HomeMy WebLinkAboutMN-CIV-1991-06-10 REGULAR -MEETING CIVIL SERVICE COMMISSION June 10, 1991 PRESENT: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator) , Lisa Patz (Personnel Associate) , Bonnie Fiorille (Senior Stenographer) , Marcia Fort (Activities Center Coordinator) ABSENT: Commissioner Middleton Commissioner Bantuvanis called the meeting to order at 4:07 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the minutes of the May 13, 1991 meeting. Seconded by Commissioner Bantuvanis. Motion carried. NEW BUSINESS NEW POSITION DUTIES STATEMENT: TYPIST - POLICE DEPARTMENT (2) Personnel Administrator Saul explained to the Commission that the Police Department is eliminating one Police Officer position (due to retirement) in the Records Department and creating two new typist positions. After reviewing the New Position Duties Statement, Commissioner Bantuvanis made a motion to classify two new positions as Typist. Seconded by Commissioner Perko. Motion carried. REQUEST TO AMEND WASTEWATER TREATMENT PLANT OPERATOR TRAINEE AND WASTEWATER TREATMENT PLANT OPERATOR JOB DESCRIPTIONS CSEA Adminiztrative Unit President William Baker requested that the following memo be added to the minutes: "To: Valerie Saul, Personnel Administrator From: William R. Baker, C.S.E.A. Admin. Unit President Re: Amend Wastewater treatment plant operator trainee and Wastewater treatment plant operator job descriptions Date: June 7, 1991 I will be unable to attend the June 10, 1991 Civil Service meeting and by this memo confirm our discussion on May 30, 1991 and the Unions support of this amendment. I respectfully suggest that the minimum qualifications be amended to a format that states possession of a Grade II-A certificate. I also suggest that the "special requirements for acceptance of application" is in need of amendment, as it is true it is a I-A plant, but only need II-A certificate to work and the current wording of Special Requirements for Acceptance of Application is very restrictive for the City and not the norm of the industry, as only the Chief and Ass't Chief Operators are required to have a I-A Certificate. I respectfully request this memo be in the minutes of the June 10, 1991 Civil Service meeting. " Civil Service Commission Meeting June 10, 1991 Page 2 Personnel Administrator Saul explained to the Commission that the current job description of Wastewater Treatment Plant Operator Trainee establishes a fixed training period of one year, during which time employees in this class are required to satisfactorily complete the training and experience requirements of the the New York State Sanitary Code for a certificate appropriate to the plant. Personnel Administrator Saul stated that trainees usually complete their training and obtain their II-A operator certificates in a shorter time than the prescribed year, but cannot be promoted to the Operator position until the one year traineeship is completed. Personnel Administrator Saul is recommending that a traineeship of flexible duration be established, and the job description to read as follows: Employees serve a training term which is a minimum of six months in duration and a maximum of one year. During this training term, employees are required to satisfactorily complete the training and experience requirements of the NYS sanitary code for an operators certificate appropriate to the plant. Once an employee in this class has served at least six months as a trainee, obtained the appropriate operator's certificate, and successfully completed his/her probationary period, the employee is eligible for promotion to the position of Wastewater Treatment Plant Operator without further examination. Personnel Administrator Saul also stated that the minimum qualifications and the special requirements of the job description for the Wastewater Treatment Plant Operator would need to be revised to reflect the change in the Waste- water Treatment Plant Operator Trainee job description. The change would be as follows: Graduation from high school or possession of a New York State high school equivalency 'diploma; completion of a appropriate course of instruction approved by the Commissioner, Department of Environmental Conservation; and six months of satisfactory experience in the actual operation of a wastewater treatment plant with facilities for the activated sludge process or any similar process. Possession of a Grade II-A wastewater treatment plant operator's certificate issued under the provisions 'of the New York State Sanitary Code at time of appointment and maintenance of said certificate for the duration of employment. Commissioner Perko made a motion to amend the Wastewater Treatment Plant Operator Trainee and the Wastewater Treatment Plant Operator job description as stated. Seconded by Commissioner Bantuvanis. Motion carried. AUTHORIZATION FOR PERSONNEL DEPARTMENT STAFF TO REVIEW ALL JOB DESCRIPTIONS AND DELETE ALL SEXIST LANGUAGE. Personnel Administrator Saul explained that a member of the Affirmative Action Committee pointed out that some of our job descriptions contain sexist language. Commissioner Perko made a motion to authorize the Personnel Department to review all job descriptions and delete sexist language. Seconded by Commissioner Bantuvanis. Motion carried. • civil Service Commission Meeting June 10, 1991 Page 3 NEW POSITION DUTIES STATEMENT: YOUTH DEVELOPMENT PROGRAM LEADER - GIAC Activities Center Coordinator Fort explained that they received a grant from the state for funding of a full-time position for one year. This position will be in the Bottom-Line Program at GIAC and will begin in August. Commissioner Bantuvanis made a motion to classify the New Position Duties Statement for Youth Development Program Leader. Seconded by Commissioner Perko. Motion carried. Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters. Motion carried.
