HomeMy WebLinkAboutMN-CIV-1996-03-11 REGULAR MEETING CIVIL SERVICE COMMISSION March 11, 1996 Present: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator) , Bonnie Fiorille (Senior Stenographer) Commissioner Bantuvanis called the meeting to order at 11:08 a.m. CLASSIFICATION APPEAL HEARING Commissioner Bantuvanis noted that the classification appeal hearing scheduled for 10:15 a.m. had been postponed at the employee's request. The hearing will be rescheduled for the next Commission meeting. • PUBLIC HEARING REGARDING PROPOSED AMENDMENT TO CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the proposed amendment to Rule XXIV, Trainee Appointments, of the Civil Service Rules. Seconded by Commissioner Perko. Motion carried 2-0. The following legal notice was published in the Ithaca Journal: CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING "Please take notice that pursuant to Section 20 of the New York State Civil Service Law, the City of Ithaca Civil Service Commission will hold a public hearing on March 11, 1996, at 11:00 a.m. in the Second Floor Conference Room of City Hall - 108 East Green Street - Ithaca, NY 14850, for the purpose of amending Rule XXIV, Trainee Appointments, by adding specific language referring to licensing and certification requirements of certain traineeships. All interested parties and citizens for or against the adoption of this amendment to the Rules are invited to attend and be heard. " There were no persons present to address the Commission on the proposed amendment. Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner Perko. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes from the February 13 , 1996 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0 . i Civil Service Commission Meeting - March 11, 1996 Page 2 NEW BUSINESS RESOLUTION FOR AMENDMENT TO RULE XXIV - TRAINEE APPOINTMENTS - OF THE CIVIL SERVICE RULES Commissioner Perko made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on March 11, 1996, for the purpose of amending Rule XXIV = Trainee Appointments of the City of Ithaca Civil Service Rules by adding specific language referring to licensing and certification requirements, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that Rule XXIV, -of the City of Ithaca Civil Service Rules be amended to read as follows: RULE XXIV TRAINEE APPOINTMENTS The Civil Service Commission may require that permanent appointment or promotions to designated positions shall be conditioned upon the satisfactory completion of a term of service as a trainee in such a position or in an appropriate, lower training title or the completion of specified training or academic courses, and/or the attainment of an appropriate license or certification. The period of such term of training service shall be prescribed by the Civil Service Commission. Upon the satisfactory completion of such training term and its required training, coursework, licensing and/or certification, an appointee shall be entitled to full permanent status in the position for which,appointment was made. Any appointment hereunder shall be subject to such probationary period as is prescribed in these rules. Also, the employment of such person may be discontinued if his/her conduct, capacity or fitness is not satisfactory, or at any time if he/she fails to pursue or continue satisfactorily such training, academic courses, licensing or certification as may be required. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: ICSD - DIRECTOR OF AFFIRMATIVE ACTION AND MULTICULTURAL EDUCATION SERVICES The Commission reviewed a New Position Duties Statement and proposed job description for the position of Director of Affirmative Action and Multicultural Education Services. Commissioner Perko made a motion to classify the position as Director of Affirmative Action and Multicultural Education Services and to adopt the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Civil Service Commission Meeting - March 11, 1996 Page 3 AUTHORIZATION TO DIRECT PUBLIC HEARING TO AMEND RULES BY ADDING THE DIRECTOR OF AFFIRMATIVE ACTION AND MULTICULTURAL EDUCATION SERVICES TO THE NON- COMPETITIVE CLASS Personnel Administrator Saul advised the Commission that the Ithaca City School District has requested non-competitive status for the Director of Affirmative Action and Multicultural Education Services because many of the essential qualities of the position cannot be tested through written examination. Commissioner Bantuvanis made a motion to direct a public hearing to amend the Civil Service Rules by adding the position to the non- competitive class. The public hearing will be held on Tuesday - May 7, 1996 at 11:00 a.m. in the Third Floor Conference Room of City Hall. Seconded by Commissioner Perko. Motion carried 2-0. NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: ICSD - GRANT WRITER The Commission reviewed a New Position Duties Statement and proposed job description for the position of Grant Writer. Commissioner Bantuvanis made a motion to classify the position as Grant Writer and adopt the job specification as proposed. Seconded by Commissioner Perko. Motion carried 2-0. NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: ICSD - MICROCOMPUTER SPECIALISTS (2) The Commission reviewed a New Position Duties Statement and proposed job description for the two positions of Microcomputer Specialist. Commissioner Perko made a motion to classify the positions as Microcomputer Specialist and adopt the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 2-0. SELECTION OF PHYSICIAN FOR MEDICAL RE-EXAMINATION PURSUANT TO SECTION 72.2 OF THE CIVIL SERVICE LAW Personnel Administrator Saul advised the Commission that a City employee who is currently on a Section 72 leave has requested a medical re-examination for reinstatement to the employee's position. The Department Head is also requesting a re-examination to determine whether either reinstatement or a Section 73 termination are appropriate. The Commission reviewed the resumes of potential doctors. Commissioner Bantuvanis made a motion to designate Lawrence M. Carmen, MD as the physician to conduct the medical exam. Seconded by Commissioner Perko. Motion carried 2-0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss civil service examination matters. Seconded by Commissioner Perko. Motion carried 2-0.
