HomeMy WebLinkAboutMN-CIV-1996-02-13 REGULAR MEETING CIVIL SERVICE COMMISSION February 13 , 1996 Present: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator) Excused: Bonnie Fiorille (Senior Stenographer) Commissioner Bantuvanis called the meeting to order at 11:00 a.m. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the January 1996 Civil Service Commission meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW BUSINESS APPROVAL OF 1995 ANNUAL REPORT The Commission reviewed and discussed the 1995 Annual Report. Personnel Administrator Saul noted that the Occupational Therapist examination series needs to be added to the listing of decentralized exams. Commissioner Bantuvanis made a motion to approve the Annual Report, subject to the amendment to the decentralized exam listing. Seconded by Commissioner Perko. Motion carried 2-0. NEW POSITION DUTIES STATEMENT: YOUTH BUREAU - RECREATION LEADER The Commission reviewed a New Position Duties Statement from the Youth Bureau. Commissioner Bantuvanis made a motion to classify the position as Recreation Leader. Seconded by Commissioner Perko. Motion carried 2-0. NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB DESCRIPTION: DPW - ASSISTANT BUILDING SYSTEMS SUPERVISOR The Commission reviewed a New Position Duties Statement from the Department of Public Works and the proposed job description for Assistant Building Systems Supervisor. Commissioner Bantuvanis made a motion to classify the position as Assistant Building Systems Supervisor and adopt the job description as proposed. Seconded by Commissioner Perko. Motion carried 2- 0. NEW POSITION DUTIES STATEMENT: ICSD - TYPIST The Commission reviewed a New Position Duties Statement from the Ithaca City School District. Commissioner Perko made a motion to classify the position as Typist. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Civil Service Commission Meeting - February 13, 1996 Page 2 REQUEST TO DIRECT PUBLIC HEARING REGARDING AMENDMENT TO RULE XXIV - TRAINEE APPOINTMENTS The Commission reviewed and discussed revised language for Rule XXIV, Trainee Appointments. The revisions involve adding specific language referring to licensing and certification requirements of certain traineeships. Commissioner Perko made a motion to direct a public hearing on the proposed rule amendment for the next Civil Service Commission meeting, scheduled for Monday - March 11, 1996 at 11:00 a.m. Seconded by Commissioner Bantuvanis. Motion carried 2-0. REVISION OF WASTEWATER TREATMENT PLANT OPERATOR TRAINEE JOB DESCRIPTION The Commission reviewed and discussed a proposed revision to the Wastewater Treatment Plant Operator Trainee job description. The revision adds language making it clear that the maximum duration of the traineeship is four and one- half (4 1/2) years. Commissioner Bantuvanis made a motion to adopt the revised version of the Wastewater Treatment Plant Operator Trainee job description. Seconded by Commissioner Perko. Motion carried 2-0. OLD BUSINESS ITHACA HOUSING AUTHORITY CLASSIFICATION SURVEY - UPDATE Personnel Administrator Saul updated the Commission on the status of the Ithaca Housing Authority Classification Survey. One classification appeal was submitted. The Commission scheduled the appeal hearing for Monday - March 11, 1996 at 10: 15 a.m. RULES AMENDMENT ADDING POSITIONS OF SYSTEMS ADMINISTRATOR AND NETWORK ENGINEER TO THE NON-COMPETITIVE CLASS - UPDATE Personnel Administrator Saul advised the Commission that the proposed rules amendment adding the positions of Systems Administrator and Network Engineer to the Non-competitive Class was disapproved by the State Civil Service Commission. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss _ civil service examination matters. Seconded by Commissioner Perko. Motion carried 2-0 .
