Commissioner Bantuvanis called the meeting to order at 11:05 a.m.
PUBLIC HEARING ON PROPOSED AMENDMENT TO CIVIL SERVICE RULES
Commissioner Bantuvanis made a motion to open the public hearing on the
proposed amendment to Appendix B - Noncompetitive Class of the Civil Service
Rules. Seconded by Commissioner Perko. Motion carried 2-0.
The following legal notice was published in the Ithaca Journal:
LEGAL NOTICE
CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING
"Please take notice that pursuant to Section 20 of the New York State Civil
Service Law, the City of Ithaca Civil Service Commission will hold a public
hearing on October 17, 1994 at 11:00 a.m. in the Second Floor Conference Room
- City Hall - 108 East Green Street - Ithaca, New York, for the purpose of
amending Appendix B of the City of Ithaca Civil Service Rules by adding
designated positions to which appointments are made pursuant to Section 55a
of the New York State Civil Service Law to the non-competitive class.
All interested parties and citizens for or against the adoption of this
amendment to the Rules are invited to attend and be heard."
There were no persons present to address the Commission on the proposed
amendment.
Commissioner Bantuvanis made a motion to close the public hearing. Seconded
by Commissioner Perko. Motion carried 2-0.
RESOLUTION FOR AMENDMENT TO APPENDIX B - NONCOMPETITIVE CLASS OF THE CITY OF
ITHACA CIVIL SERVICE RULES
Commissioner Perko made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held
a public hearing on October 17, 1994, for the purpose of amending Appendix
= Non Competitive Class of the City of Ithaca Civil Service Rules by adding
designated positions filled pursuant to Section 55a of the New York State
Civil Service Law, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment,
and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT
RESOLVED, that Appendix B be amended by adding the following language:

Section 55a - designated positions in titles where the incumbent
is certified either by the Commission for the Blind and Visually
Handicapped in the State Department of Social Services as being
physically disabled by blindness or by the State Education
Department as otherwise physically or mentally disabled.
Seconded by Commissioner Bantuvanis. Motion carried 2-0.
APPROVAL OF MINUTES
Commissioner Perko made a motion to approve the minutes of the September 15,
1994 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss
civil service examination matters. Seconded by Commissioner Perko. Motion
carried 2-0. During Executive Session, the Commission took the following
