CIVIL SERVICE COMMISSION

Commissioner Bantuvanis called the meeting to order at 11:05 a.m.
APPROVAL OF MINUTES
Commissioner Perko made a motion to approve the minutes of the April 11, 1994
meeting and the Special Meeting of April 18, 1994. Seconded by Commissioner
Bantuvanis. Motion carried.
NEW BUSINESS
NEW POSITION DUTIES STATEMENTS: YOUTH BUREAU - CUSTODIAL WORKER AND
MAINTENANCE WORKER
The Commission reviewed two New Position Duties Statements from the Youth
Bureau. Commissioner Bantuvanis made a motion to classify one position as
Custodial Worker and one position as Maintenance Worker. The new Youth
Bureau positions reflect existing DPW positions that are being transferred
to the Youth Bureau. Seconded by Commissioner Perko. Motion carried.
DESIGNATION OF PHYSICIAN FOR SECTION 72 EXAMINATION
Personnel Administrator Saul reported to the Commission that the City is
concerned that it may be necessary to place an employee on medical leave due
to a possible disability that is not job related; and because of the duties
of this position, the City felt it was necessary to make this determination
immediately. As Executive Secretary to the Commission, Personnel
Administrator Saul has designated Riverfront Medical Services (Syracuse
Office) to make this determination. Personnel Administrator Saul is
requesting that the Commission confirm the designation of Riverfront Medical'
Services as the appropriate medical authority. Commissioner Bantuvanis made
a motion to confirm the designation of Riverfront Medical Services to conduct
the Section 72 medical examinations. Seconded by Commissioner Perko. Motion
carried.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss
Civil Service examination matters. Motion carried. After Executive Session,
the Commission took the following actions:

Commissioner Perko made a motion to accept the following Personnel

OLD BUSINESS
PROPOSED STATE LEGISLATION AMENDING THE RULE OF 3 TO A RULE OF 10
The Commission discussed the proposed legislation amending the Rule of 3 to
a Rule of 10. After lengthy discussion the Commission decided that, although
they agreed that the Rule of 3 was too limiting, they would not support the
proposed legislation to increase it to a Rule of 10, because they felt a Rule
of 10 was too large. They would, however, support future legislation
amending the Rule of 3 to a Rule of 5 or 6.
With no further business, the meeting was adjourned at 11:40 a.m.
