Home My WebLink AboutMN-CIV-1991-10-15 • REGULAR MEETING CIVIL SERVICE COMMISSION October 15, 1991 PRESENT: Commissioner Bantuvanis, Commissioner Middleton, Commissioner Perko, Valerie Saul (Personnel Administrator) , Lisa Patz (Personnel Associate) , Bonnie Fiorille (Senior Stenographer) Commissioner Bantuvanis called the meeting to order at 3:47 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the minutes of the September 9, 1991 meeting. Seconded by Commissioner Bantuvanis. Motion carried. NEW BUSINESS NEW POSITION DUTIES STATEMENT: TENANT RELATIONS ASSISTANT - ITHACA HOUSING AUTHORITY The Commission reviewed the new position duties statement for Tenant Relations Assistant at the Ithaca Housing Authority. Commissioner Bantuvanis made a motion to classify the new Tenant Relations Assistant position. Seconded by Commissioner Perko. Motion carried. NEW POSITION DUTIES STATEMENT: SCHOOL BUS DRIVER - ITHACA CITY SCHOOL DISTRICT The Commission reviewed the New Position Duties Statement to classify ten new School Bus Driver positions. Commissioner Perko made a motion to classify the ten positions as School Bus Drivers. Seconded by Commissioner Bantuvanis. Motion carried. NEW POSITION DUTIES STATEMENT: CUSTODIAL WORKER - ITHACA CITY SCHOOL DISTRICT Personnel Associate Patz explained to the Commission that the School District is deleting one custodian position and creating a custodial worker position. Commissioner Perko made a motion to classify the Custodial Worker position at the Ithaca City School District. Seconded by Commissioner Bantuvanis. Motion carried. ADOPTION OF JOB DESCRIPTIONS FOR ASSISTANT BAKER, BAKER, ASSISTANT COOK, COOK Personnel Associate Patz explained to the Commission that while she was reviewing the payroll certification for the Ithaca City School District, she had noticed that the school district was using the titles of Assistant Baker, Baker, Assistant Cook and Cook. However, these titles have not been formally classified as roster positions. Personnel Associate Patz met with the school district to determine the actual duties performed and to prepare job descriptions for the positions of Assistant Baker, Baker, and Assistant Cook, and to revise the job description for School Lunch Cook. J Civil Service Commission Meeting October 15, 1991 Page 2 Commission Perko made a motion to classify the positions of Assistant Baker, Baker, Assistant Cook and to assign them to the non-competitive class, and to revise the job description for the School Lunch Cook position. Seconded by Commissioner Bantuvanis. Motion carried. Personnel Administrator Saul stated that she would publish a legal notice in the Ithaca Journal for a Public Hearing to add the positions of "Assistant Baker" , "Baker" and "Assistant Cook" to the non-competitive class. The Public Hearing was scheduled for December 9 , 1991. AMEND ALL CITY JOB DESCRIPTIONS TO INCLUDE ASSISTANCE TO THE DISABLED Personnel Administrator Saul explained to the Commission that the City's job descriptions were never amended in 1985 as requested in the Report on the Accessibility of City Programs, Activities, Services and Facilities to the Handicapped. Personnel Administrator Saul is requesting that all City job descriptions be amended to include a generic statement that City staff will assist persons with disabilities in reaching less accessible areas of City buildings. Commissioner Perko made a motion to authorize the Personnel Department to add the above stated language to all City job descriptions. Seconded by Commissioner Bantuvanis. Motion carried. EXAMINATION FEES Personnel Administrator Saul explained to the Commission that Common Council had voted 7-3 not to implement application fees. Personnel Administrator Saul stated that she has requested an opinion from Rich Ciprioni of New York State Civil Service as to what happens when Common Council and Civil Service Commission are not in agreement. Mr. Ciprioni will review this and get beck to her. Personnel Administrator Saul stated that the Commission can reinstitute a waiver of the application fees; or wait until a response is received from Mr. Ciprioni. The Commission will wait for a response from Mr. Ciprioni. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters.
