HomeMy WebLinkAboutMN-CIV-1995-02-14 REGULAR MEETING CIVIL SERVICE COMMISSION February 14, 1995 Present: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator) , Bonnie Fiorille (Senior Stenographer) Excused: Commissioner Middleton Commissioner Bantuvanis called the meeting to order at 11:00 a.m. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the January 9, 1995 Civil Service Commission meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW BUSINESS MEDICAL AND PHYSICAL FITNESS STANDARDS FOR POLICE OFFICERS AND FIREFIGHTERS Personnel Administrator Saul advised the Commission that the Municipal Police Training Council has issued proposed revised medical and physical fitness standards for Police Officers. They are currently open for public comment. The Fire Department is also exploring the possibility of asking the Commission to adopt the NFPA medical and physical fitness standards for Firefighters. REVISION OF MINIMUM QUALIFICATIONS AND SPECIAL REQUIREMENTS FOR GORGE RANGER The Six Mile Creek Committee has requested that the Commission delete the current minimum qualifications and special requirements for the Gorge Ranger position and replace them with required pre-employment training in Security Guard activities, First Aid and CPR. The training would be paid for by the City. The proposed change should facilitate our recruitment efforts, while still ensuring that employees possess the required skills. Commissioner Perko made a motion to delete the existing Minimum Qualifications and Special Requirements and replace them with the following Special Requirements: "1. Candidates will be required to successfully complete pre-employment and on the job training to obtain a license under the Security Guard Act; and 2. Candidates will be required to successfully complete pre-employment training in First-Aid and CPR, and obtain a certification in these skills. " Seconded by Commissioner Bantuvanis. Motion carried 2-0. Civil Service Commission Meeting - February 14, 1995 Page 2 NEW POSITION DUTIES STATEMENT: DPW - TREE TRIMMER The Commission reviewed a New Position Duties Statement from the Department of Public Works. Commissioner Bantuvanis made a motion to classify the position as Tree Trimmer. Seconded by Commissioner Perko. Motion carried 2-0. CHANGE IN TITLE: ASSISTANT SUPERVISOR OF REFUSE AND RECYCLING TO SUPERVISOR OF REFUSE AND RECYCLING The Commission reviewed Assistant Superintendent of Public Works Richard Ferrel's request to amend the Assistant Supervisor of Refuse and Recycling job specification by changing the title to Supervisor of Refuse and Recycling and changing the title of the immediate supervisor from Streets and Sanitation Supervisor to Assistant Superintendent of Public Works. The Streets and Sanitation Supervisor is retiring and the new incumbent will no longer supervise the Refuse Collection and Recycling operations. The current Assistant Supervisor of Refuse and Recycling will now report directly to the Assistant Superintendent of Public Works. Other than the reporting relationship, the job duties of the Assistant Supervisor of Refuse and Recycling will not change. Commissioner Perko made a motion to change the title of Assistant Supervisor of Refuse and Recycling to Supervisor of Refuse and Recycling, and to amend the reporting relationship as requested. Seconded by Commissioner Bantuvanis. Motion carried 2-0. REQUEST TO EXTEND LEAVE OF ABSENCE The Commission reviewed a request from Assistant Superintendent Richard Ferrel to extend a one-year leave of absence granted to Automotive Mechanic David Krebs for one additional year pursuant to Civil Service Rule XIX, 2. The leave was granted to allow for the resolution of Mr. Krebs' provisional appointment as Assistant Water/Wastewater Treatment Plant Mechanic. The exam was originally scheduled for September 1994, but the State Civil Service Department postponed it until April 1995. Commissioner Bantuvanis made a motion to grant David Krebs an additional one year leave of absence from his Automotive Mechanic position for the period January 23 , 1995 through January 23 , 1996. Seconded by Commissioner Perko. Motion carried 2-0. RECLASSIFICATION REQUEST AND ADOPTION OF JOB DESCRIPTION: YOUTH BUREAU - RECREATION FACILITIES MANAGER The Commission reviewed the Job Classification Questionnaire completed by Recreation Supervisor John Doyle. Personnel Administrator Saul advised the Commission that her audit of Mr. Doyle's job indicates that the work he performs is beyond the scope of his current Recreation Supervisor job description. Ms. Saul is recommending that Mr. Doyle's position be reclassified to Recreation Facilities Manager and that the proposed job description be adopted. Commissioner Perko made a motion to reclassify John Doyle's position from Recreation Supervisor to Recreation Facilities Manager and to adopt the Recreation Facilities Manager job description. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Civil Service Commission Meeting - February 14, 1995 Page 3 RECLASSIFICATION REQUEST AND ADOPTION OF JOB DESCRIPTION: YOUTH BUREAU - SPECIAL ASSISTANT TO THE YOUTH BUREAU DIRECTOR The Commission reviewed the Job Classification Questionnaire completed by Administrative Assistant Alice Green. Personnel Administrator Saul advised the Commission that her audit of Ms. Green's job indicates that the work she performs is beyond the scope of her current Administrative Assistant job description. Ms. Saul is recommending that Ms. Green's position be reclassified to Special Assistant to the Youth Bureau Director and that the proposed job description be adopted. Commissioner Bantuvanis made a motion to reclassify Alice Green's position from Administrative Assistant to Special Assistant to the Youth Bureau Director and to adopt the Special Assistant to the Youth Bureau Director job description. Seconded by Commissioner Perko. Motion carried. 2-0. REQUEST TO ADD COMMERCIAL DRIVERS' LICENSE REQUIREMENT TO FIREFIGHTER JOB DESCRIPTION The Commission reviewed and discussed Fire Chief Brian Wilbur's request to add a Class B Commercial Drivers' License as a Special Requirement to the Firefighter job description. The license would be a requirement at the time of appointment, but would not be required at the time of examination. Commissioner Bantuvanis made a motion to amend Special Requirement # 1 of the Firefighter job description to read as follows: "1. Possession of a NYS Class B Commercial Driver's License at the time of appointment and maintenance of said license for the duration of employment. " Commissioner Bantuvanis also asked Ms. Saul to advise Fire Chief Wilbur that the Commission recommends that he strongly encourage all of the current Firefighters to obtain Commercial Drivers' Licenses as well. Seconded by Commissioner Perko. Motion carried 2-0. APPROVAL OF 1994 ANNUAL REPORT The Commission reviewed and discussed the 1994 Annual Report. Commissioner Perko made a motion to approve the 1994 Annual Report and submit it to the New York State Civil Service Department. Seconded by Commissioner Bantuvanis. Motion carried 2-0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters.
