HomeMy WebLinkAboutMN-CSC-1991-01-14 REGULAR MEETING CIVIL SERVICE COMMISSION January 14, 1991 PRESENT: Commissioner Bantuvanis, Commissioner Middleton, Commissioner Perko, Valerie Saul (Personnel Administrator) Lisa Patz (Personnel Associate) , Bonnie Fiorille (Senior Stenographer) Eric Datz (Building Commissioner) The meeting was called to order at 3:48 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the minutes of the December 10, 1990 meeting. Seconded by Commissioner Bantuvanis. Motion carried. NEW BUSINESS NEW POSITION DUTIES STATEMENT: PLAN REVIEW OFFICER The Commission reviewed and discussed a New Position Duties Statement request from Building Commissioner Datz. Personnel Administrator Saul explained to the Commission that the job description for the Plan Review Officer was also revised to reflect what the actual background and skills of the position involved. Commissioner Datz explained that there were a wide variety of codes with this position and that there would be a great deal of contact with the public. Personnel Administrator Saul stated that this position was authorized by Common Council in the 1991 budget. Commissioner Perko made a motion to classify the Plan Review Officer position. Seconded by Commissioner Middleton. Motion carried. Commissioner Bantuvanis made a motion to amend the Plan Review Officer job description as requested by the Building Commissioner. Seconded by Commissioner Perko. Motion carried. REVISION OF ADMINISTRATIVE SECRETARY JOB SPECIFICATION Personnel Administrator Saul explained to the Commission that in the past we have had a small pool of applicants for the Administrative Secretary examination due to the shorthand requirement. Personnel Administrator Saul is requesting that the shorthand requirement be deleted from the job specification, due to recruitment difficulties and the fact that the shorthand skills are rarely used by most Administrative Secretaries. Commissioner Bantuvanis made a motion to amend the Administrative Secretary job specification by deleting the shorthand requirement. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT: POLICE SERGEANT Personnel Administrator Saul explained that the Ithaca Police Department is deleting three Police Officer positions and adding three Police Sergeant positions. It was also stated that these positions were authorized by Common Council on January 2, 1991. Civil Service Commission Meeting January 14, 1991 Page 2 Commissioner Perko make a motion to classify the three positions as Police Sergeants. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT: POLICE OFFICER Personnel Administrator Saul explained that one new Police Officer position was funded in the 1991 budget and that this position would perform the same functions as other Police Officer positions. Commissioner Perko made a motion to classify the new position as Police Officer. Seconded by Commissioner Middleton. Motion carried. NEW POSITION DUTIES STATEMENT - ITHACA CITY SCHOOL DISTRICT: TYPIST Personnel Associate Patz explained that this is a full-time position being created in the Office of Minority and Student Affairs. Commissioner Middleton made a motion to classify the Typist position in the Office of Minority and Student Affairs at the Ithaca City School District. Seconded by Commissioner Perko. Motion carried. NEW POSITION DUTIES STATEMENT: ASSISTANT CITY ATTORNEY The Commission reviewed and discussed the New Position Duties Statement for 'Assistant City Attorney. Personnel Administrator Saul explained to the Commission that Common Council had funded a position for Assistant City Attorney in the 1991 budget. Personnel Administrator Saul explained that this position needs to be classified and a job specification needs to be adopted. She also explained that this position would be a professional position and that the Charter and Ordinance Committee is recommending that it be placed in the non-competitive class. Commissioner Bantuvanis made a motion to classify the new position as Assistant City attorney in the non-competitive class and to adopt a job specification for this position. Seconded by Commissioner Perko. Motion carried. Personnel Administrator Saul stated that she would publish a legal notice in the Ithaca Journal for a Public Hearing to add the position of "Assistant City Attorney" to the non-competitive class and designate such position as "requiring the performance of functions influencing policy" and; to establish the probationary period for the Assistant City Attorney at not less than twenty-six (26) weeks nor more than fifty-two (52) weeks. The Public Hearing was scheduled for March 11, 1991. Personnel Administrator Saul stated that she would also publish a legal notice for a Public Hearing to add the position of "Senior Laborers" and "Automotive Body Repairer" to the non-competitive class. NEW POSITION DUTIES STATEMENT: YOUTH WORKER The Commission reviewed the New Position Duties Statement submitted by the Youth Bureau. Personnel Associate Patz explained that the Youth Worker position is at GIAC and it is under the Recreation Program for teenagers. This position was funded in the 1991 budget by Common Council. Civil Service Commission Meeting January 14, 1991 Page 3 Commissioner Middleton made a motion to classify the Youth Worker position at GIAC. Seconded by Commissioner Perko. Motion carried. AMENDMENT OF RECREATION SUPERVISOR CLASSIFICATION TO INCLUDE SPECIALTY AREAS Personnel Administrator Saul explained to the Commission that the title of Recreation Supervisor is a generic title, and although the job announcement is generic, each examination and eligible list is specific to one particular areas. Personnel Administrator Saul is requesting that the Commission formally classify the Recreation Supervisor job specification to include specialty areas, and establish an independent classification of Recreation Supervisor (Special Populations) for the position which directs the Recreation Mainstreaming Program. The Recreation Mainstreaming Position is currently vacant. Commissioner Middleton made a motion to amend the Recreation Supervisor position to include specialty areas. Seconded by Commissioner Perko. Motion carried. NEW POSITION DUTIES STATEMENT - CITY PROSECUTOR: SENIOR TYPIST A New Position Duties Statement was presented to the Commission to classify a part-time Senior Typist position for the City Prosecutor. This position was funded in the 1991 budget by Common Council. Commissioner Perko made a motion to classify the part-time Senior Typist position. Seconded by Commissioner Middleton. Motion carried. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters. Motion carried. After Executive Session, the Commission took the following actions. Commissioner Perko made a motion to accept the following Roster of Candidates for Examination. Seconded by Commissioner Middleton.
