HomeMy WebLinkAboutMN-CIV-1991-03-11 REGULAR MEETING CIVIL SERVICE COMMISSION March 11, 1991 PRESENT: Commissioner Bantuvanis, Commissioner Perko, Valerie Saul (Personnel Administrator) , Lisa Patz (Personnel Associate) , Bonnie Fiorille (Senior Stenographer) ABSENT: Commissioner Middleton Commissioner Bantuvanis called the meeting to order at 3:45 p.m. PUBLIC HEARING ON PROPOSED AMENDMENT TO CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the Proposed Amendments to Civil Service Rules. Motion carried. The following legal notice was published in the Ithaca Journal; LEGAL NOTICE CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING "Please take notice that pursuant to Section 20 of the New York State Civil Service Law, the City of Ithaca Civil Service will hold a public hearing on March 11, 1991 at 3:45 p.m. in the Second Floor Conference Room - City Hall - 108 East Green Street - Ithaca, New York, for the purpose of amending its Rules as follows: a) To add the positions of "Senior Laborers" and "Automotive Body Repairer" to the non-competitive class; b) To add the position of "Assistant City Attorney" to the non-competitive class and designate such position as "requiring the performance of functions influencing policy" ; c) To establish the probationary period for the position of Assistant City Attorney as not less than twenty-six (26) weeks nor more than fifty- two (52) weeks. Copies of the full text of the proposed changes are available at the Personnel Department - City Hall - 108 East Green Street - Ithaca, New York. All interested parties and citizens for or against the adoption of these changes to the Rules are invited to attend and be heard." There were no persons present to address the Commission on the public hearing. Commissioner Bantuvanis made a motion to close the public hearing. Motion carried. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the minutes of the February 11, 1991 meeting. Seconded by Commissioner Bantuvanis. Motion carried. Civil Service Commission Meeting March 11, 1991 Page 2 NEW BUSINESS ADOPTION OF AMENDMENTS TO CIVIL SERVICE RULES Commissioner Perko made a motion to accept the following Resolution. Seconded by Commissioner Bantuvanis. Motion carried. RESOLUTION FOR AMENDMENT TO APPENDIX $ = NON-COMPETITIVE CLASS OF THE CITY OF ITHACA CIVIL SERVICE RULES On March 11, 1991, the Ithaca Civil Service Commission passed the following resolution: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a Public Hearing on March 11, 1991, for the purpose of amending Appendix B = Non-Competitive Class of the City of Ithaca Civil Service Rules by adding the positions of "Senior Laborers" and "Automotive Body Repairer" and, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the following positions be added to Appendix B = Non- Competitive Class: Senior Laborers Automotive Body Repairer Commissioner Perko made a motion to accept the following Resolution. Seconded by Commissioner Bantuvanis. Motion carried. RESOLUTION FOR AMENDMENT TO APPENDIX B = NON-COMPETITIVE CLASS OF THE CITY OF ITHACA CIVIL SERVICE RULES On March 11, 1991, the Ithaca Civil Service Commission passed the following resolution: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a Public Hearing on March 11, 1991, for the purpose of amending Appendix B = Non-Competitive Class of the City of Ithaca Civil Service Rules by adding the positions of Assistant City Attorney and designating the position of Assistant City Attorney as requiring the performance of functions influencing policy and, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the position of Assistant City Attorney be added to Appendix B = Non-Competitive Class, and be it further RESOLVED, that pursuant to Section 42(2) (a) of the New York State Civil Service Law, the position of Assistant City Attorney be designated as a position which requires the performance of functions influencing policy. Commissioner Perko made a motion to accept the following Resolution. Seconded by Commissioner Bantuvanis. Motion carried. Civil Service Commission Meeting March 11, 1991 Page 3 RESOLUTION FOR AMENDMENT TO RULE XIV = PROBATIONARY TERM OF THE CITY OF ITHACA CIVIL SERVICE RULES On March 11, 1991, the Ithaca Civil Service Commission passed the following resolution: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on March 11, 1991 for the purpose of amending Rule XIV = Probationary Term of the City of Ithaca Civil Service Rules to establish the probationary period for the position of Assistant City Attorney as not less than twenty-six (26) weeks nor more than fifty-two (52) weeks, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE BE IT RESOLVED, that the probationary period for the position of Assistant City Attorney be established as not less than twenty-six (26) weeks nor more than fifty-two (52) weeks. Commissioner Perko made a motion to accept the following Resolution. Seconded by Commissioner Bantuvanis. Motion carried. NEW POSITION DUTIES STATEMENT - ITHACA CITY SCHOOL DISTRICT: SENIOR CLERK The Commission reviewed and discussed the New Position Duties Statement for Senior Clerk at the Ithaca City School District. Commissioner Bantuvanis made a motion to classify the new position as Senior Clerk. Seconded by Commissioner Perko. Motion carried. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters. Motion carried. After Executive Session, the Commission took the following actions. Commissioner Perko made a motion to accept the following Roster of Candidates for Examination. Seconded by Commissioner Bantuvanis. Motion carried.
