Seconded by Commissioner Bantuvanis. Motion carried. NEW BUSINESS AMENDMENT OF RECREATION SPECIALIST CLASSIFICATION TO INCLUDE SPECIALTY AREAS Personnel Administrator Saul explained to the Commission that the title of Recreation Specialist is a generic title used to cover a broad range of specialty areas, and although the job announcement is generic, each examination and eligible list is specific to one particular area. In the past there has been some confusion as to which examination should be taken because the roster cards do not indicate what specialty area the individual is in. Personnel Administrator Saul is requesting that the Commission formally classify each position according to the appropriate area, and grant civil service status that is appropriate for each incumbent based on their examination history. STATUS RESOLUTION B - YOUTH BUREAU WHEREAS, on September 10, 1990, the Ithaca Civil Service Commission amended the classifications of the Recreation Specialist positions in the City of Ithaca Youth Bureau to reflect the specialty areas appropriate to each position; and WHEREAS, the Commission desires to confirm the permanent status of certain incumbents who have been permanently appointed to and employed in their positions in accordance with Civil Service Law and Rules and who are entitled to permanent status in the title, specialty area and jurisdictional classification to which their positions have been allocated, without further examination, NOW, THEREFORE, BE IT RESOLVED, that the Commission hereby confirms the permanent status of the incumbents listed below in the titles, specialty area and jurisdictional classifications to which their positions have been allocated, without further examination. Youth Development Coordinator Green is requesting that the Commission adopt _ specialized titles for the following positions: Mechanical All-Stars, Outing Program, Cafe Cayuga and Crafts Program. Civil Service Commission September 10, 1990 Page 3 Youth Development Coordinator Green explained to the Commission that a person also needs to have some skills and background in the specialty area in order to perform the job. Personnel Administrator gave the Commission an example of a position in the Outing Program which we have difficulty filling because we have the regular Youth Worker eligible list and the people on the eligible list are not interested in working in the Outing Program. Personnel Administrator Saul explained that there would be separate exams for each position so individuals would know what specialty area they were applying for. Youth Program Coordinator Green proposed the following addition be made to item (b) in the minimum qualifications job description: or two years of full-time paid experience working in human services involving direct services to clientele; Commissioner Bantuvanis made a motion to accept the New Position Duties Statements for the specialized positions of: Youth Development Prograom Leader (Automotive Program) , Youth Development Program Leader (Outing Program) , Youth Development Program Leader (Cafe Cayuga Program) and Youth Development Program Leader (Crafts Program) with the addition to the minimum qualifications. Seconded by Commissioner Perko. Motion carried. RECLASSIFICATION REQUEST - CITY CHAMBERLAINS OFFICE: SENIOR ACCOUNT CLERK TO SENIOR ACCOUNT CLERK TYPIST Personnel Administrator Saul explained to the Commission that there is a great deal of typing involved in this position in Traffic Violations inputting tickets into the computer along with daily correspondence. CSEA Administrative Unit President Baker asked if this would be an upgrade in title. Personnel Administrator Saul stated that a Senior Account Clerk and Senior Account Clerk-Typist are both on the same grade level. Commissioner Perko made a motion to reclassify the position of Senior Account Clerk in the Chamberlains Office to Senior Account Clerk-Typist. Seconded by Commissioner Bantuvanis. Motion carried. REVISION OF BUILDING SYSTEMS SUPERVISOR JOB SPECIFICATION Personnel Administrator Saul explained to the Commission that some reorganization was done in the Department of Public Works and that instead of the City Electrician and Parking Meter Division reporting directly to the Superintendent of Public Works, they report to the Building Systems Supervisor. Personnel Administrator Saul explained that we are simply adding these two areas under the Distinguishing Features of the Class in the Job Description. Commissioner Bantuvanis made a motion to revise the Building Systems Supervisor Job Description as requested. Seconded by Commissioner Perko. Motion carried. Civil Service Commission September 10, 1990 Page 4 REVISION OF SPECIAL REQUIREMENTS: MAINTAINER Personnel Administrator Saul explained to the Commission that the current job description for Maintainer requires a person to have possession of a class III NYS drivers license at the time of appointment, and with this requirement it is difficult to find people who are qualified for this position. Acting Assistant Superintendent of Public Works Carpenter is requesting that the Special Requirement on the job description be changed to read: Applicants must be eligible for a NYS Class III Driver's License at time of appointment and must obtain a NYS Class III Driver's License 12 months from date of appointment. Failure to obtain said license, or loss of said license during employment, will result in removal from the position. Commissioner Perko made a motion to revise the special requirement to the Maintainer job description to read: Applicants must be eligible for a NYS Class III Driver's License at time of appointment and must obtain a NYS Class III Driver's License 12 months from date of appointment. Failure to obtain said license, or loss of said license during employment, will result in removal from the position. Seconded by Commissioner Bantuvanis. Motion carried.
