REGULAR MEETING
JULY 9, 1990
Present: Commissioner Bantuvanis, Commissioner Perko, Commissioner

The meeting was called to order by Commissioner Bantuvanis at 3 :46 p.m.
Commissioner Bantuvanis asked if there were any additions to the Agenda.
Personnel Administrator Saul asked to have the following items added:
New Position Duties Statement - DPW - Junior Engineer
Reclassification Request - Ithaca Housing Authority: Account Clerk
Typist to Senior Account Clerk Typist
New Position Duties Statement - Planning Department - Planner II
APPROVAL OF MINUTES
Commissioner Perko made a motion to accept the minutes from the June 1990
meeting. Seconded by Commissioner Bantuvanis. Motion carried.
OLD BUSINESS
REVISION OF MINIMUM QUALIFICATIONS - GORGE RANGER/PARK RANGER
Personnel Administrator Saul asked the Commission to reconsider revising the
Special Requirements for the Gorge Ranger and Park Ranger positions by
deleting the requirement of an Advanced Life-saving Certificate. The reason
for this request is because of the difficulty of finding applicants with this
certificate. She has asked Pat Kennedy and Carolyn Peterson to attend this
meeting to answer any questions the Commission may have regarding this
request.
The Commission expressed their concerns about the incumbents not having the
Advanced Life-saving Certificates. Staff Attorney Kennedy said we have to
decide how important it is to have someone visible in the area, who can tell
patrons what the rules are, and who has the First Aid and CPR certificates,
as opposed to having no one at all. She went on to explain how the City
could be liable if we knew people were using the Gorge but had no one
patrolling the area and someone got hurt.
Carolyn Peterson also mentioned how dangerous it is for the Ranger to go in
the water after a person. If the Ranger was not pulled under by the current,
it would still be hard to see under water.
Personnel Associate Patz mentioned the job description from New York State
for the same title. Their qualifications for this position do not require
applicants to have Advanced Life-saving certificates.
Personnel Administrator Saul said the City is in the process of putting
together a life guard training course in order to help alleviate this
problem. The City has employees in the Youth Bureau who will teach the
course.

Taking into consideration the comments made by all parties, Commissioner
Perko made a motion to accept the revised Special Requirements for the Gorge
Ranger and Park Ranger position for this year only by temporarily deleting
the requirement of an Advanced Life-saving Certificate. Seconded by
Commissioner Middleton. Motion carried.
NEW BUSINESS
NEW POSITION DUTIES STATEMENT - DPW - JUNIOR ENGINEER
City Engineer Gray gave the Commission a brief summary of the current
staffing situation in his office. Due to the increase in duties and
responsibilities of his office, he feels a new position of Junior Engineer
would best serve the department's needs.
After reviewing the request presented by City Engineer Gray, Commissioner
Perko made a motion to classify and approve a new position of Junior
Engineer. Seconded by Commissioner Middleton. Motion carried.
NEW POSITION DUTIES STATEMENT - PLANNING DEPARTMENT - PLANNER II
Personnel Administrator Saul explained to the Commission that the Deputy
Director of Planning and Development is leaving and, in order to handle the
workload until a replacement is found, the Director of Planning and
Development wants to create a temporary Planner II position. This position
will be deleted one (1) month after the Deputy position has been filled.
Commissioner Perko made a motion to create a temporary Planner II position
for a term not to exceed one (1) month after the Deputy Director of Planning
and Development position has been filled. Seconded by Commissioner
Middleton. Motion carried.
RECLASSIFICATION REQUEST - ITHACA HOUSING AUTHORITY: ACCOUNT CLERK TYPIST
TO SENIOR ACCOUNT CLERK TYPIST
Personnel Associate Patz explained that more grants and a new computer system
have been added to the current workload of the Account Clerk Typist. Thus,
the Ithaca Housing Authority is requesting that the Account Clerk Typist
position be upgraded to Senior Account Clerk Typist.
Commissioner Bantuvanis made a motion to reclassify the Account Clerk Typist
position to Senior Account Clerk Typist. Seconded by Commissioner Middleton.
Motion carried.
NEW POSITION DUTIES STATEMENT - ITHACA CITY SCHOOL DISTRICT - TYPIST
Personnel Associate Patz explained to the Commission that this is a newly
created position. Mr. Luzzi (Assistant Superintendent for Human Resources
and Labor Relations Services) feels the Typist position is needed for
clerical support and to assist in running and administering the programs.
Commissioner Perko made a motion to accept the New Position Duties Statement
for the Typist position. Seconded by Commissioner Middleton. Motion
carried.
