CIVIL SERVICE COMMISSION
September 9, 1991

Commissioner Bantuvanis called the meeting to order at 3 :48 p.m.
APPROVAL OF MINUTES
Commissioner Perko made a motion to accept the minutes of the July 15, 1991
meeting. Seconded by Commissioner Bantuvanis. Motion carried.
NEW BUSINESS
Personnel Administrator Saul introduced Rick Ferrel as the new Assistant
Superintendent of Public Works for Streets & Facilities. Assistant
Superintendent Ferrel was congratulated on his appointment.
REVISION OF MOTOR EQUIPMENT MAINTENANCE SUPERVISOR JOB DESCRIPTION
Personnel Administrator Saul explained to the Commission that she asked
Assistant Superintendent Ferrel to review the job description to see if it
is accurate. Assistant Superintendent Ferrel recommended revisions,
including the addition of job duties that are missing from the typical work
activities section and the addition of special requirements to include the
following: Possession of a valid NYS Drivers License at the time of
appointment and maintenance of said license for the duration of employment;
Possession of a valid NYS motor vehicle inspectors license at the time of
appointment and maintenance of said license for the duration of employment.
Commissioner Perko made a motion to amend the Motor Equipment Maintenance
Supervisor job description to include the above changes. Seconded by
Commissioner Bantuvanis. Motion carried.
NEW POSITION DUTIES STATEMENT: YOUTH PROGRAM COORDINATOR - YOUTH BUREAU
Youth Development Coordinator Green explained to the Commission that this is
a position funded by a grant from the State through the Ithaca City School
District. This position will be in the ACE Program (Access to College
Employment) . Youth Development Coordinator Green gave the Commission a brief
description of the ACE Program.
Commissioner Bantuvanis made a motion to classify the new position as Youth
Program Coordinator. Seconded by Commissioner Perko. Motion carried.

NEW POSITION DUTIES STATEMENT: RECORDS MANAGEMENT COORDINATOR & TYPIST -
CITY CLERK'S OFFICE
City Clerk Paolangeli explained to the Commission that they received a grant
from the State Education Department for the purpose of developing management
and a record retention program in the City of Ithaca. The funding for these
positions is through June of 1992. They will re-apply for another grant in
February.
The Records Management Coordinator will be responsible for conducting an
inventory of all City records and disposing of obsolete records, while
following NYS Records Retention and Disposition guidelines.
The Typist position will work with the Records Management Coordinator in
organizing and preparing a work plan; assisting Records Management
Coordinator in conducting an inventory of all city records; typing, filing,
copying and assisting in preparation of reports.
The Commission reviewed and discussed this request. Commissioner Perko made
a motion to classify the new positions as Records Management Coordinator and
Typist in the City Clerk's Office. Seconded by Commissioner Bantuvanis.
Motion carried.
NEW POSITION DUTIES STATEMENT: SENIOR TYPIST - ITHACA CITY SCHOOL DISTRICT
The Commission reviewed the New Position Duties Statement for Senior Typist
in the Office of Curriculum and Staff Development.
Commissioner Bantuvanis made a motion to classify the new Senior Typist
position. Seconded by Commissioner Perko. Motion carried.
RESIDENCY REQUIREMENTS FOR CIVIL SERVICE EXAMS
Personnel Administrator Saul explained to the Commission that most positions
that we advertise for have a requirement that a candidate must be a resident
of Tompkins County or one of its six contiguous counties, which generates
more job applicants than the City generally needs. Personnel Administrator
Saul is recommending that we amend our residency requirements to the
following:
1. Promotional Examinations - no residency requirement;
2. Job titles used exclusively by the City of Ithaca - restrict to Tompkins
County residents only;
3 . Managerial Positions - no residency requirement;
4. Eligible List shared with Ithaca City School District and Ithaca Housing
Authority - Tompkins County and six contiguous counties;
5. If there is not an adequate pool of applicants, a department head can
request a waiver of the above restrictions from the Commission.
Personnel Administrator Saul stated that these amendments would reduce our
advertising and examination costs and allow applicants who live in Tompkins
County a better opportunity for seeking employment with the City. The
Tompkins County restriction would also facilitate the employment of local
minorities by the City. The Affirmative Action Committee and the Mayor are
in favor of restricting residency requirements.

Commissioner Perko made a motion to establish new residency requirements as
stated above. Seconded by Commissioner Bantuvanis. Motion carried.
Commissioner Bantuvanis stated that if the new requirements created
recruitment difficulties, the Commission would be willing to reinstate the
original residency requirements.
OLD BUSINESS
APPLICATION FEES
The Commission reviewed and discussed the issue of Civil Service application
fees. Commissioner Bantuvanis made a motion to implement the following
application fees. Seconded by Commissioner Perko. Motion carried.
1. Amount of fee: $7.00
2. Waiver Policy: None
3 . Fee Refunds: None
4. Implementation Date: January 1, 1992
5. Disposition of Applications submitted without fee: If fee is not
received by deadline, the application will be disapproved.
Common Council will also need to approve the implementation of application
fees.
CONTINUING BUSINESS
Commissioner Bantuvanis made a motion to go into Executive Session to discuss
Civil Service examination matters. Motion carried. After Executive Session,
the Commission took the following actions.
