioner Bantuvanis made a motion to reinstate Raquel Mercado as Typist as long as she takes and passes the typing performance test. Seconded by Commissioner Perko. Motion carried 2-0. AUTHORIZATION TO ESTABLISH ELIGIBLE LISTS Interim Personnel Administrator Hurlbut asked the Commission for the authority to establish, if necessary, an eligible list prior to Civil Service Commission meetings. Mr. Hurlbut stated that the established eligible lists would be brought to the next Commission meeting. Commissioner Bantuvanis made a motion to give authority to the Personnel Administrator to establish eligible lists when needed. Seconded by Commissioner Perko. Motion carried 2-0. CONTINUING BUSINESS APPROVAL OF PERSONNEL TRANSACTIONS Commissioner Perko made a motion to approve the Personnel Transactions listed below. Seconded by Commissioner Bantuvanis. Motion carried 2-0.
