Home My WebLink AboutMN-CIV-1990-06-18 REGULAR MEETING CIVIL SERVICE COMMISSION JUNE 18, 1990 PRESENT: Commissioner Bantuvanis, Commissioner Perko, Commissioner Middleton, Sam Cohen (Youth Bureau Director) , Lisa Patz (Personnel Associate) , Denise Malone (Administrative Secretary) Commissioner Bantuvanis called the meeting to order at 2:57 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the May 1990 meeting minutes. Seconded by Commissioner Bantuvanis. Motion carried. REVISION OF MINIMUM QUALIFICATIONS: GORGE RANGER Personnel Associate Patz gave some background information on the Gorge Ranger position. She stated that the City of Ithaca has advertised for this position but have not been able to hire anyone because the applicants have not had either the appropriate years of experience or all the certificates listed under Special Requirements. She is, therefore, requesting the Commission to approve the revision of the Gorge Ranger's minimum qualifications as follows: "Graduation from a high school or possession of a high school equivalency diploma and six (6) months of experience involving supervision of recreational activities, park services, emergency services, human service delivery or security or ;law enforcement. Special Requirements: Possession of the appropriate YMCA or Red Cross advanced first aid certificate and a CPR (cardio-pulmonary resuscitation) certificate. " The Commission had a lengthy discussion on this matter; reviewing the City's liability as well as the necessity of the incumbent having these certificates. After much consideration, Commissioner Bantuvanis made a motion not to accept the revised special requirements for Gorge Ranger but did accept the education and experience revisions. Seconded by Commissioner Perko. Motion carried. REVISION OF MINIMUM QUALIFICATIONS: PARK RANGER Personnel Associate Patz mentioned the proposed changes are based on the same explanation as the Gorge Ranger. Currently there is an individual who possesses all the required certificates but lack the minimum-years of experience. Commissioner Bantuvanis made a motion to accept the proposed revision for Park Ranger with the following amendment: to include the advanced life- saving certificate under Special Requirements. Seconded by Commissioner Middleton. Motion carried. Civil Service Commission Meeting June 18, 1990 Page 2 RECLASSIFICATION REQUEST: YOUTH BUREAU (GIAC) - RECREATION LEADER TO RECREATION SUPERVISOR Ms. Patz mentioned the job audit she had with the incumbent and feels he is working as a Recreation Supervisor as opposed to a Recreation Leader. The incumbent does alot of planning, organizing and evaluating of programs and has little supervision. Youth Bureau Director Cohen stated that the incumbent is responsible for the pool, has certificates for and trains the Lifeguards. Mr. Cohen feels the incumbent is very well qualified. The incumbent is responsible for the health, safety and well-being of the kids, in addition to supervising staff and teaching CPR to others. For these reasons, the Commission is being asked to reclassify the position of Recreation Leader to Recreation Supervisor. Commissioner Perko made a motion to reclassify the Recreation Leader position to Recreation Supervisor. Seconded by Commissioner Middleton. Motion carried. CONTINUING BUSINESS After Executive Session the Civil Service Commission made the following motions: APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATION Commissioner Bantuvanis made a motion to accept the Roster of Candidates for Housing Inspector Open-Competitive Examination #61-574. Seconded by Commissioner Perko. Motion carried. Commissioner Perko made a motion to accept the Roster of Candidates for Storekeeper Open-Competitive Examination #68-053 . Seconded by Commissioner Middleton. Motion carried. Commissioner Bantuvanis made a motion to accept the Roster of Candidates for Water/Wastewater Treatment Plant Operator Trainee Open-Competitive Examination #500-90. Seconded by Commissioner Perko. Motion carried. ROSTER OF CANDIDATES FOR POLICE SERGEANT PROMOTIONAL EXAMINATION #71-666 The Commission reviewed the Roster of Candidates for Police Sergeant Promotional Examination #71-666. They considered the appeal request from Officer Royal Lipscomb and Douglas Martin in response to the disqualification of their applications. After a brief discussion, Commissioner Banutvanis made a motion to accept their appeal and allow them to take the Police Sergeant Promotional Exam. Seconded by Commissioner Perko. Motion carried. Commissioner Bantuvanis made a motion to adopt the amended Roster of Candidates for Police Sergeant Promotional Examination #71-666. Seconded by Commissioner Perko. Motion carried. After much discussion, Commissioner Bantuvanis made a motion not to reclassify the Senior Stenographer position to Senior Account Clerk-Typist because the incumbent does not perform all the duties of the higher position. Seconded by Commissioner Perko. Motion carried.
