CIVIL SERVICE COMMISSION

Commissioner Bantuvanis called the meeting to order at 11:05 a.m.
APPROVAL OF MINUTES
Commissioner Perko made a motion to approve the minutes of the June 14, 1994
meeting. Seconded by Commissioner Bantuvanis. Motion carried.
NEW BUSINESS
NEW POSITION DUTIES STATEMENT AND ADOPTION OF JOB SPECIFICATION: BUILDING
DEPARTMENT - CODE INSPECTOR
Building Commissioner Eckstrom presented a New Position Duties Statement to
classify seven new Code Inspector positions. Building Commissioner Eckstrom
explained that the purpose of creating the Code Inspector positions is to
allow more flexibility within the department. A Code Inspector would inspect
buildings and structures in the process of construction and inspect existing
buildings and structures to determine safe maintenance and compliance.
Senior Stenographer Fiorille explained that these positions need to be
classified and the job specification needs to be adopted. Commissioner Perko
made a motion to classify seven (7) Code Inspector positions and adopt the
job specification. Seconded by Commissioner Bantuvanis. Motion carried.
NEW POSITION DUTIES STATEMENT: CLERK'S OFFICE - SENIOR TYPIST
The Commission reviewed a New Position Duties Statement submitted by the
Clerk's Office for a part-time Senior Typist. Commissioner Bantuvanis made
a motion to classify one part-time Senior Typist position. Seconded by
Commissioner Perko. Motion carried.
NEW POSITION DUTIES STATEMENT: POLICE DEPARTMENT - COMMUNITY SERVICE OFFICER
The Commission reviewed a New Position Duties Statement from the Ithaca
Police Department for the position of Community Service Officer.
Commissioner Bantuvanis made a motion to classify the position of Community
Service Officer. Seconded by Commissioner Perko. Motion carried.
AUTHORIZATION TO DIRECT PUBLIC HEARING
Commissioner Perko made a motion to direct a public hearing on September 13,
1994 to amend Appendix B of the Civil Service Rules by adding all
appointments made pursuant to Section 55a of the Civil Service Law to the
non-competitive class. Seconded by Commissioner Bantuvanis. Motion carried.

REVISION OF MINIMUM QUALIFICATIONS: YOUTH BUREAU - YOUTH RELATED JOB TITLES
Senior Stenographer Fiorille informed the Commission that the language
adopted at the September 14, 1992 meeting as revised minimum qualifications
for the youth related job descriptions does not represent all of the
revisions that were intended. The minimum qualifications were only expanded
to the extent that teaching experience was recognized as acceptable
qualifying experience. The Youth Bureau had requested and intended to expand
the qualifications to include all types of educational support services, not
just teaching. Therefore, the Personnel Department and the Youth Bureau
Director are jointly recommending that the Commission amend all youth related
job descriptions by replacing the phrase "full time teaching experience or
experience working in human services involving direct services to clientele"
with the phrase "full time paid experience, or its part time and, or
volunteer equivalent, either working in a human services agency in a capacity
which involves the provision of direct services to clientele, or working in
an educational environment as a teacher, teacher assistant, teacher aide or
similar position providing direct educational services or support to youth. "
Commissioner Perko made a motion to amend the requirements of all your
related job descriptions as recommended by the Personnel Department and the
Youth Bureau Director. Seconded by Commissioner Bantuvanis. Motion carried
unanimously.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss
Civil Service examination matters. Motion carried. After Executive Session,
the Commission took the following actions:
