REGULAR MEETING CIVIL SERVICE COMMISSION September 15, 1994 Present: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator) , Bonnie Fiorille (Senior Stenographer) , Allen Green (Youth Development Coordinator) Arrived Late: Commissioner Middleton Commissioner Bantuvanis called the meeting to order at 9:33 a.m. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the July 12, 1994 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW BUSINESS NEW POSITION DUTIES STATEMENT: YOUTH BUREAU - YOUTH DEVELOPMENT PROGRAM LEADER (2) The Commissioner reviewed two New Position Duties Statements from the Youth Bureau. One New Position Duties Statement is for a full-time position which will replace two part-time positions in the Paul Schreurs Memorial Program. The second New Position Duties Statement is for a new position at the Alternative Community School. Commissioner Bantuvanis made a motion to classify both positions as Youth Development Program Leader. Seconded by Commissioner Perko. Motion carried 2-0. (Commissioner Middleton arrived. ) NEW POSITION DUTIES STATEMENT: CITY CHAMBERLAIN'S OFFICE - ACCOUNT CLERK- TYPIST The Commission reviewed a New Position Duties Statement from the City Chamberlain's Office. Commissioner Perko made a motion to classify the position as Account Clerk-Typist. Seconded by Commissioner Middleton. Motion carried 3-0. NEW POSITION DUTIES STATEMENT: BUILDING DEPARTMENT - TYPIST The Commission reviewed a New Position Duties Statement from the Building Department. Commissioner Middleton made a motion to classify the position as Typist. Seconded by Commissioner Perko. Motion carried 3-0. NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB SPECIFICATION FOR LEGAL ASSISTANT The Commissioner reviewed and discussed a New Position Duties Statement submitted by the City Attorney's Office and the proposed job description for Legal Assistant. Commissioner Middleton made a motion to classify the position as Legal Assistant and to adopt the job description as proposed. Seconded by Commissioner Perko. Motion carried 3-0. Civil Service Commission Meeting - September 15, 1994 Page 2 REVISION OF JOB DESCRIPTION - POLICE OFFICER Personnel Administrator Saul advised the Commission that the State Legislature recently revised Section 58 of the New York State Civil Service law by removing the upper age limit for the appointment of Police Officers. Commissioner Middleton made a motion to amend the Police Officer job description by eliminating the upper age limit in accordance with the statutory change. Seconded by Commissioner Perko. Motion carried 3-0. AMENDMENT OF METER SERVICER ELIGIBLE LISTS #76-625 AND 160-859 The Commission reviewed the eligibility of Brenda Smith as a candidate on the Meter Servicer Eligible List #76-625. The Commission noted that Ms. Smith did not possess permanent competitive class status as required for participation in the exam. The Commission also noted that Ms. Smith would not have been eligible for any type of promotional examination because her civil service status is part-time non-competitive class. Ms. Smith does meet the open-competitive qualifications. Commissioner Perko made a motion to disqualify Ms. Smith from Meter Servicer eligible list #76-625 for failing to meet the required qualifications, and to amend Meter Servicer eligible list #60-859 by adding Ms. Smith at the appropriate rank indicated by her test score. Seconded by Commissioner Middleton. Motion carried 3-0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters. Seconded by Commissioner Perko. Motion carried 3-0.
