CIVIL SERVICE COMMISSION

Commissioner Bantuvanis called the meeting to order at 11:02 a.m.
PUBLIC HEARING ON PROPOSED AMENDMENT TO CIVIL SERVICE RULES
Commissioner Bantuvanis made a motion to open the public hearing on the
proposed amendment to Rule XIV - Probationary Term of the Civil Service
Rules. Seconded by Commissioner Perko. Motion carried 2-0.
The following legal notice was published in the Ithaca Journal:
LEGAL NOTICE
CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING
"Please take notice that pursuant to Section 20 of the New York State Civil
Service Law, the City of Ithaca Civil Service Commission will hold a public
hearing on July 25, 1995, at 11:00 a.m. in the Second Floor Conference Room
of City Hall - 108 East Green Street - Ithaca, NY 14850, for the purpose of
amending Rule XIV, Probationary Term, by establishing a probationary term for
the position of Wastewater Treatment Plant Operator Trainee as not less than
three (3) months nor more than fifty-four (54) months.
All interested parties and citizens for or against the adoption of this
amendment to the Rules are invited to attend and be heabd."
There were no persons present to address the Commission on the proposed
amendment.
Commissioner Bantuvanis made a motion to close the public hearing. Seconded
by Commissioner Perko. Motion carried 2-0.
RESOLUTION FOR AMENDMENT TO RULE XIV - PROBATIONARY TERM OF THE CITY OF
ITHACA CIVIL SERVICE RULES
Commissioner Perko made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held
a public hearing on July 25, 1995, for the purpose of amending Rule XIV -
Probationary Term of the City of Ithaca Civil Service Rules by establishing
a distinct probationary term for the position of Wastewater Treatment Plant
Operator Trainee, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment,
and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT

RESOLVED, that Rule XIV, Section 1(b) of the City of Ithaca Civil Service
Rules be amended to read as follows:
b. The probationary term for training positions, in which an appointee is
required to serve a specific training term, shall not be less than
twelve (12) nor more than fifty-two (52) weeks; provided, however, that
the probationary term for Wastewater Treatment Plant Operator Trainee
shall not be less than three (3) months nor more than fifty-four (54)
months.
Seconded by Commissioner Bantuvanis. Motion carried 2-0.
APPROVAL OF MINUTES
Commissioner Perko made a motion to approve the minutes of the June 13 , 1995
meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0.
NEW BUSINESS
NEW POSITION DUTIES STATEMENTS AND ADOPTION OF JOB DESCRIPTION: ICSD -
SYSTEMS ADMINISTRATOR AND NETWORK ENGINEER
The Commission reviewed and discussed two New Position Duties Statements
submitted by the Ithaca City School District and the proposed job
descriptions of Systems Administrator and Network Engineer. Commissioner
Bantuvanis made a motion to classify the positions as Systems Administrator
and Network Engineer and to adopt the proposed job descriptions. Seconded
by Commissioner Perko. Motion carried 2-0.
Personnel Administrator Saul stated that the School District is requesting
that the positions of Systems Administrator and Network Engineer be allocated
to the non-competitive class and designated as confidential. Personnel
Administrator Saul supports the School District's request.
AUTHORIZATION TO DIRECT PUBLIC HEARING TO AMEND THE CIVIL SERVICE RULES BY
ADDING THE POSITIONS OF SYSTEMS ADMINISTRATOR AND NETWORK ENGINEER TO THE
NON-COMPETITIVE CLASS AND DESIGNATING THE POSITIONS AS CONFIDENTIAL
Commissioner Bantuvanis made a motion to direct a public hearing for the
September 11, 1995 Civil Service Commission meeting to amend the Civil
Service Rules by adding the positions of Systems Administrator and Network
Engineer to the non-competitive class and designating the positions as
confidential. Seconded by Commissioner Perko. Motion carried 2-0.
NEW POSITION DUTIES STATEMENT: DPW - ASSISTANT CIVIL ENGINEER; REVISION OF
JOB DESCRIPTIONS FOR ASSISTANT CIVIL ENGINEER AND JUNIOR ENGINEER
The Commission reviewed and discussed the New Position Duties Statement for
Assistant Civil Engineer. Superintendent of Public Works Gray explained to
the Commission that the Engineering Office is undergoing a reorganization.
Superintendent Gray will be asking Common Council to fund two Assistant Civil
Engineer positions. One position is already authorized by the Commission.
The New Position Duties Statement reflects his request for the second
position.

Superintendent Gray also presented updated versions of the Assistant Civil
Engineer and Junior Engineer job descriptions. They more accurately reflect
the current activities of the positions.
Commissioner Bantuvanis made a motion to classify the requested new position
as Assistant Civil Engineer and to revise the current job description for
Junior Engineer and Assistant Civil Engineer as requested. Seconded by
Commissioner Perko. Motion carried 2-0.
NEW POSITION DUTIES STATEMENT: ICSD - TYPISTS
The Commission reviewed the New Position Duties Statement submitted by the
ICSD for Typist. Commissioner Perko made a motion to classify the two
positions as Typist. Seconded by Commissioner Bantuvanis. Motion carried
2-0.
REVIEW OF EXECUTIVE DIRECTOR ITHACA HOUSING AUTHORITY JURISDICTIONAL CLASS
Pursuant to Section 41.2 of the Civil Service Law, the Commission reviewed
the appropriateness of continued Exempt class status for the Executive
Director of the Ithaca Housing Authority.
Commissioner Bantuvanis made a motion to retain the position of Executive
Director in the exempt class. Seconded by Commissioner Perko. Motion
carried 2-0
AUTHORIZATION TO DIRECT PUBLIC HEARING
Personnel Administrator Saul explained to the Commission that the Engineering
Department hires high school and college students as Engineering Aides and
Engineering Technicians on a seasonal basis. The position of Clerk is also
used in other departments on a seasonal basis. Personnel Administrator Saul
is recommending that these seasonal positions be added to the non-competitive
class of the Civil Service Rules.
Commissioner Bantuvanis made a motion to direct a public hearing on September
11, 1995 to amend Appendix B of the Civil Service Rules by adding the
following positions to the non-competitive class: Engineering Aide
(Seasonal) ; Engineering Technician (Seasonal) and Clerk (Seasonal) . Seconded
by Commissioner Perko. Motion carried 2-0.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss
civil service examination matters. Seconded by Commissioner Perko. Motion
carried 2-0. During Executive Session, the Commission took the following
actions.

by Commissioner Bantuvanis. Motion carried 2-0.
